MPD/EPC/TIC/201-15 NR logo web application development dated: 20.03.2014 Page 1 PREFACE The Rubber Board a statutory Body under the Ministry of Commerce & Industry, Govt. of India, for the development of Rubber Industry invites competitive quotations from capable and eligible web application developers to develop a workflow based web application for the logo sticker inventory management, related accounts maintenance, inspection and quality certification work of the Market Promotion Department. The developed application is to be integrated with the existing website www.indiannaturalrubber.com The quotations shall be prepared in the format attached as Part I - Schedule A, Schedule B and Part-II Schedule - C Offers does not comply with standard terms and conditions or in the prescribed format will be summarily rejected. Optional items and other special conditions shall be highlighted wherever applicable. The vendors are advised to prepare the bid documents after doing preliminary requirement study at our office. SCHEDULE 1. TENDER FEE/ SECURITY DEPOSIT: There is no tender fee to download the tender documents from the Boards website www.rubberboard.org.in. An EMD of Rs. 10000/- shall be furnished along with the technocommercial bids. All costs incurred in preparation of bids, paying visit to Board, as well as the demo presentation etc. shall be borne by the bidder. 2. ELIGIBILITY CRITERIA: The bidder should be web application developer for corporate customers using standard open standard development tools, databases and middle wares etc. The developed web applications are to be browser independent and 3-tire/ n-tire architecture, comply with the guidelines published by the Government of India, security audited, certified and hosted in Government data centres. The developer should have developed, security audited and hosted minimum 3 interactive work flow based web applications using standard database and web development tools for Government organisations/ Public sector undertakings / Autonomous bodies/ Corporates in India during the past 3 years. The bidder should have satisfactorily completed at least one work flow based web development project in Central/ State Government Departments/ Autonomous bodies/ Public sector undertakings with project cost above Rs. 3.00 lakhs ( project completion report and to be furnished ) during the last 2 years. A letter of authorization regarding the authorized signatory shall be included with the Technocommercial bid 3. INTELLECTUAL PROPERTY RIGHTS: Legal rights of all deliverables such as Design documents, software, manuals etc will be retained by Board. As per the contract, once the developed site/ software and manuals are submitted in backup media and hosted the site/ implemented the application s/w in a desired server, receiving any payment in return, either in part or full, it is deemed to be transfer of all legal rights and IP rights of the deliverables to the Rubber Board. This will hold irrespective of whether the project was completed or terminated and no claim whatsoever in this regard shall be entertained there after.

A part of the web application to be developed is already existing in the dynamic website www.indiannaturalrubber.com, the attempt is to be revamp the existing website and development of further internal web application modules to automate the internal workflow related to logo sticker management, inspection and quality certification processes. Detailed work flow of the processes to be developed in the application is attached as ANNEXURE - II ii. The existing website was developed using open standard tools like.net and MS SQL Database. But further development can be done using any of the open standard development tools. Application should be of open nature to port data and module with other internal applications. iii. The content management module of the site should also to be revamped to convert it into a total content management application with role based access rights and audit trails. iv. All developed modules as well as the website are to be security audited and certified with the help of any one of the paneled security auditors to operate from a Government datacenter. The developer should identify the auditor, audit and fix all noted bugs during the certification process as a part of the project before final delivery. Certification charges can be noted separately. v. Implementation the entire application in a Government datacenter/ Rubber Board location hardware configuration, software configuration, network integration, testing and hosting of application through the domain/ the static WAN IP allotted. vi. Face lifting of the website home page in alternate months with innovative themes, designs, colours and animations are to be included in the development contract. vii. Demonstrating features and functionality of the modules developed. viii. Train at least three internal IT personnel from Board in the application development tools for further internal modification of modules from time to time. ix. Furnishing the final version of the source code and backup of the content in CD media after applying all suggested modifications with demonstration for recovery mechanism/ restore mechanisms. x. Submission of design documents, development training and signoff. QUOTATION & ACCOMPANYING DOCUMENT: Under the two bid system, the following documents shall be furnished for evaluation of quotations and select a successful bidder i. Copy of the Invitation of Bid, affixing the seal and signature of the authorized representative on all pages, to confirm acceptance of the terms & conditions ii. Techno- commercial bid comprising the organizational details and technical proposal such as methodology, software development tools/ application development tools suggested and system requirement and network availability details etc. ( Format Schedule A and Schedule -B) may be sealed and superscribed as TECHNO-COMMERCIAL BID ref. no... iii. Organisational - name, address, fax, email etc., website address of the firm. iv. Contact details name, address, fax, e-mail etc. of The Director/ Partners v. The Technical proposal in the format of Schedule B shall include scope, methodology, options, support arrangements, suggestions specific comments etc. Financial references in technical bid may disqualify the bidder.

