I. Scope of work The terms of reference for Onsite Comprehensive Annual Maintenance Contract (with service, original spare parts and labour charges) along with OEM certification for Zebra make thermal barcode printer TLP2844 at Central Library, Jawaharlal Nehru University, New Delhi. Accessories and spare parts of the printers should be replaced with the original/ genuine parts. Downtime of the printer should be minimum up to two to three working day only.[d1] The work order may be first issued for one year or two years and extendable year or year to year basis/for another one year from the date of work order issued. II. Bidding vendor/agency should fulfil the following criteria: 1. This invitation for bids is open to all firms in India, engaged in providing maintenance and servicing of printers. 2. The vendor must have their office in Delhi. 3. The Vendor must enclose Registration of their firm/company. 4. The bidder should have executed at least 2 such assignment in carrying out maintenance work of printers. These orders should be from any reputed Government Departments / Autonomous Bodies / Public Sector units. Provide copy of work orders & successful completion certificates as the documentary or payment remittance as evidence. 5. The bidder should enclose a proof of the audited balance sheets during last 3 Years. 6. The bidder should submit the details of income tax registration & copy of PAN Card, Sales Tax/VAT/Service Tax certificates. 7. An OEM certificate in Original of service for Zebra barcode thermal printer must be enclosed. 8. Firm/Company/Agency affiliation with the OEM must be submitted along with bid. 9. The bidder must submit undertaking that it has not been black listed by any Government/Autonomous/PSU type organizations 10. The vendor/agency must have a good support technical team. III. General Terms & Conditions 1. Bids should be send in closed/sealed envelope addressed to: Section officer, Management Section, Central Library, JNU, New Delhi - 110067. Both the technical and financial bid should be kept in two separate sealed envelopes and should super scribe Technical Bid and Financial Bid in bold letters. 2. Bid offer should be valid for 180 days from the date of opening of tender. 3. The agency/vendor should have handled the comprehensive annual maintenance services of thermal barcode printer for at least two years in any Government/PSU/ University/academic institution (Please provide documentary proof to this effect) 4. The agency/vendors should have good team of qualified Technical engineers to handle the job at the time of hardware failure. 5. Joint bids and outsourcing or subletting of any nature / third party would not be acceptable.
6. The vendor/agency should give an undertaking that it has not been black listed by any Government/Autonomous/PSU type organizations. 7. The sealed tenders along with an EMD of Rs 2500/-(Rupees Twenty Five hundred only- Refundable) in form of DD drawn in favour of Finance Officer, JNU New Delhi duly super scribe as AMC Contract for Thermal barcode Printer should reach Section Officer, Central Library, JNU up 1 st September 2016 upto 3:00 PM. 8. The EMD amount submitted will not entail the payment of any interest. 9. The payment will be made on Quarterly Basis only after the successful completion of each quarter and on presentation of bills in duplicate by the vendor/agency. 10. No advance payment on any account will be made. 11. The decision of the Vice Chancellor shall be final and binding upon in the event of any dispute arising out of the terms of the contract. 12. The work order may be awarded for one financial year and extendable for another two years on year to year basis or initially for two years and extendable for another year. 13. The University Librarian JNU reserves the right of rejecting all or any of the tenders. 14. An agreement will be signed between the CENTRAL LIBRARY, JNU and the vendor/agency for annual maintenance contract work for barcode printers, as per the terms and conditions mentioned. 15. In the event of assigned services/work being carried out by the vendor not found satisfactory by the Competent Authority, the contract would be liable to be terminated and the University shall have discretion to get the remaining work carried out from any other vendor besides forfeiting performance security etc. 16. Work order for comprehensive AMC for thermal printers may be given to vendor whose price quote will at L1 (Lowest). 17. No alteration shall be made to the tender conditions. 18. Vendor/agency should quote the rates for the onsite comprehensive maintenance (with original/genuine spare parts and labour charges) of the thermal barcode printers. 19. No Travelling or miscellaneous charges will be paid by the University for any visit of engineer. 20. No courier or transportation charges for spare parts delivery/pick up will be paid. 21. Downtime of the thermal barcode printers after reporting the problem should be only up to one to two days of repairing or maintenance or firmware upgradation.
