1 Dean of the College of Pharmacy and Health Sciences Texas Southern University invites nominations and applications for the position of Dean of the College of Pharmacy and Health Sciences (COPHS). Reporting to the Provost and Vice President for Academic Affairs and Research, the dean is the chief administrative officer and senior academic leader of the college. The dean is responsible for aligning the college with the mission, vision, values and strategic priorities of the university and leads the college in assuring the university s commitment to excellence in education. The dean is also responsible for insuring that the college prepares students to be leaders in their fields and to be good citizens who utilize their knowledge, skills and abilities to improve the health and well-being of local, state, national and global communities. Texas Southern University supports a shared governance environment and the dean works within that context. The dean also serves on the Deans Council. THE INSTITUTION Texas Southern University, established in 1927, is one of the nation s largest HBCUs (Historically Black Colleges and Universities), and it offers an array of undergraduate and graduate programs. The university boasts a diverse faculty, over 80 student organizations, and an alumni network comprised of educators, entrepreneurs, public servants, lawyers, pilots, artists, and more, many of whom are change agents on the local, national, and international stage. Located in the heart of Houston, the fourth most populous city in the nation, minutes from downtown, the internationally recognized Texas Medical Center, the theater district, and the museum district, the university serves as a cornerstone for developing the greatest potential in leaders from various socio-economic, cultural, and ethnic backgrounds. It currently enrolls 9,700 students and employs nearly 1,500 faculty and staff. THE COLLEGE The College of Pharmacy and Health Sciences was created in 1983 by the merger of the college of Pharmacy (originally founded in 1947) with the college of Health Sciences. The COPHS is a member institution of the Texas Medical Center and offers courses at the John P. McGovern Texas Medical Center Campus. The mission of the College of Pharmacy and Health Sciences (COPHS) at Texas Southern University, a major Historically Black College and University (HBCU), is to produce quality health care professionals, especially African-Americans and other ethnic minorities, who are competent in health care delivery, including the provision of patientcentered care and other health care services and programs. The college is home to nine degree programs offered by three academic departments: Pharmacy Practice, Health Sciences, and Pharmaceutical Sciences. The following Bachelor of Science degrees are offered: Clinical Laboratory Science, Environmental Health, Health Care Administration, Health Information

Management, and Respiratory Therapy. Graduate degrees offered within the college include: Master of Science in Health Care Administration, Master of Science in Pharmaceutical Sciences, and Doctor of Philosophy (PhD) in Pharmaceutical Sciences. The College of Pharmacy and Health Sciences also offers the following degree in pharmacy: Doctor of Pharmacy. In fulfilling its purpose, the college is committed to six objectives, which include providing an innovative, productive and receptive learning environment for research and scholarly activities and services, infusing new technology into its infrastructure and academic programs, and evaluating and assessing academic programs to ensure that the programs support the mission, vision and values of the university and the college, supporting the advancement of graduate education and research, and developing cross disciplinary programs to reduce health disparities among minority and other disadvantaged population. ACCREDITATION Texas Southern University is a fully accredited institution by the Southern Association of Colleges and Schools. The College of Pharmacy and Health Sciences is a member of the American Association of Colleges of Pharmacy and the Association of Schools of Allied Health Professionals. The Doctor of Pharmacy program is accredited by the Accreditation Council for Pharmacy Education (ACPE). The Clinical Laboratory Science (Medical Technology) Program is accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS). The Environmental Health program is accredited by National Environmental Health Science and Protection Accreditation Council (EHAC). The Health Information Management Program is accredited by the Commission on Accreditation for Health Informatics and Information Management Education (CAHIIM). The Respiratory Therapy Program is accredited by the Committee on Accreditation for Respiratory Care (CoARC). The Health Administration program has full certified undergraduate membership status in the Association of University Programs in Health Administration (AUPHA). MAJOR RESPONSIBILITIES The Dean Provides academic, administrative and fundraising leadership to the faculty, staff, and students of the college and sets high standards for the college s teaching and learning, scholarship, and service programs. Provides academic leadership for the university and assures that the mission of the college is clarified, pursued, and achieved through the programs of the college. Leads the faculty in developing the vision and inspiring others to accept and extend the vision for the college. 2

