IDENTIFICATION OF POST Post Title: Function and purpose: Chief Executive (12 month fixed term contract 14 hours per week) To take overall responsibility for the effective management and strategic development of Spire. To lead and manage the Senior Management Team. Ensure compliance with Companies House and Charity Law. To act as the Responsible Person under CQC requirements. To develop and maintain key external relationships. To keep under review and advice the Board of Trustees on current structures and process. To monitor overall financial situation and to ensure regular financial reporting to the Board of Trustees. To prepare and monitor the financials of the organisation in conjunction with the service manager. To identify and develop new sources of funding, including fundraising activity and grants. MAIN RESPONSIBILITIES STRATEGIC MANAGEMENT & BUSINESS DEVLOPMENT To be responsible and accountable to the Board of Trustees for the overall strategic development and business management of Spire (Preston) Ltd Monitor and evaluate the quality and definition of current service provision. To identify and develop new sources of funding, including fundraising activity and grants. Manage, develop and prioritise productive relationships with all relevant external stakeholders. Lead the exploration of options for collaboration with other organisations to secure a sustainable future for Spire s Service Users and staff. To keep current structures and processes under review and advise the board of trustees. To develop a Spire business plan to ensure long term sustainability. To represent Spire at external boards and forums specifically the Lancashire Learning Disability Consortium (LLDC). PEOPLE MANAGEMENT To line manage the Service Manager and Finance & Training Manager. To chair Senior Management Team meetings. Line-manage staff in accordance with Spire s policies and procedures, ensuring that their performance standards are identified and met. In addition, monitor and participate in the management of staffing issues as required. Page 2 of 6
To ensure the effective appraisal of senior management team. Ensure the appropriate recruitment and selection processes for staff and volunteers and participate as appropriate e.g. senior management recruitment. To ensure the development and provision of training as required in line with Spire s values. Ensure that a formal system of staff support, supervision and appraisal is delivered throughout the organisation. To take on additional defined responsibilities in relation to events such as investigations, disciplinary/grievance hearings where required. To undertake appropriate management development/training and to manage people issues in accordance with Spire s performance criteria. To adhere to and promote Spire s values, policies, procedures and practices designed to meet the requirements of employment legislation. FINANCIAL MANAGEMENT To monitor and report on overall financial situation. To work with the Finance & Training Manager to: Ensure regular financial reporting to the Board of Trustees To ensure efficient and effective use of resources Develop management and financial reporting to the Board of Trustees. FUNDING To maximise income from all current funding sources. To identify and develop new sources of funding, including fundraising activity and grants. MARKETING & PROMOTION To proactively promote and market Spire including overall responsibility for website and promotional materials. Promote Spire Values throughout the service to all stakeholders including Service Users, families, purchasers and contract referrers. Develop business intelligence on future commissioning and other purchaser needs, in liaison with the Service Manager. Contact, develop, prioritise and maintain relationships with all key relevant external stakeholders. Act as a positive ambassador for Spire and promote its values. COMMUNICATION & ENGAGEMENT Ensure engagement with all Services Users, families (where appropriate), trustees, members and relevant stakeholders in the delivery and monitoring of services and plans. FACILITIES & PREMISES Ensure appropriate facilities and premises for Spire and all its activities. OTHER DUTIES To undertake other duties as required to meet the needs of the charity. A self-starter and goal achiever GENERAL TERMS AND CONDITIONS Salary: 30,000 per annum FTE. This is a 14 hour per week post payable at 11,200 per annum. Pension: Hours of Work: Duration of post: Holidays: Expenses: Spire contributes to a Pension Scheme under Auto-Enrolment. Full details will be provided. This is a part time post - 14 hours per week (over a minimum of 2 days), however the hours may need to be work flexible to meet the needs of the organisation. Overtime is not paid but time off in lieu may be taken, where appropriate. In addition the post may involve some evening or weekend work. The post will be offered as a 12 month fixed term contract. 12 days including public holidays. Normal expenses incurred in the normal course of business activities are claimed and paid on a monthly basis. Other: Spire operates a no smoking policy at all its offices.
