PROGRAMME Encounter & Exchange The Culture of Architecture and Spatial Planning in the European Union Working Conference and Steering Committee Meeting Rotterdam, 24 26 October 2004 Introduction The European Forum for Architectural Policies is an informal network of specialists and institutions in Europe occupied with the formulation and execution of architectural policies. The Forum consists of a growing number of representatives of ministries and other governmental bodies, architectural institutions and professional organisations. The network originates from the Dutch EU Presidency in 1997, when an Expert Meeting on architectural policies was held in Rotterdam. The results of that meeting have been presented to the European Commission. Since then almost every EU Presidency has organized a Conference or an Expert Meeting on Architectural Policies, enhancing an increasing international collaboration and the exchange of knowledge and experiences over the past years. An important moment was the formalizing of the Forum and the composition of a Resolution on the Quality of Architecture in Europe under the French EU Presidency in 2000. On that occasion agreements were made on the organization of the Forum, the composition of the Steering Committee and the frequency of meetings. The Resolution has been presented to the European Council of Ministers (2001/C73/04). Over the past years the French Ministry of Culture and Communication, the Architects Council of Europe, the Berlage Institute, the Belgium Ministries of the French and Flemish Communities and the National Council of Architects in Italy have been playing a coordinating role (Coordination Group). Recently a secretariat has been established in Brussels. The expansion of the European Union is an excellent occasion to organize a Forum meeting dedicated to European collaboration between governments, institutions and architectural organisations and the joint enhancement of architectural quality in Europe. Theme The expansion of the European Union with 10 new Member States makes it advisable to invite them to the Forum and to help developing policies with regard to architectural and spatial quality. Especially in the field of what could be defined as Cultural Planning, the integration of cultural arguments in regulating, planning and commissioning architecture and urban planning. The conference in Rotterdam on the 25 th of October will have its focus on topics that are specifically 1

relevant to the new Eastern-European Member States: quality management in recent social, cultural and economic dynamics and in public-private partnerships. The conference has been titled Encounter & Exchange, the Culture of Architecture and Spatial Planning in the European Union to emphasize the active exchange of ideas and the purpose of getting acquainted with new contributions to the network. Partners The conference is organized in a close collaboration with the Netherlands Architecture Institute, Young European Architects and the Berlage Institute. The event is sponsored by the Netherlands Ministries of Education, Culture and Science, and Housing, Spatial Planning and the Environment (Chief Government Architect s Office). The conference is part of a series of events in Rotterdam organized in connection to the Netherlands Presidency of the European Union. Participants Invitations will be sent to relevant persons and organizations (governments, institutions and professional organisations) in all 25 European Member States. The conference will be attended by approx. 150 participants, all key-figures in architecture and planning quality management, such as City Planning Officers, City Architects, political decision makers, representatives of Architecture Museums, research institutes, architects organizations etc. The participating organizations will be given the opportunity to display material (publications, posters etc.); a limited number of tables and pin-up walls will be available at the conference venue. The language at the working conference and the Steering Committee meeting will be English. Transport and hotel accommodation Participants will travel to Rotterdam at their own convenience. Programme The working conference Encounter & Exchange will take place over two days: Sunday 24th and Monday 25 th of October 2004. The Forum s Steering Committee will meet on Tuesday 26 th of October 2004. Programme Sunday 24 October* Excursion Excursion to a selected number of contemporary architecture and urban development projects in Rotterdam, Breda and Antwerp (to be confirmed). The projects have been chosen as examples for design and quality management in complicated urban conditions and complex public-private partnerships. 10:00 a.m. Buses depart from the Netherlands Architecture Institute 1. Rotterdam Hoogvliet (restructuring of a post-war satellite residential area; explanation by Wouter Vanstiphout, Project Coordinator of Wimby ). 2. Rotterdam Müller Pier (redevelopment of a former harbour area into a residential area; explanation by Ruurd Gietema, Project Supervisor KCAP). 3. * Please note that the programme and names may be subject to change Connected events The following events will be preceding the Forum meeting: Thursday 21 Sunday 24 October Seminar Young European Architects Young European Architects (YEA) is a European network of young architects. Its aim is to visualize European opportunities in the domain of architecture, urban development and related research. The target group consists of young architects, established in Europe, with the ambition to realize projects beyond their national borders. YEA covers three functions: to facilitate, to innovate and to exchange knowledge. In doing so, it wishes to bridge the gaps between young architects, principals, science, culture and politics. Young European Architects organizes a seminar in Rotterdam on the 21 st 24 th of October to investigate the European condition of the young architect. What challenges and problems do young architect s offices face? How is the architectural attitude expressed? How do they cope with the desire to innovate and experiment in an increasingly competitive environment? These and many more questions will be faced during the seminar. Conclusions and recommendations for policy making will be presented at the Forum Meeting. For more information see: www.youngeuropeanarchitects.org. Saturday 23 October Opening of the Exhibition Collage Europa in the Netherlands Architecture Institute. The Netherlands Architecture Institute will organize an exhibition and several connected events entitled Collage Europa. Topics such as the actuality of the Central European city, the past and possible future of architecture and urban planning in Central Europe are investigated. How can the cultural layers of the 19th and 20th century be offering a basis for the development of new attitudes towards urban design and the metamorphosis of cities and regions over the coming years?
