1 THE SEARCH FOR A DEAN OF EDUCATION AND EDUCATIONAL TECHNOLOGY AT INDIANA UNIVERSITY OF PENNSYLVANIA Indiana University of Pennsylvania (IUP) in Indiana, PA announces a national search for dean of the College of Education and Educational Technology. The dean is administratively responsible for all academic departments and programs within the college, while also serving as a key member of IUP s council of deans. The new dean will be expected to assume office on or about July 1, INDIANA UNIVERSITY OF PENNSYLVANIA: AN OVERVIEW Founded in 1875 as Indiana Normal School and granted university status in 1965, Indiana University of Pennsylvania is a diverse, vibrant, doctoral/research university with more than 750 distinguished faculty members, 800 staff members, and 15,000 undergraduate and graduate students. IUP is the fifth largest university in the state and has more than 100,000 alumni throughout the world. It offers 138 undergraduate degree programs, a nationally recognized honors college, 57 master s programs, and 11 doctoral programs. Enrollment by college (Fall 2012): Eberly College of Business and Information Technology (2,315 undergraduate; 178 graduate) College of Education and Educational Technology (1,460 undergraduate; 802 graduate) College of Fine Arts (643 undergraduate; 40 graduate) College of Health and Human Services (4,879 undergraduate; 418 graduate) College of Humanities and Social Sciences (1,683 undergraduate; 573 graduate) College of Natural Sciences and Mathematics (2,154 undergraduate; 146 graduate) Academic Affairs Division: 58 Continuing Education: 156 Campus and Facilities MAIN CAMPUS: From 12 acres and one building in 1875, the Indiana campus has grown to 374 acres and 59 major buildings. In four years, IUP replaced 1

2 nearly a dozen residential buildings, transforming the campus s living learning environment. The first new buildings opened in Fall The campus presents a stunning mix of new and renovated buildings. Its most recent addition is the Kovalchick Convention and Athletic Complex, which opened in March This is a 148,500 square foot facility that includes the 5,000 seat Ed Fry Arena, the 650 seat Christine Toretti Auditorium, a state of the art conference center with multiple breakout rooms, and a corporate training and executive conference center, with a fully equipped e conference room with videoconferencing and teleconferencing capability. An ideal venue for concerts, family shows, sporting events, conferences, conventions, trade shows, and corporate seminars, the Kovalchick Complex has projected an annual economic impact of $12.5 million in each year of operation. The IUP Student Cooperative Association not only owns and operates the Hadley complex adjacent to the main campus but also owns and maintains a 280 acre outdoor recreational park a short distance away. IUP PUNXSUTAWNEY CAMPUS: New facilities on eight acres in Jefferson County and in downtown Punxsutawney provide a unique freshman year academic and residential experience. Punxsutawney is also the home of the IUP Academy of Culinary Arts. IUP NORTHPOINTE CAMPUS: New facilities in Armstrong County provide specialized electrooptics training as well as undergraduate and graduate level courses. IUP MONROEVILLE GRADUATE AND PROFESSIONAL CENTER: A graduate and professional center in Allegheny County provides courses at convenient times in a convenient location. Courses are also offered at the State System s Dixon Center in Harrisburg and through distance education. The Community Indiana University of Pennsylvania is located in the town of Indiana in Western Pennsylvania, 55 miles northeast of Pittsburgh. Resting in the foothills of the Allegheny Mountains, Indiana offers the best of small town and city life. With a population of about 35,000, Indiana and its neighboring small towns are quiet and picturesque, and several nearby natural areas and state parks provide opportunities for hiking, camping, boating, and fishing. The local economy is based on energy, health care, education, finance, and other service industries. Founded in 1803, the county is rich in history and culture. 3 The College of Education and Educational Technology The college has 130 faculty and 24 staff members in nine academic departments: Adult and Community Education Career and Technical Personnel Preparation Communications Media Counseling Developmental Studies Educational and School Psychology Professional Studies in Education Special Education and Clinical Services Student Affairs in Higher Education These departments enroll over 2300 students in undergraduate and graduate programs. Enrolling nearly forty percent of the total graduate students at the University, the College of Education and Educational Technology is a leader in graduate education. Doctorates in Administration and Leadership Studies, Communications Media and Instructional Technology, Curriculum and Instruction, and School Psychology are offered as well as numerous Masters degree programs. The college also provides primary leadership in advancing teacher education at the university. The Office of Teacher Education, in particular, works collaboratively with other IUP colleges that offer secondary teacher education programs, and the office partners with various K 12 public school districts across the state in placing teacher education majors in field experiences. The college has state of the art technology facilities which also include the university TV and radio stations and various labs and Centers. The College has offered courses at branch campuses and off campus locations, including an undergraduate collaborative program with Community College of Allegheny County (CCAC) and a collaborative doctorate with East Stroudsburg University of Pennsylvania. The COE ET Dean s Office is organized into specialized areas. These Offices include Academic Affairs, Teacher Education, Field Placement, Special Projects, and College Technology. A total of 14 administrative and clerical staff serves the college and the total college budget is approximately $14.8 million. LEADERSHIP AGENDA FOR THE NEW DEAN The dean is responsible for providing leadership and overall management of the college, including strategic planning, support for instruction and research, personnel evaluations, preparation and management of budgets, support of faculty external grant writing, curriculum development, and fundraising. The position reports to the provost and has extensive collaborative relations with members of the university community, including the Council of Deans, the Academic Affairs Council, the University Senate, and academic departments. The dean 3

