Cllege Readiness and Access Early Cllege High Schls Request fr Prpsals I. Backgrund and Purpse f the RFP Purpse: T supprt educatinal attainment fr students by prviding funding t institutins that supprt early cllege high schl initiatives. The Chancellr f the Ohi Bard f Regents will ffer a grant pprtunity fr institutins t receive funding t advance and accelerate cllege readiness attainment and prvide access t early pstsecndary learning pprtunities fr students. Institutins participating in the initiative strive t remve academic and financial hurdles that prevent students frm entering and succeeding in cllege. II. Eligibility 1. Lead Institutin: Any public institutin f higher educatin supprting cllege readiness and access by supprting early cllege high schls. Institutins are required t partner with secndary institutins and the cmmunity t meet the fllwing cre principles: Early cllege high schls are created and sustained by a lcal educatin agency, a higher educatin institutin, and the cmmunity, all f whm are jintly accuntable fr student success. A frmal written agreement prvides fr full access t cllege curses, facilities, and supprt services. Representatives frm all partner rganizatins meet regularly t review student success data, prvide guidance, and make key decisins regarding planning, implementatin, and sustaining the early cllege schl. Faculty, staff, and cmmunity partners develp deep cllabratins and participate, accrding t their rle, in data driven activities that advance instructinal practice, curriculum develpment, staff develpment and student supprt in rder t build and sustain a cllege ging culture. Early cllege high schls and their higher educatin partners and cmmunity jintly develp an integrated academic prgram s all students earn up t tw years f transferrable cllege credit leading t cllege cmpletin. Secndary and higher educatin partners have aligned high schl and cllege requirements and curricula, and they c develp an academic plan that January 28, 2014 1
incrprates pprtunities fr dual credit. The academic plan ensures that students strive t cmplete up t tw years f cllege academic credit. Strategies and structures are in place that prvide students with the pprtunity t cmplete tw r fur year degrees, (e.g., a graduatin plan, transfer r articulatin agreements). III. Anticipated Awards The ttal f all grant awards will nt exceed the ttal funding available and the Chancellr is nt bligated t expend all f the dllars that have been set aside fr this initiative. 1. Ttal Funding Available: $1,200,000 in each fiscal year. 2. Range f Pssible Awards: Awards up t $2,000 per enrlled early cllege high schl student. i. The $2,000 award is per student. If mre than ne institutin enrlls a student, the institutins enrlling the same student shall enter int an agreement fr a pr rata share f the $2,000 award. ii. If the Chancellr determines that the amunts apprpriated are inadequate t prvide full grant awards t all eligible institutins, the Chancellr may decrease the per student grant amunt. IV. Eligible Expenses Grant funds are t be expended fr the purpses set frth in Sectin 363.93 f Am. Sub. H.B. 59 f the 130 th General Assembly and must be used fr grants equal t the award amunt fr each enrlled early cllege high schl student. V. Prject Term It is anticipated that the higher educatin institutin cvered by the RFP will be prvided grants fr students beginning January, 2014 and institutins may request grant funds fr any eligible enrlled early cllege high schl student up t the end f the academic year. A final reprt fr eligible students will be due June, 2014. Grant amunts will be recalculated and awarded fr students enrlled in early cllege high schl prgrams beginning July 2014 thrugh June 2015, with a final prgram and expense reprt due June, 2015. Additinally, all Early Cllege High Schls will be required t have an IRN number issued by the Department f Educatin in rder fr the higher educatin institutin t receive funding in the secnd grant year (July 2014 thrugh June 2015). The Chancellr will make the final decisin n which schls are eligible based upn meeting the prpsal requirements. Applicant questins are t be submitted in writing via email by February 10, 2014. The cnference call is scheduled fr February 10, 2014 with additinal infrmatin t fllw. Respnses t questins will psted nline after the cnference call t prvide the infrmatin t interested parties. Legal Ntices The applicant understands that if its applicatin is accepted by the State, the applicant shall enter int an agreement with the State gverning the use f the awarded funds. The applicant agrees t cmply with all applicable federal, state and lcal laws in the cnduct f the wrk hereunder. The State reserves the right t fund any applicatin in full r in part, t request additinal infrmatin t assist in the review prcess, t require new applicatins frm interested parties, t reject any r all applicatins respnding t this annuncement, r t re issue the annuncement if it is determined that it is in the best interest f the State f Ohi.
