Job Description Job Title: Reports to: Team: Location: Head of Commercial & Contract Management (BISRID_046) Head of IS Transition Business Information Services (BIS) Nelson, Treharris As a credible member of the BIS Senior Leadership Team you will: Work in partnership with Senior Leadership Team colleagues to provide exceptional commercial and contract management support for all BIS activity. Form excellent working relationships with Dwr Cymru Welsh Water s IS partners, securing mutually beneficial commercial arrangements to ensure that the BIS team performs to the highest standards whilst maintaining business confidence at all times. Manage, motivate and develop a small team of commercial professionals, ensuring that they provide the BIS team with highly competent, timely advice and support. As a member of the Senior Leadership Team, you will also be expected to play an active role in the success of the BIS function, ensuring that the function has a first class reputation for delivery and service. You will also be expected to take on additional responsibilities commensurate with membership of the BIS Senior leadership team specifically around the areas of People, Finance, Audit, Technology, Benchmarking, Security and special projects. As Head of Commercial & Contract Management you will: Lead BIS related commercial activity to ensure that Dwr Cymru Welsh Water becomes a priority customer of its partners, evidenced by high levels of continued investment, the delivery of innovative solutions and achievement of best practice; Play a key role in the management of strategic relationships between BIS, its senior stakeholders throughout DCWW and its operating partnerships,

shaping and implementing successful commercial vehicles and models in response to the requirements of the business; Take overall responsibility for the establishment and strategic and commercial management of all BIS contracts, ensuring that they provide excellent business support whilst delivering maximum value for money from investment; Manage a broad range of commercial activities ranging from the reengagement/replacement of high value partnerships to their day to day performance management and the establishment of lower value, short term engagements as required. Principal Accountabilities Establish and manage sophisticated, high value commercial agreements, delivering best value to DCWW whilst ensuring that third parties achieve their own objectives; Form close, mutually respectful relationships with IS partners through frequent formal and informal contact, establishing and managing performance against specific KPIs and SLA s, whilst championing financial transparency and high levels of professional integrity; Encourage suppliers to do more for DCWW, incentivising them to provide high quality resource, strategic input and work in more innovative ways in the spirit of the contracts; Explore and exploit innovative commercial models to ensure that the optimum contract is established for each engagement; Liaise with DCWW s Finance, Internal Audit and Commercial teams to ensure that the BIS commercial strategy is aligned to that of the broader business; Provide a focal point for all commercial BIS enquiries, processing queries and requests efficiently, maintaining strong communication with key stakeholders at all times; Influence DCWW colleagues to ensure that suppliers are managed well, reasonably and with respect during the course of an engagement; Manage a collaborative, business-focused commercial team, ensuring that team members are developed to fulfil their potential;

Ensure that the commercial and contract management team multi-tasks well, maintaining momentum and focus across a diverse range of activities at any one time, communicating progress and issues to stakeholders as appropriate. Experience, Qualifications and Skills Former experience of performing the lead (IS) commercial role in a large organisation (with revenues in excess of 500million per annum), which has an outsourced IS supply model. First-class commercial and contract manager with extensive experience of establishing and implementing appropriate commercial models and vehicles in support of a challenging IS strategy. Extensive experience of successfully managing high value bid/negotiation/procurement activity, ideally gained both client and supplier side. Structured and organised with first-class analysis skills, able to assess the operational and financial performance of a contract openly and fairly to drive improvement. In-depth understanding of public sector/not for profit procurement life cycles. Accomplished line and project manager with experience of achieving required business results in a matrix management environment. Substantial experience of forming strong, mutually respectful working relationships with major UK IT/IS suppliers. Understanding of value and how to operate within the spirit of a commercial contract. First-class communicator, able to convey progress and issues effectively at all levels of an organisation whilst changing behaviours and processes to ensure greater overall commercial success.
