The tenderer must be agencies/companies having expertise in web related software design, development and uploading as per the guidelines of Govt. of India/NAAC with cyber security features. 2. The bidders must submit documentary evidence in support of their claim of having adequate capability, technical know-how and experience of design & development of website. 3. The tender documents can be collected from the office of the Principal, Aryabhatta College, Benito Juarez Road (Anand Niketan), New Delhi after payment of Rs. 500/- upto 15 th February 2016 (except Saturday & Sunday) between 10:00 am to 3:00 pm. The terms and conditions, Tender documents can also be seen on website 4. The Earnest Money Deposit of Rs. 10,000/- (Rupees Four Thousand Only) by way of D.D. only drawn in favor of Principal, Aryabhatta College. payable at New Delhi shall be submitted along with Bid. The offers without EMD will be rejected. 5. Tender shall be duly, properly and exhaustively filled in. All pages of the tender should be signed with stamp by the Authorized Signatory of Tenderer with company stamp on all the pages of this tender. 6. Any cutting/over writing etc. in the tender must be signed by the person who is signing the tender. The rates and units shall not be overwritten. The financial bid shall always be both in figures and words.
5 In case of any discrepancy in figures and words, the amount written in words shall be considered. 7. The tender shall be placed in a properly sealed bigger envelope super-scribed as TENDER FOR DESIGN, DEVELOPMENT AND MAINTENANCE OF OFFICIAL WEBSITE OF ARYABHATTA COLLEGE addressed to Principal, Aryabhatta College, Benito Juarez Road(Anand Niketan), New Delhi and the said bigger envelope shall contain sealed envelopes containing documents, EMD & Financial bid. 8. The tenders received after stipulated time and date, tenders without processing Fee and Earnest Money Deposit (EMD), conditional tenders, or incomplete tenders will be rejected. 9. Bids will be opened on 17 th February 2016 at 1:00 pm in the Library annex, Aryabhatta College, Benito Juarez Road, New Delhi A representative of the Tenderer may be present at the time of opening of the tender. 10. The bidder should have completed from start to finish, at-least one single work of website design & development in the last three financial years (i.e. current year and three previous financial years). The bidder is required to submit detailed report of similar work done & proof of payments. 11. The Website will be under warranty period for one year after date of launching the website. The successful bidder shall give an undertaking for maintaining the website for the warranty period of one year. 12. The college reserves the right to amend/ append any requirement during the period of the project. We confirm our acceptance to the Instruction to the tenderers at S.No-1 to 12 as stated above. 6 SECTION II SCOPE OF WORK Broad scope of the project is as follows: 1. Preparation of the website as per GOI & NAAC Guidelines for website. 2. Database driven approach, Linux based and use of latest softwares. 3. Creation of dynamic web pages. 4. Managing data through Content Management System. 5. Addition of content of approximately 200 pages (50 static and 150 dynamic) to be added as and when required. 6. Writing of all the contents in the website. 7. Provision of E-tendering. 8. Training to College staff for content upload year maintenance of the website with rectification of errors, addition or upgradation of contents. Important Features required: Look with aesthetics design, good color combination, background and screens, layout, easy navigation facility to upload documents and other information and allowing users to define the period for which document is available on the site along with following features :- Least site opening time Clean and Professional design Search engine optimized website Website must reflect the essence of Aryabhatta College The website should be supported by all the popular and latest web browsers like IE, Opera, Firefox, Safari etc. Should have mobile/other devices compatibility Should be a secure website Web site s navigation scheme and features should allow users to find and access information efficiently. All items should be appropriately aligned on the pages and layout should be consistent on all the related pages. Website must use a fluid layout that automatically adjusts the page size to monitor resolution settings that are 1024 x 768 pixels or higher. All copyrights of the site and content will belong to Aryabhatta College. Compatible with visually impaired.