Leads the faculty in strategic planning activities to further the college s mission in teaching, research, service and patient delivery and care. Demonstrates a strong commitment to maintaining and developing quality graduate and undergraduate pharmacy, health science, and pharmaceutical science programs. Secures and maintains professional accreditation for the college as well as assists in maintaining regional accreditation for the institution; oversees a strong assessment team, which collects and interprets data to guide the decision-making process in the college. Sets priorities and sustains an environment of academic excellence through review and development of curricular, research and partnership initiatives. Develops long-range goals for the college and implements plans for achieving them through high quality programming, in conjunction with the provost and president. Encourages in the faculty a sense of purpose and challenges the faculty to give maximum performance in the accomplishment of the college s mission and goals. Monitors the progress towards the college s goals, leading the faculty and/or administrators to adjust the goals as needed and appropriate. Implements, monitors and adjusts programmatic activities to accomplish the policies established by the faculty relative to the delivery and evaluation of the professional curriculum. Contributes as a professor in an academic discipline and cultivates a curricular specialty both for personal intellectual fulfillment and to relate more meaningfully to faculty and students. Plans and coordinates the process of program reviews, including student and institutional outcomes for undergraduate and graduate programs, to support required ACPE, NAACLS, EHAC, CAHIIM, CoARC, and AUPHA accreditation and regulatory compliance. Advances a research environment aligned with the mission of the campus; enhances the effectiveness and prominence of the college s educational programs, research activities, and outreach programs. Leads informed growth strategies and works with all stakeholders to assure measureable positive results; enhances relationships with alumni, donors, and community leaders. 3

Attracts, mentors, provides advice, and retains students and faculty members. Ensures availability of training in instructional technology to all of the College of Pharmacy and Health Sciences faculty and staff. Fosters and develops interdisciplinary collaborations to strengthen ties with other colleges/schools within the university and is responsible for recommending and maintaining strong communication between the university and college s offices and functions. Ensures student recruitment, retention and student development. Oversees budget development and allocation of resources for the college. Establishes the organizational structure of the college to best achieve the strategic plan with input from the administrative team and accrediting bodies; staffs the organizational structure, including associate/assistant deans, department chairs, directors, and other administrators. Establishes a suitable screening process for recruiting faculty and staff; makes recommendations to the provost regarding appointment, continued employment, promotion and tenure as well as personnel matters, such as compensation, sabbatical leave, faculty absences, and travel allocations in accordance with university policies. Recommends the appointments of individuals to the faculty and staff of the college, taking into consideration the recommendation of the various department chairs. QUALIFICATIONS Earned doctorate degree with credentials appropriate to be appointed with tenure at the rank of associate professor (or above) in a discipline offered by the college. Minimum five years of successful teaching experience in an accredited college/school of pharmacy or health science. Minimum three years of successful experience as a dean, department chair or other equivalent leadership role that demonstrates increasing levels of leadership, responsibility and accomplishment. Knowledge of educational/governmental compliance and regulatory standards; demonstrated success with accreditation/re-accreditation and/or certification efforts and necessary external review processes associated with those standards. Previous experience in community/health systems pharmacy and community outreach. 4

Knowledge of curriculum, current standards, practices, and trends in pharmacy practice, health sciences, and pharmaceutical sciences. Verifiable dedication to undergraduate and graduate teaching and learning. Able to represent the college with the highest degree of professionalism. Strong visionary leadership and management skills. Must be qualified to provide leadership in pharmacy professional education and practice, health sciences, and pharmaceutical sciences, including research, scholarly activities, and service. Knowledge and ability to provide leadership in obtaining training, program, and research grants. Ability to lead through collaborative decision-making processes in a manner supportive of faculty governance. Demonstrated record of funded research and the ability to foster collaborative and interdisciplinary initiatives with the medical communities of Houston. Evidence of fund raising and grant writing for the college as well as works with the college and university advancement staff in setting goals, developing strategies, and implementing action plans to meet those goals. Demonstrated skill in the managements of budgets, personnel and other resources, as well as an ability to provide effective management and execution of fiscal policies and procedures. Works with the faculty to uphold the qualifications for admission to the college, insures that suitable standards of student performance are maintained, and makes the final decision regarding probation or dismissal of students for unacceptable performance. Skilled in establishing and maintaining effective working relationships with students, faculty, staff, trustees, service providers, community members, and education partners. Ability to communicate effectively within the college and university and with alumni and the community. An ability to oversee appropriate student development and placement programming as well as having demonstrated commitment to students and diversity in all its forms. 5

Commitment to the career and academic advancement of faculty with diverse backgrounds. A familiarity with national developments in pharmacy, health sciences, and pharmaceutical sciences programs. A strong interest in technological innovation (strong computer skills). Superb written and oral presentation skills as well as organizational and interpersonal skills. An ability to adjust work schedule to meet the demands of the position. Highly organized, detail oriented, motivated, energetic, self directed, flexible, assertive, proactive, and highly comfortable completing tasks with a minimum of direct supervision.
