LINCOLNSHIRE COUNTY COUNCIL JOB DESCRIPTION DIRECTORATE: Resources Division/Section/Branch: Business Improvement Service/Sub-Division: Programme and Project Office JOB TITLE: Programme Manager JEM Number: 3209 GRADE: REPORTS TO : Head of Business Improvement 1 PURPOSE OF JOB: To work with the Head of Business Improvement in leading and directing members of the Programme Support Office in the delivery of the County Council's programme of reform and modernisation To be responsible for managing the development and introduction of a corporate methodology and approach for the governance of all programmes and projects To manage improvement programmes to deliver tangible service improvements and contribute to the Council's strategic aims and objectives 2 MAIN RESPONSIBILITIES, TASKS & DUTIES Corporate governance of all Programmes and Projects i To lead on the development, introduction and review of a corporate Programme & Project Governance Framework ii iii iv To ensure that all projects related to agreed Programmes and Projects are properly managed and delivered either directly or through management of partnership arrangements To be responsible for ensuring that the agreed programmes of work are appropriately justified, business cases have been approved and finance and staff are available To maintain consistent working practices across programmes and projects, ensuring that corporate standards are upheld, and that best practice is shared across the County Council v To ensure all programme initiatives are co-ordinated and comply with technology standards and other related policies of the Council
vi To manage and ensure continuing development of a Programme and Project Support Office to support development and improvement activities within the Council Management of the Business Improvement Programme vii To develop and oversee a comprehensive co-ordinated work programme encompassing ICT and other related initiatives to deliver the council's programme of reform and modernisation viii ix To ensure successful delivery of the Business Improvement programme including responsibility for the delivery of specific projects within it To lead and, where appropriate, manage directly the development and initiation of partnership working in the delivery of the programme x To prepare business cases where required in conjunction with all relevant parties xi xii xiii To develop funding bids for projects related to the development of technology to support delivery of the modernisation and reform programme To ensure that developments conform with both Government and local targets and standards and to advise on the implementation of changes to these and to any related legislation To identify clearly defined deliverables within programme(s) and project(s) and ensure that expected benefits are achieved xiv To manage the User Acceptance Test Team 3 MANAGEMENT OF PEOPLE To manage the Programme and Project Support Office: Corporate Benefits Realisation Officer Project Managers X 3 Programme & Project Support Officers x 2 User Acceptance Test (UAT) Team Leader Other staff seconded/contracted to the team SUPERVISION OF PEOPLE All staff are based in the Business Improvement Team 4 CREATIVITY AND INNOVATION The role requires the effective co-ordination of a portfolio of projects and their inter dependencies, and management of any risks and issues that may arise, including: planning and designing the programme and monitoring overall progress;
designing the programme's governance framework; resolving issues and initiating corrective action; managing partner and external suppliers contributions; managing risks; management of exceptions, slippage and conflicting priorities Additionally, the role is responsible for managing the development and introduction of a corporate framework policy for the governance of all programmes and projects There is a requirement to communicate this framework to different audiences including CMT, BMT's and senior managers to gain their buy-in and commitment, and to support any implementation with training sessions and one to one mentoring as required 5 CONTACTS AND RELATIONSHIPS Senior Officers of the County Council RBS Senior Management RBS ICT managers and Programme / Project Managers Representatives of other Authorities and other Public Bodies both locally and nationally Representatives of Private sector organisations, both locally and nationally External contacts with suppliers and partners 6 DECISIONS a) Discretion Project budgets: Manage and monitor staff and project budgets to ensure cost effective delivery of service improvements and the realisation of business efficiencies ensuring that agreed programmes of work are appropriately justified, business cases have been approved and finance is available recommendations of the inclusion / exclusion of projects within the Business Improvement programme recommendations on prioritisation of projects within the Business Improvement programme b) Consequences wasting significant Council resources on inappropriate programmes and projects achievement of the Council's main aims via delivery of successful improvement projects achievement of Value for Money efficiency gains 7 RESOURCES Information and data: Maintain project information on Integrated Business Plan, intranet and internet Equipment: Laptop PC Powerpoint projector and laptops regularly used for presentations and workshops around the Authority 8 WORK ENVIRONMENT
a) Work Demands Responsible for the delivery of key programme(s) / portfolio of complex and wide ranging projects to meet statutory as well as corporate and directorate service level targets and milestones Requirements and deadlines are constantly changing, which requires a high level of capability in managing workloads, revising plans / programmes and managing conflicting priorities, dealing with this first-hand and escalating when resolution not immediately possible eg to HBS b) Physical Demands Normal physical effort There will be periods of extensive keyboard usage c) Working Conditions Work confined to normal office environment d) Work Context Minimal risk (normal Health & Safety procedures should be applied) 9 KNOWLEDGE AND SKILLS Education and Qualifications: Full professional qualification or equivalent Management of Successful Programmes practioner (MSPl and / or PRINCE2 practioner Experience: Three years senior management experience; Proven experience of managing large, complex, and cross-cutting programmes; Management of partners and external suppliers Special Knowledge: Ability to operate at a strategic level; Knowledge of County Council corporate objectives, strategic plans / priorities and the ability to identify improvement opportunities to support these; Extensive knowledge and experience of Project management skills, including the practical use of a major project management methodology and techniques; Familiarity with IT systems and solutions and their effective implementation; Microsoft suite of products or familiarity with comparable IT Software applications; Commercial knowledge and awareness Other skills: Excellent communication and interpersonal skills in meetings, presentations
