JOB PROFILE PAGE 3 3.6 Purpose: Lead the development and acquisition of business applications and to develop and maintain the LRA application architecture in order to improve LRA business processes. Key Performance Areas 1. LEADERSHIP AND MANAGEMENT Key tasks Lead the application development management function Establish a culture of excellence in the AD section through: o Performing and discussing, in line with performance management system, the performance appraisal on a quarterly basis. o Coaching staff on their performance and professional development when and where required. o Performing training needs assessment for the section Include the agreed training needs in the divisional training and development plan. Develop and manage AD budget Develop and report against AD annual business plan 2. POLICIES SYSTEMS AND CONTROLS 3. PREPARATION OF REPORTS Participate in the development of systems, policies and procedures to enhance management and delivery of work in LRA to provide a high level service to clients Participate in the development of standards of performance and monitor their implementation for all areas of work. Verify performance indicators and measures in all areas and ensure compliance to those. Participate in development and review of the process manuals and standard operating procedures for alignment with best practice Ensure that automated systems for financial management and accounting are in place, and automated accordingly for efficiency and effectiveness across all customs revenue collection points. Provide reports on the performance of the department as and when required. Provide reports on revenue analysis and other relevant research to business units. Provide monthly and quarterly reports on implementation of departmental initiatives for accountability and performance monitoring
JOB PROFILE PAGE 4 4. APPLICATION DEVELOPMENT Develop, maintain and implement the LRA s systems development standards, methods and procedures. Lead the development of all applications systems specifications, designs, source code, modules and packages. Acquire business systems in line with LRA procurement policies and procedures. Identify and ensure all legal and contractual aspects of applications development work are addressed in liaison with legal. Handover completed application systems to production in line with LRA s standards and procedures. Develop, maintain, and ensure compliance to the LRA s software quality assurance standards, methods and procedures. Monitor and report on the progress of systems development projects and deal with exceptions, problems and unforeseen events in a timely manner.

APPLICATION ARCHITECTURE Key tasks Put in place and monitor procedures to ensure that new systems developments are compatible with the LRA s existing systems, infrastructure and strategic plans. Ensure that all application systems comply with and are optimised for use on the LRA s enterprise architecture. Advise on the selection and use of appropriate technologies and tools and their effective application. Develop and maintain the LRA s application architecture. Advise on new technologies and propose strategic IT direction for LRA as part of the Architecture and Technology Committee