Backup The above list is not exhaustive Project Development and Implementation:- After being awarded this assignment the selected bidder will carry out a detailed requirement analysis with the Aryabhatta College website committee, for finalizing the proposed site map and graphical layout of the website. During this phase the functionality of different pages will be determined, with regard to dynamic and static aspects, etc. Based on the input from preceding phase, the Developer should prepare 3 sample layouts for the website, which should be submitted to Coordinator/Principal Aryabhatta College for approval. All changes suggestion for the layout would be done by the Developer. Further work should only be started after approval. The website should be subsequently launched. Training should be provided to Aryabhatta College staff for management of Administrative Interface. The Developer should provide 1 year technical maintenance for the website which should essentially mean rectification of errors and correction or addition of contents. 9 TERMS & CONDITIONS 1. Implied Requirements: Equipment and services not specifically requested in this NIT, but which are necessary to provide the functional capabilities proposed by the service provider, shall be included in the proposal. 2. Validity of offer: The offer of contract shall be valid up to 03 (three) months from the date of opening of tender. However, period can be extended on mutual consent. 3. Period of Contract: Aryabhatta College will enter into a contract for the design and development of the Website. The contract will provide for design, development and maintenance for a minimum period of 01 (one) years from the date of successful completion of the work. The Aryabhatta College reserves the option to extend the contract for further specified period under mutually agreed terms and conditions or to maintain the Website on its own after the end of the contract period. 4. Award of Contract and Execution of Contract Agreement: Aryabhatta College will award the work contract to the qualified bidder. The bidder will execute an agreement on acceptance of the contract, incorporating the terms of engagement based upon the terms specified in the tender document & as approved by the Aryabhatta College. 5. Payment Terms: 90% payment will be made on complete hosting of portal alongwith transfer of final source code/documentation etc and balance 10% payment shall be released after 3 months of the termination of maintenance contract. 6. Warranties and Liability: a) The bidder will warrant that the Website will be free of programming errors and defects in workmanship and materials, and that it will be in full conformity with the specifications. Any shortcomings noticed or identified by the Aryabhatta College in this regard will make the bidder liable to penalties and the bidder will be required to rectify the defects promptly at own expense. b) The contractor will not sub-let the contract or part it s to any other agency or individual(s). c) The bidder further warrants that it has obtained all required registrations, permissions and consents from all third parties necessary to deliver the Website, background technology and deliverables. d) The bidder expressly warrants that the Website does not contain any protective feature designed to restrict or prevent its use by the Aryabhatta College. e) The bidder further warrants that the Website or any associated portion of it does not contain any virus, worm, Trojan horse routines, trap door, time bomb, or any other codes or instructions that may be used to access modify damage or disable the Website or computer system including that of the customers and other users of the Website. f) The bidder warrants that the Website will be compatible with the college hardware and software technology platform as specified in the work plan. g) The bidder warrants that the Website does not infringe upon the trademark, copyright or any other rights of any third party and where there is a use or
10 infringement the vendor shall obtain a license for use from the rights holder permitting such use. The Vendor shall indemnify against liability for infringement. h) The bidder warrants that all content forming part of the Website is provided from or obtained only from Aryabhatta College. The intellectual property rights of website will be the propriety of Aryabhatta College and cannot be used by anyone else without the permission of Aryabhatta College. 7. Assignment: The bidder shall not assign any rights or obligations to a third party. 8. Penalties: The bidder undertakes to comply fully with the requirements for the project. The project should be completed as per the schedule agreed upon. In case the bidder does not complete the project as per schedule, the Aryabhatta College will be at liberty to levy a penalty of upto 2% of the Contract Amount for every two weeks of delay. The maximum amount of penalty shall not exceed 01(One) lakh. In addition, amount of security shall also be forfeited. In case of any breach of the contract the Aryabhatta College will be entitled to withhold any payments due besides any other action that the college may like to take against the Vendor. 9. If the contractor withdraws from the contract within the currency of contract, the Aryabhatta College shall forfeit the security amount. 10. Arbitration: Any dispute arising out of the deal shall be subject to the decision of the Principal, whose decision shall be final. Settlement of all disputes will be made within the jurisdiction of Delhi. The bidders are requested to read the tender document carefully and ensure compliance with all specifications / instructions herein. Non-compliance with specifications / instructions in this document may disqualify the bidders from the tender exercise. We confirm our acceptance to the above terms & conditions.
