We won t give up until everyone experiencing a mental health problem gets support and respect. We provide advice and support to empower anybody experiencing a mental health problem and we campaign to improve services, raise awareness and promote understanding. Mind employs over 200 staff and we have a team of volunteers. Most staff are based in Stratford, London, there is an office in Cardiff and there are a number of dispersed staff working across England and Wales. Purpose of the job You will have operational responsibility and accountability for all aspects of the Mind s national tender and contracts function in order to source new income streams and support the long term sustainability of our local Mind Network across England and Wales. Scope of the job You will have a considerable level of operational responsibility in a managerial role and have overall responsibility for the delivery of Mind s tender and contracting functions. You will secure and deliver tender and contractual opportunities in partnership with the local Mind Network and you will develop excellent relationships with local and national providers, funding bodies and the statutory sector. You will understand the financial aspects national, regional and local tenders and contracts. You will report to the Head of the LSSD Unit and line manage two staff (Tender and Contracts Officers). You will work closely with colleagues across the organisation including, peers, heads and directors and will work with volunteers, temporary staff, consultants as required. You will also work with other stakeholders and external contacts including trustees, contractors/suppliers and National Tender and Contracts Manager Grade E JD+PS Page 1 of 5
Scope of the job, continued agencies. You will also deputise for the Head of the LSSD Unit both internally and externally in tender and contractual negotiations. You will have budget management responsibility for 35k approx. Mind aims to ensure that the needs and interests of mental health service users, women, black and minority ethnic communities, disabled people, lesbians, gay men, bisexuals, transgender and people of all ages are reflected in all its activities. You will be expected to contribute to this aim. Generic responsibilities 1. Provide operational management to the Tender and Contracts team. This includes planning and organising work of the team, developing and agreeing services, identifying and resolving operational issues and taking responsibility for the team s performance 2. Manage the team and ensure staff have the necessary knowledge and skills to undertake their role effectively and are line managed in accordance with Mind s values, competencies, policies and procedures including supervision and appraisal 3. Develop and manage the unit s budgets and forecasts including the operational and capital budgets and assist the Head with budget planning and review 4. Manage projects including planning, implementing, developing, monitoring and evaluation 5. To develop policies, procedures and processes Job specific responsibilities 1. Establish, develop, manage and implement the national tender and contract operational plans including monitoring, reviewing, evaluation and delivery of targets 2. Contribute to the development of Mind s tender and contracts strategic plans for the life of the Mind s strategy 3. Deliver income and funding to Mind and the local Mind Network to agreed income targets for the life of Mind s strategy 4. Manage the day to day operational functions/services, ensure policies, procedures and process are effective and efficient in Mind s tender framework 5. Manage the financial operations for national, regional and local tenders and contracts 6. Provide advice and guidance to the organisation as required on national tenders and contractual trends and developments in mental health 7. Manage all tender and contracts matters across Mind and in lasting partnership with the local Mind Network 8. Keep abreast of changes in national tenders and contracts, statutory and non- statutory opportunities in mental health and keep own knowledge up to date, proactively inform Mind as appropriate of any relevant changes and their implications 9. Person specification National Tender and Contracts Manager Essential criteria Experience 1. Demonstrable and relevant management experience in national tenders and contracts within the voluntary and/or the commercial sectors 2. A proven track record in achieving targets for generating income, identifying new business and partnership opportunities (over 500k) 3. A proven track record of successfully completing tenders and/or funding applications 4. Working knowledge of the health and social care market, as well as strategy, policy, performance and funding frameworks 5. Demonstrable and relevant management experience of planning, implementing, developing, reviewing operational plans and projects to deliver income targets 6. Demonstrable and relevant management experience of monitoring and evaluating operational plans, objectives and projects 7. Demonstrable experience of line managing staff including supporting and developing staff and delivering on targets 8. Demonstrable experience of managing budgets including forecasting, monitoring and managing targets 9. Experience of providing excellent customer service and delivering on service level objectives across the organisation 10. Experience of managing change at an operational level 11.
