1 SCOTTISH NATURAL HERITAGE JOB DESCRIPTION LIFE III Project Conservation of Atlantic Salmon in Scotland (CASS) JOB TITLE: JOB CODE: GRADE: SALARY: LIFE Project Manager PA18 E grade. 26,024 per annum ( 26,675 as from 1 August 2004). LOCATION: Scottish & Southern Energy Offices, Clunie Powerstation, by Pitlochry STATUS: Time-limited appointment for up to 4 years (48 months). RESPONSIBLE TO: The Project Steering Group and line managed by SNH PURPOSE OF THE POST: As the main representative of the project Beneficiary (SNH), the Project Manager will be responsible for the promotion, management and delivery of the 3 Million LIFE-Salmon Project in line with the approved LIFE funding application and the LIFE Standard Administrative Provisions, and the servicing and maintenance of the project partnership. He/she will have line-management responsibility for 1 Project Officer and an Administrative Officer. MAIN TASKS, RESPONSIBILITIES & ACTIVITIES; a) Work planning and monitoring The servicing of the Project Steering Group through the production of quarterly reports and papers, and the organisation of quarterly meetings of the Group. The maintenance of close links with the Association of Salmon Fishery Boards through regular review meetings. Attendance at meetings of the Technical Advisory Group, provision of information to the group and dissemination of advice and guidance from the group to project participants. 1

2 Liaison with Naturelink International, the External Monitoring Team nominated by the European Commission to ensure effective management of the Project, and the organisation of EC missions to inspect and verify the work of the Project. The production and monitoring of an overall Project Plan which sets out milestones, targets and reporting procedures for the duration of the Project, and is linked to the Budget and cash-flow. The development, implementation and monitoring of a risk assessment process for the Project. The production and implementation of evaluation and monitoring procedures and systems to track the projects outputs, including the use of GIS mapping. Co-ordination of the monitoring and verification of approved work prior to payment of partner funding claims. The confirmation and monitoring of site-specific Operational Plans for each Project Participant in collaboration with the Local Operational Planning Teams (LOPTs) and local LIFE Project Officers as part of the framework for monitoring project outputs and expenditure. b) Contracts administration To ensure the Memorandum of Agreement is implemented by the Project Participants as the agreed contractual framework within which the Project will be managed and delivered. The establishment of other contracts necessary for the delivery of the work specified in the Project in line with the obligations and conditions described in the LIFE Standard Administrative Provisions, and the submission of all such agreements and contracts to the European Commission. c) Financial management The operation of financial management procedures, including budgetary and cash flow monitoring, audit trail, the authorisation for payment of orders for work and payment of partner funding claims, all within the limits and procedures of SNH`s delegation framework. The organisation of independent financial audits of all claims for European Commission funding. The establishment, maintenance and monitoring of an overall Project Budget and Cash-flow Projection which sets out expenditure/income and cash flow for the duration of the Project d) Communications, promotion and publicity The production and implementation of a Communications, Publicity and Promotional strategy for the Project. Management and co-ordination of publicity and dissemination in collaboration with the Project Management Team, the LOPTs and the local 2

3 LIFE Project Officers, including the organisation of a project launch and European study tour. Promotion of the Project, liaison with external interest groups including the development of links with other LIFE projects, and advocacy between the participants and the European Commission. e) Reporting and claiming The preparation and submission of progress reports, operational plans, interim reports, financial statements, final reports and funding claims to the European Commission as specified in the reporting schedule in the approved Project application. The provision of quarterly progress and financial reports to the Project Steering Group, and regular financial profiles and financial information to SNH. f) Training The provision of training and ongoing support to Project Participants in the procedures for record keeping, reporting and claiming funding. The organisation of training and demonstration events to disseminate the results and techniques of the Project to a wide variety of stakeholders g) Staff and resources management The line management of one full-time Project Officer and one 0.6 Administrative Officer, including the provision of annual job appraisals, and job description reviews. PERSON SPECIFICATION Essential Criteria Qualifications HND/Degree/Postgraduate in a relevant discipline or equivalent relevant experience. Thorough understanding of financial management and forecasting involving large budgets Experience of EU financial instruments Management of Project teams 3
