3 Developing and implementing effective strategies Government defence organisations must have the right strategies in place to respond to rapidly changing military and security threats, and to deliver greater operational effectiveness - while under continual financial constraints. Defence Industrial Strategy (DIS) PA worked closely with the UK MOD to develop the approach and plan for the development of the DIS. PA directly supported the process for developing the portfolio of sector strategies, which required working closely with each of the MOD sector leads and engaging effectively with a wide range of both MOD and industry stakeholders. This changing environment poses particular challenges for industry. In an increasingly competitive environment, industry must not only reduce costs but also adopt more collaborative approaches to deliver through-life capability-based solutions. Our experience in Defence enables us to quickly get to the key issues and performance drivers, helping our clients make better-informed strategic decisions. Our highly participative approach engages key stakeholders and builds a good foundation for successful implementation.
4 Devonport Management Limited (DML) PA worked with DML and the MOD at Devonport as the Independent Partnering Advisor to help address longterm partnering challenges, develop a contract framework to incentivise improved performance and deliver a sustainable cost reduction programme generating immediate savings of 12M per annum. Transforming performance The Defence sector needs to transform the way it operates in order to meet new challenges such as through-life capability management and contracting for capability. This requires substantial change - both within government and industry and to the relationship between customers and suppliers throughout the supply chain. PA s approach to transformation is underpinned by a clear understanding of what is needed to drive a real improvement in performance. We take a highly collaborative approach and engage all of the appropriate stakeholders at the right time. Through a combination of good business design and robust implementation, our approach maximises early benefit delivery. PA brings specialist knowledge in every aspect of business performance including leadership development, people and performance management, organisational change, business modelling, sourcing and supply chain optimisation.
5 Defence Information Infrastructure (DII) PA acted as the key advisor during the procurement of DII (one of the largest and most complex IT programmes in the world). PA drew on its extensive sourcing experience for the entire procurement process, from programme design and requirements definition to risk management and commercial negotiation. Contract was reached in record time, and the IPT was honoured with a Smart Procurement award from MinDP. Applying innovative and effective IT solutions The need to use and share information and IT systems across complex and often variable quality networks is a challenge across Defence. Taken to the ultimate vision of NEC/NCW, this also requires significant operational and process change to achieve greater effect with the same capability. PA has a reputation for achieving innovation and change through IT. With significant capability in IT strategy, technical infrastructure, systems design and systems integration, we work in partnership with senior decision makers, providing trusted management advice to help them achieve tangible results. Additionally, we provide truly independent advice on - and help to implement - IT sourcing options and the most effective way for IT functions to be organised and managed. By combining this range of capabilities with our broad and deep Defence knowledge and our experience in business process improvement and enterprise change management, we help the MOD create business and operational solutions that significantly improve the performance of Defence.
6 Technology in Defence PA works extensively across the defence and security community using our wide technology capabilities to enhance operational effectiveness. Our work has helped protect UK forces against IEDs as well as providing covert surveillance capabilities. Improving capability through innovation and technology The application of technology for military benefit can significantly improve the efficiency of warfighting and the pace of change in emerging capabilities has increased significantly. However, adopting innovative technology is not without risk its introduction, and the ensuing challenges, must be managed. PA brings to Defence its experience in delivering technological insight, innovation and implementation across some of the most demanding sectors. PA has a unique combination of industry expertise and engineering capability, delivering solutions from concept right through to launch, drawing on the work of our dedicated technology centres. The centres (in Cambridge, UK and Princeton, US) offer a comprehensive range of laboratory facilities, and the most up-to-date design, rapid prototyping and machine-building capabilities. 7 Delivering complex programmes The context within which defence capabilities are deployed is evolving rapidly, requiring an agile and coherent response to change. The programmes and projects that deliver these capabilities are fast becoming even more challenging, complex and heavily integrated.
