General Manager Engg. (Elect.), AAI, B.P. Airport, Bhubaneswar on behalf of Chairman, AAI, from the Manufacturers of LED type Airfield Ground Lighting fittings or their Authorised Dealers/Agents for the work of Supply of LED Type Taxiway Light fittings (MIRL fittings) at B. P. Airport, Bhubaneswar with estimated cost of Rs Lacs & completion period of Two & Half Months (e-bid Invitation No ). 1.1 The tendering process is online at Airports Authority of India s e-portal URL address or The e-bid application processing fee (non-refundable) is Rs (Rupees Five Hundred Twenty Five only), which is to be paid online through HDFC payment gateway provided on AAI s e-portal itself, on or before due date & time for sale of e-tender. 2. Scope of work includes Supply of LED Type Taxiway Light (MIRL) fittings at B. P. Airport, Bhubaneswar. 3. Following three e-bid Envelopes shall be submitted online through AAI s e-tendering portal by the bidder. 3.1 Last date for online sale of e-tender i.e. making online payment of e-bid application processing fee is up to 17:30 Hrs. 3.2 Last date for online submission of e Bid (Envelope - I, II & III) is up to 17:30 Hrs. 4 Envelope I(PQQ Folder): Eligibility criteria & processing fee for online e -Tendering. 4.1 Bidder shall upload Firm s Bio data and scanned copy of self attested documents in readable form at AAI e- tendering portal corresponding to each eligibility criteria e.g. a) Firms registration /Authorization Certificate for Dealership / Agent from the Manufacturer of LED type Airfield Ground Lighting fittings, b) valid PAN, c) Work experience certificates from clients, d) Balance Sheets etc. as per the qualification requirements detailed below. 4.2 e-tender /Bid application processing fee of Rs (Rupees Five Hundred Twenty Five only) will be required to be paid online through HDFC payment gateway provided at the e-portal itself on or before due date & time for sale of e- tender. 4.3 Qualifying requirements of Agencies / Firms. (i) Registered Firms / Companies manufacturing LED type Airfield Ground Lighting fittings confirming to ICAO standards /requirements {As a proof, agency/firm will have to submit a copy of Registration Certificate / Certificate of Incorporation as Manufacturer along with a copy of Test Certificates from any Govt. Testing Labs / Institutions enit-1

2 /Deptt. or Govt. approved / International Testing Labs /Institutions of repute confirming that offered LED Type Taxiway Light (MIRL) fittings are meeting the ICAO standards / requirements}, or Authorized Dealer / Agent of the Manufacturer of LED type Airfield Ground Lighting fittings confirming to ICAO standards /requirements {As a proof, agency/firm will have to submit a copy of valid Authorization Certificate of Dealership /Agent from the Manufacturer of LED type Airfield Ground Lighting fittings along with a copy of Test Certificates from any Govt. Testing Labs / Institutions /Deptt. or Govt. approved / International Testing Labs / Institutions of repute confirming that offered LED Type Taxiway Light (MIRL) fittings are meeting the ICAO standards / requirements}, and (ii) (iii) (iv) (v) (vi) Having valid Permanent Account Number (PAN) {As a proof, agency/firm will have to submit copy of PAN Card}, and Had executed following similar nature of works i.e. Supply of Airfield Ground Lighting Fittings e.g. Runway, Taxiway, PAPI & Approach Light fittings etc., during last seven years ending on {As a proof the agency /firm will have to submit self attested copy of Completion Certificate from the client along with work order /purchase order. Agency/Firm showing work experience certificate from Non-government/ Non-PSU organization should submit tax deduction at source certificate also (in addition to completion certificates & work orders /purchase orders) in support of their claim for having experience of stipulated value work}; a) at least one work of value not less than Rs Lacs, or b) at least two works, each of value not less than Rs Lacs, or c) at least three works, each of value not less than Rs Lacs, and Having annual average turn-over of not less than Rs Lacs during last three financial years ending on 31 st March, 2013 {As a proof, agency/firm will have to submit copy of annual report (Abridged Balance Sheet and profit and loss account) for the last three financial years}, and TIN No / Sales Tax Registration No. {As a proof, agency/firm will have to submit copy of TIN No. /Sales Tax Registration Certificate}, and The checklist as per Performa as Annexure-CL (duly filled in) shall be submitted by tenderers. 5.0 Envelope -II (Technical Bid Folder): Unconditional Acceptance Letter, EMD etc. 5.1 Scanned copy of duly signed & stamped Un-conditional Acceptance Letter in the prescribed format {As per Annexure-AL given in the Tender Document}, scanned copy of EMD (in the form of DD/FDR) of value Rs. 1,00, (Rupees One Lakh only) and scanned copy of Power of Attorney /Authorization letter for signing tender document. Scanned copy of Undertaking from the depositor to the Bank in the prescribed format (As per Annexure-UT given in the Tender Document) duly received by Bank s representative with seal of the Bank, will also to be submitted in case EMD is submitted in the form of FDR. The complete tender document can be downloaded which is available in the Tender Document file from the AAI e-tendering portal. 5.2 Original (Hard Copies) of EMD as mentioned at Para 5.1 will be submitted in sealed envelope by all the Bidders in the o/o Asst. General Manager Engg. (Elect.), AAI, B.P. Airport, Bhubaneswar by up to 1500 Hrs. Applications of the Bidders whose EMD (in Original) are not received by the due date & time as stipulated above will not be considered /accepted and their applications & tenders will be summarily rejected. Any postal delay will not be entertained. 5.3 Tender Document duly digitally signed may be uploaded also along with other documents in Envelope-II (Technical Bid Folder). enit-2

3 6.0 Envelope III (Price Bid):- The Financial e-bid through e -portal. 6.1 The financial bids of the vendors found to be meeting the eligibility and technical criteria shall be opened on at 1530 hrs. 6.2 The Bidders shall quote their rates online through AAI s e-tendering portal only. 6.3 Worksite for this work will be B.P. Airport, Bhubaneswar. 7. Consortium/Joint Ventures companies shall not be permitted. No single firm shall be permitted to submit two separate applications. 8. AAI reserves the right to accept or reject any or all tenders without assigning any reasons. AAI also reserves the right to call off process of tendering at any stage without assigning any reason. 9. AAI reserves the right to disallow issue of the tender documents to working agencies whose performance at ongoing project(s) is below par or unusually poor. 10. If at any stage, any information/ documents submitted by the applicant is found to be false, the agency shall be liable for debarment from tendering in AAI, apart from any other appropriate /legal action. 11. Purchase Preference to Central Public Sector Undertaking shall be applicable as per the directives of Govt. of India prevalent on the date of acceptance. 12. If any of the supporting documents is submitted in any language other than English & Hindi, a self attested English/Hindi version shall be submitted with the respective document. 13. Clarification needed if any may be sent by up to 1730 Hrs through e-tendering portal only. 14. Tenderers are requested to get themselves acquainted for e-tendering participation requirement at Guidelines for bidders and register themselves at Airports Authority of India s e-tendering portal and obtain digital signature certificate as specified in the guidelines for bidders at the e-tendering portal. 15. Tenderers are advised to go through the Guidelines for bidders given on the e-tendering portal for online guidance, before online registration and submission of their applications/bids and submit their applications along with firms bio-data & self attested documents in support of their meeting criteria mentioned above as an attachment by 17:30 hrs on AAI is not responsible for any postal delay or delay due to link failure /internet problem etc. in respect of submission /receipt of any documents or in submission of e-bid. Bidders who are intending to submit responsive e- Bids are requested to submit the same well in advance before the due date & time.