Details of major corporate web applications developed and hosted during the last 3 years( website address with contact details and work order copies shall be attached) vii. Estimated time schedule for completion of the project with break ups of expected target completion dates viii. Method and schedule for security audit and certification of the web application ix. Training offered with costs shall be included in the techno commercial bid x. The Financial bid in the format of Schedule C shall be sealed and superscribed as Financial Bid with specific breakup rates for the workflow based web application development in man month rates per module rates, man hour rates for additional modules, AMC support charges in subsequent years, security auditing & bug fixing rates, hosting charges if opted in a data centre. xi. All costs shall be expressed in Indian Rupees with applicable taxes, duties, lodging boarding expenses etc. 6. SELECTION AND AWARD OF CONTRACT: i. The Board reserves the right to reject any of the quotations, which are not in compliance with the terms and conditions ii. Board may at their discretion for award of the contract for all or selected modules, revising the scope of the project by excluding or including selected features and reassessing the volume of work(man-days/ Man-month rates) quoted. iii. Eligible bidders will be called for Demo presentation and discussion to short list the capable bidders. iv. The contract is likely to award within a week time after opening and evaluation of the financial bid v. Short listed bidders technical proposal will be opened evaluated and ranked with score levels. 30 points - for experience and project team, 30 points - for methodology, 25 points for shortest time schedule(15 days), 15 points for Training & support offered vi. Financial offers of technically responsive bids with minimum 70% score level will be opened for the final selection and award of work 7. EXECUTION OF PROJECT: i. The successful bidder shall execute an agreement with standard terms within 10 days from the date of award of the work with bid security specified(2% of the offer). ii. Time schedule fixed for the project completion is as follows a. Project start with system study 3 days ( May 2, 2014) b. Demonstration of different design work frame & selection, submission of System Requirement Specification and Data flow diagrams 15th day c. Workflow based application development for the required output 30 days d. Demonstration of workflow based systems and approval final design 45th day e. Revamp website design and integration of application modules with website. 60 th day f. Testing the application modules 10 days g. Implementation of total content management module activated 75th day h. Live run with full data content 90 th day i. Testing all modules with real data, Parallel run, bug fixing, security audit, certification 90 days j. Training and transfer of security certification k. Submission of design documents, DFD, source code and database backup and related configuration files. Implement the application in the desired data centre. l. Warranty and support for one year from the data of implementation. m. Sign off the project after the 1 year six months period/ enter into AMC for software support.

If the consultant fails to honour any contractual obligations. The EMD remitted shall be forfeited without further intimation and the bidder will be published as black listed by the Board. In the case of contract terminated, the Board will make alternate arrangements at its sole discretion to complete the project. Costs and damages incurred in this regard would be adjusted from the amount payable to the concerned. v. Any other conditions whatsoever included by the bidder in their offer shall not be acceptable unless specifically admitted by the Board. 8. VALIIDITY OF OFFER: Quotation shall be valid for a minimum period of 90 days from the last date of submission of the quotation. it may be further extended if requested so. 9. PAYMENT TERMS: 1. Satisfactory completion of stage 7.ii.b - 10% of contract awarded 2. Satisfactory completion of stage 7.ii.g - 15% of contract awarded and submission of s/w and backup 3. Satisfactory completion of stage 7.ii.h - 15% of contract awarded 4. Submission of security audit certification - 15% of contract awarded - stage 7.ii.j 4. Project completion with full design - 30% of contract awarded Documents completion of training - stage 7.ii.k 5. Sign off - stage 7.ii.l - 15% of contract awarded 10. SUBMISSION OF BID: Under the two bid systems, offers shall be submitted by filling in the prescribed format attached accompanied with copies of necessary documents to avoid rejection. Quotations superscribing Quotation ref. no. MPD/EPC/TIC/2014-15 - NR Logo web application development addressed to The Dy. Director(Marketing), Market Promotion Department, Rubber Board, Kottayam, Kerala should reach the office latest by 3 pm 15 th April 2014. The bid packet should contain the two sealed packets 1. Techno commercial bid and 2. Financial bid. The EMD shall be furnished by means of Demand Draft drawn in favour of The Secretary, Rubber Board payable at Kottayam along with Part I - Techno-commercial bid packet. Quotations not accompanying adequate EMD will be treated as non responsive and summarily rejected. EMD of technically non responsive offers will be refunded after completion of the technical evaluation. EMD of short listed vendors will be retained till execution of the agreement by the successful bidder. Schedule-B and Schedule- C shall be sealed and submitted in different covers as prescribed along with the Schedule A.
