Sealed quotations are invited for Annual Maintenance Contract (AMC) for Bio-Metric Time Attendance Machines installed in the Planning and Architecture campus of the School. The Quotation forms/ documents may be downloaded from the website of the School i.e. The last date for submission of the quotation is 20 th November, 2015 upto 1.00 p.m. and shall be opened on next working day at 3.00 p.m. The bidders are required to go through the Terms and Conditions before submitting their quotations/ details at Annexure-A, Annexure-B, and Annexure-C attached to the quotation forms/documents. The interested bidders may join at the time of the opening of the quotations. The School reserves the right to reject any or all the quotations without assigning any reason thereof. The School also reserves the right to award the services to one or more than one agencies. Incomplete and conditional tenders/quotations shall be rejected. 6 Scope of the Work 1. The scope of AMC shall include carrying out Breakdown & Preventive maintenance of the complete Biometric Attendance System comprising Biometric Readers/Machines, power adapters, LAN, Bio metric software etc. 2. The scope covers repair/replacement of all parts/items 3. The Bidder must ensure that biometric machine set up must work smoothly and must be bug and error free irrespective of software, hardware, LAN etc. 4. The Bidder will ensure a minimum of 99.9% uptime of Biometric Attendance System during the year. 5. In case, any equipment is not repairable at site, then the Bidder will provide a standby equipment of the same or higher configuration prior to carrying the equipment out of the site with data uploaded. The repaired machine will be brought back within 3 working days. 6. In case, any equipment or part thereof remains under breakdown/ un-operational for more than 3 days, SPA shall have a right to get the job completed by any other agency at the risk and cost would be paid by the Bidder. 7. The Bidder will supply Time and Attendance Software for various report generations as per the requirement of SPA and upgrade the software free of cost. 8. The Bidder is required to recover the data from damaged machine and provide it to SPA within a week time whenever a damaged machine is replaced/or the get faulty. 9. Bidder also ensure that punching on the machine must be error free and log must be capture by the software and in case of any issue arises must be rectify within a 3 days. 10. The SPA must be get free online tele support on all working days. 11. Free installation of the software and training must be provided as and when requested by SPA. 12. Must ensure that LAN connected to the different machines and to the server/computers must be in the working condition and provided proper connectivity if in case any issue arises then rectify it within a 3 days 13. Biometric System must store the data offline minimum for six months and proper backup of the database on external storage devices must be done. 14. Biometric System can register the user data minimum of 500 users with multiple finger-print options.

Preventive Maintenance: The Bidder will provide regular preventive maintenance including cleaning of all the equipment under maintenance contract at least twice in a month in addition to breakdown support. 16. The Bidder shall maintain sufficient spare inventory of major components like power adapter etc. in SPA 17. Biometric System must ensure that it must download the finger punches from the different machines connected with LAN and generate report as per the requirement. 18. Bidder must provide the Escalation Matrix and attend the call with-in 4 hours and resolve the issue with-in 36 hours. 19. Bidder must ensure proper downloading of the Biometric Attendance once in the month as a preventive maintenance. 20. Bidder may inspect the location, machine, software etc. before bidding. 8 Other Security Clause: a) All materials and Reports generated by company under this agreement shall be deemed to be work made for hire and own exclusively by SPA. b) The Company recognizes that in the course of the transactions, it may be privy to certain information ( Confidential Information ), relating to SPA work including legal, financial, technical, commercial, marketing and business related records, data, documents, reports, (whether or not the information is marked or designated as Confidential or Proprietary. The company agrees that it shall: a) Keep all Confidential Information strictly confidential and shall not, divulge such Confidential Information to any person. b) Take all steps to protect the integrity of the Confidential Information and to ensure against any unauthorised disclosure thereof; c) Promptly inform SPA of any potential or accidental disclosure of the Confidential Information and take all steps, together with SPA, to retrieve and protect the said Confidential Information d) The company must ensure confidentiality regarding handling of all information obtained within the Control Room, and in this system, written, verbal and other sensitive materials held within the Control Room and in SPA premise. e) Renting, lending and copying of any software and hardware products are completely prohibited. f) Ensure all storage and apparatus should be virus free Any breach of this clause may cause SPA substantial and irreparable damages, and in any event of such a breach, in addition to other remedies, which may be available, the SPA shall have the right to seek specific performance and injunctive and equitable relief.

9 Terms and Conditions 1. Only dealer/firm who satisfy the eligibility condition may apply. Sealed tenders as a single composite tender are to be delivered by hand/post at School of Planning and Architecture New Delhi by the last date & time as mentioned above. 2. Tenderers should sign at the bottom space of all pages of tender document. The tender bid shall be opened at School of Planning and Architecture, New Delhi. 3. EMD of the successful dealer/firm shall be forfeited in the event of withdrawal of his tender before the tender validity period (45 days) or non-completion of the task. 4. EMD of unsuccessful dealer/firm shall be returned after a decision on the tender is taken. No interest will be paid by SPA on the EMD. 5. No dealer/firm shall contact the SPA on any matter relating to its tender, from the time of tender opening till the contract/work order is awarded. 6. Any effort by a dealer/firm to influence the SPA in the SPA s tender evaluation, tender comparison or contract award decisions may result in rejection of the tender. 7. The notification of award will constitute the formation of the contract/work order. 8. The Tenders submitted beyond the date and time fixed shall be summarily rejected. Partial quotations of items will make the tender liable for rejection. Dealer/firm has to give quotation for all items in the Tender Performa. 9. Any postal delay or loss in transit will not be binding on SPA. 10. School of Planning and Architecture reserves the right either to accept or reject any or all the tenders at any time prior to award of contract. 11. No request for increase in the rates will be entertained during the period of supply of items. No advance payment will be made. Also, no interest will be paid on delayed payment. 12. All disputes are subject to the jurisdiction of courts in the National Capital Territory of Delhi. 13. In case of any differences the firms can be called for negotiation and decision of Director, SPA will be binding on the bidder(s). 14. In case of breach of any clause of contract the firm can also be black listed. ******************************
