This psitin is funded by UAID and the hiring prcess shall fllw UAID regulatin and requirements. Backgrund Under the current Cuntry Develpment Cperatin trategy, UAID/Jrdan plans t cntinue investing in schl infrastructure ver the next five years. The Basic Educatin and Yuth (EDY) Office has three majr schl infrastructure activities planned between 2015 and 2019: 1. Jrdan chl Expansin Prject (JEP) expansin f 120 existing schls, cnstructin f 300 new kindergarten classrms, and rehabilitatin f 50 yuth sprts facilities; 2. chls fr a Knwledge Ecnmy Prject cnstructin f 25 new schls; and 3. Learning Envirnment: Imprved Infrastructure Prject (LEIIP) renvatin f 150 schls. BAIC FUNCTION: The PM will serve as the main pint f cntact fr UAID funded prjects within the MPWH and will be respnsible fr ensuring effective management and implementatin f each schl infrastructure activity frm planning t cntract clse ut. The PM will advise and supprt directrs f units within the MPWH n matters related t the management and implementatin f UAID funded prjects. The PM will be cnsidered a team member f the MPWH and shuld interact accrdingly. The PM shall prvide supprt t the MPWH during all phases f the prjects, frm planning and design, t cnstructin and furnishing, hand-ver, and cntract clseut. The PM will be respnsible fr fllwing-up n actins, reprting, cmmunicating and engaging with all levels within the MPWH t ensure smth implementatin f nging prjects. MAJO EPONIBILITE: The PM will be respnsible fr crdinating and supprting all UAID funded infrastructure prjects thrugh the MPWH, frm initial design t cnstructin and cntract clse ut. General espnsibilities:
Mnitr and reprt t the MPWH senir fficials and t UAID n the budget and timeliness f all prjects deliverables. This includes written weekly updates and mnthly reprts n the status f prjects and actins t the MPWH and UAID. espnd t UAID inquiries related t prjects status and implementatin. Help the MPWH n matters related t drafting and prcessing requests related t prject implementatin including cmmunicatins with UAID and ther stakehlders. Cllect all prper dcumentatin t supprt cmmunicatins and requests. Advise and supprt directrs f units within the MPWH n matters related t the management and implementatin f UAID funded prjects. Fllw-up and track actins related t engineering design and cnstructin prjects with the respnsible department within the MPWH and ensure timely actins. Advise and fllw up with the cncerned departments within the MPWH n review and apprval f chl electin eprts, chl Assessments/Cnceptual Designs, and Design Guidelines t be used as a framewrk fr the Prject. Advise and fllw up with the cncerned departments within the MPWH n reviewing the Architecture and Engineering (A/E) designs and tender dcuments and prviding cmments and/r apprval. Advise and fllw up with GTD n tendering f cnstructin and cnstructin supervisin cntracts in accrdance with UAID and GOJ rules and prcedures. Advise and supprt the Directr f chl Buildings and upervisin n matters related t the prgress f cnstructin activities including: Keeping track f actins and request by the cntractrs. espnding t the cntractr s inquiries and requests in a timely manner and prviding directin and guidance as needed. Mnitring the perfrmance f cnstructin supervisin firms and advising the Directr n any required actins. Mnitring the schl s maintenance issues during the defects liability perid and ensuring that any defects are identified and addressed by the cntractr in a timely manner and befre the end f the assigned perid. The cntract will be renewable based n perfrmance n an annual basis, up t five years. The PM will be ntified ne mnth in advance f cntract renewal r terminatin. MINIMUM QUALIFICATION CITEIA: In rder t qualify fr the psitin abve, the applicant must meet all f the fllwing criteria, clearly demnstrated in the curriculum vitae (CV) and a cver letter. Applicants must address each criterin with specific and cmprehensive infrmatin supprting each item. If the applicatin submitted fails t demnstrate eligibility, the applicatin will be marked as unqualified. It is the respnsibility f the applicant t prvide all pertinent
infrmatin. All dcuments written in Arabic must be translated int English, and bth the Arabic and English dcuments submitted. Qualificatin criteria: 1. A Bachelr s Degree in Civil Engineering and Master s Degree in Engineering r Prject Management; 2. At least 15 years f relevant experience in prject management invlving renvatin and/r cnstructin f multiple sites r prjects; the applicant shall have served as a prject manager r a cnstructin manager fr large size prjects prject(s) in the last seven years; 3. At least 5 years f recent relevant wrk experience n schl building prjects is highly desirable; 4. Excellent knwledge f FIDIC cntract cnditins, cnstructin disputes and claims, and prject scheduling; 5. Demnstrated management, leadership, cmmunicatin, and interpersnal skills; 6. trng writing and ral presentatin skills; 7. Level IV in bth written and spken English and Arabic is required. At Level IV an emplyee is required t pssess a high degree f prficiency in bth written and spken English, including the ability t translate the hst cuntry language int precise and crrect English, and English int Arabic. On ccasin, an emplyee at this level might be expected t act as an interpreter in situatins where cnsiderable imprtance attaches t prper wrd meaning. English prficiency will be tested.
