Background Information - Myanmar UNOPS Myanmar is under the UNOPS Asia Region and was established to support, develop and oversee UNOPS portfolio of programmes and projects in Myanmar which focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. The UNOPS Myanmar portfolio currently includes fund management of the multidonor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of The Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR- GFATM), as well as the Regional Artemisinin Resistance Containment Initiative (RAI). UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas. UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, NGOs and UN Agencies. Background Information - Job-specific The Myanmar Operations Hub (MMOH) under the UNOPS Asia Regional Office has been established to develop, support and oversee UNOPS portfolio of projects in Myanmar and to ensure that synergies between projects are effectively developed. The MMOH plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness. In February 2009, UNOPS was selected by the Myanmar Country Coordination Mechanism for The Global Fund to Fight AIDS, Tuberculosis and Malaria as one of two Principal Recipients of GFATM grants for Myanmar. The implementation of the grants has commenced since January 2011. In August 2013, the UNOPS Myanmar was selected by the Regional Steering Committee for the Artemisinin Resistance Containment Initiative for the Global Fund to Fight AIDS, Tuberculosis and Malaria as Regional Principal Recipients of GFATM regional grant for Greater Mekong Sub region (Cambodia, Laos, Myanmar, Thailand and Vietnam). The implementation of the grant has commenced since January 2014. The Procurement Assistant will be responsible for assisting and supporting the coordination of different procurement activities undertaken by UNOPS within the GFATM cooperation framework to ensure that client s need are satisfactorily met. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Functional Responsibilities Purpose and Scope of Assignment As part of the UNOPS Procurement / Logistics Unit and under the direct supervision of the Procurement Associate, the incumbent is responsible for assisting the coordination and implementation of procurement activities, to ensure timely, cost effective and safe delivery of goods and services to clients, in accordance with UNOPS Financial Rules and Regulations and Procurement Manual as well as quality assurance policies of the GFATM. His/her duties include: Assisting in preparation of all necessary documentation for procurement of goods and services in accordance with UNOPS rules and regulations, including RFQ, ITB, RFP contracts or any other documents as needed; Maintaining the records on procurement process and related documents and files to ensure transparency and accountability; Maintaining a database of suppliers; Drafting all correspondence related to procurement including letters to vendors, insurance claims, replacement of damage equipments as required; Raising purchase orders, seek approval and dispatch as and when required in connection with procurement procedures; Monitoring deliverables under contracts awarded and prepare documentation for authorization of payments to suppliers; Following up with Logistics staff to ensure timely and safe delivery of goods and services and take up logistics coordination responsibilities as and when required; Preparing reports and monitor administrative and project expenditure as appropriate; Undertaking field missions when required; Assisting in maintaining the database of LTAs and Catalogues; Keeping abreast of relevant products/services market developments; Assisting in building and maintaining customer relationships; Performing other duties as required. Education/Experience/Language requirements Education University degree is required. Preferably in the field of pharmacy. Work Experience Minimum of 1 year experience in procurement and/or related fields is required. Knowledge of UN rules and regulations in procurement will be an asset. Knowledge of UN rules and regulations, particularly UNOPS procurement procedures and quality assurance procedures would be a great advantage. Experience in the usage of computers and office software packages (MS Office 2007 and/or newer versions) is required.