4 is also responsible for building collaborative community partnerships with local stakeholders, including schools, districts, and superintendents, as well as The Pennsylvania Department of Education. The college has historically been central to the mission of IUP, the university having begun as a normal school, and the dean will have the opportunity to build upon this by providing strong and collaborative leadership for its solid academic programs. A key to the dean s leadership effectiveness will be to quickly establish a full understanding of the people, programs and relationships that constitute the college community. The dean will be encouraged to lead discussions around a wide range of educational issues by offering transparent leadership that fosters a strong sense of trust and respect from faculty, staff, administration, and students, all within the framework of a shared governance and collective bargaining environment. The new dean will be expected to improve existing programs, maintain current resources and develop new ones that will help the college realize its commitment to supporting a faculty of accomplished teacher scholars and producing graduates prepared to meet the challenges of the 21 st century. As new economic realities impact all of higher education, the dean will need the budgetary acumen to efficiently manage resources across all areas of the college s academic and administrative programs. As state resources continue to be constrained, the dean will be asked to oversee reliable operating budgets, build strategic academic business models, identify new and existing resources for program and infrastructure investment, and lead a conversation about potential new revenue streams. Development will also be an aspect of this as the dean will be expected to work with the senior administration to articulate the strengths and needs of the academic programs to potential donors. The dean will also champion the college within the context of the other colleges of education in the larger state system of higher education (PASSHE). The dean reports to the provost, a position for which there is currently an ongoing nationwide search. The new president, Dr. Michael Driscoll, assumed office in July 2012 and along with the provost, the new dean will have the opportunity to join a vibrant new leadership team at IUP. 4

5 DESIRED ATTRIBUTES FOR THE NEXT DEAN OF THE COLLEGE OF EDUCATION AND EDUCATIONAL TECHNOLOGY The successful dean will be: A person of proven leadership who will inspire trust and instill confidence in the college community; An individual who can provide visionary strategic thinking and planning; A person who values technology and understands the importance of leveraging technology in the service of the academy; A leader who takes a broad view of the field of education and quickly grasps the importance of a diverse array of programs beyond the traditional definition of the field; A leader who strongly values faculty scholarship and seeks new and creative ways to continue to attract, support and retain high quality faculty; A person who has an enthusiastic campus presence, actively engaged in a living learning community of faculty, students, staff, alumni, and the local Indiana community; A transparent and courageous decision maker who builds consensus, has the fortitude to make difficult choices when necessary, and communicates decisions with clarity and care; A faculty leader with a deep understanding of and respect for IUP s commitment to shared governance and appreciation for the role of the faculty and staff unions; A person with budgetary acumen who will aid the college in matching aspirations with finite resources while thinking creatively about alternative revenue streams; A strong manager who promotes collaboration and will seek the best from his/her leadership team; A person with a global perspective who is committed to fostering diversity in its many forms; A student of higher education, knowledgeable about key issues affecting colleges of education nationwide; A person who has familiarity with NCATE and other professional accreditation processes; A superb listener and communicator. QUALIFICATIONS In addition to the aforementioned desired attributes the successful candidate will possess a doctoral degree in a discipline or closely related discipline that resides within the college and a record of teaching and research sufficient to hold tenure and the rank of full professor in one of the academic departments of the college. In addition, the ideal candidate will have a record of progressive leadership in academic administration that includes budget preparation 5

6 and management, distance education and online learning, curriculum review and development, and successful experience in external grant writing and fundraising.
