Information sur le projet Titre: Code Projet: Année: 2013 Type de Projet: Statut: Accroche marketing: L'Innovation en quittant prématurément l'école UK/13/LLP-LdV/TOI-658 Projets de transfert d'innovation Accordé UK-Royaume-Uni Le programme Leonardo Da Vinci Transfert de l'innovation Ce projet vise à établir un réseau européen de formation professionnelle organisations de formation de partager les meilleures pratiques pour aider les jeunes à rester dans le domaine de l'éducation pour plus longtemps. Résumé: Following recent completion of national pilot projects into the phenomenon of Early School Leaving (ESL) by Bury College which saw successful development of innovative practices that have resulted in local early school leaving figures reduce to below EU2020 headline target figures (10%),this proposal will facilitate the transfer of these innovative practices across the EU for wider adoption by the education sector as well as learn from partners. Main aims and objectives are to: Establish a network of European VET organisations to facilitate the import and export of best practice to improve the quality of training for people at risk of / who are ESL. Share best practice within the partnership by delivering 5 workshops aligned to the key issues affecting early school leaving. Produce corresponding best practice manuals. Enable partners to observe the application of best practice through benchmarking visits that will be facilitated within the workshop schedule Ensure involvement of key stakeholders including beneficiaries, parents, employers, funders in project implementation and dissemination activities. Enable all partners to import & apply at least 1 innovative aspect of best practice within their organisation Undertake formative & summative evaluation of the programme Share learning from the programme by hosting local & European dissemination events for a wider network and by making all products freely available on the Internet Reason for project Europe 2020 strategy has a headline target to Reduce early school leaving to less than 10% by 2020, from 13.5% in 2011. Project will allow for the transfer of innovative practices in this field across Europe, including targeting of countries where the early school leaving rate is significantly above the EU2020 target, eg. Turkey, Portugal, Italy, Romania. Characteristics of consortium Partners have been selected through their ability to integrate innovative practice with regards ESL at organisational, sectoral and geographical level. Partners already work in VET and the target cohorts and have experience of successfully managing and delivering international projects. Impact Innovative aspects of best practice imported to each partner Improve VET systems / approaches Better involvement of stakeholders Reduced incidences of ESL Description: Project will be delivered through Work Packages, which will be delivered on the following topics: Work Package 1: Co-ordination and Management Leader: Bury College When: From November 2013 - October 2015 (24 months) 1st meeting This Work Package will allow Bury College as project co-ordinator to establish the 2

Information sur le projet management framework for all partners to work towards, ensuring all partners work towards achievement of the overarching goal of establishing a network of European VET organisations to facilitate the import and export of best practice to improve the quality of training for people at risk of / who are early school leavers. Aims for this Work Package are: to agree technical and financial management of the project across partners to validate the project work plan to agree the terms of reference for the project steering committee to agree communication approaches to be used to define the procedures to be used, e.g. with regards transfer of innovation, adaptation and implementation, monitoring, reporting, online presence, internal / external evaluation to define the documentation to be used, e.g. to record staff time, travel costs, match funding to agree the design of the project (that work packages are clear, coherent, achievable) to establish quality control parameters, including Intellectual Property Rights to identify how key stakeholders / actors will be engaged / involved in project, e.g. focus groups, local seminars to discuss / agree valorisation plan (dissemination / exploitation of results) Activities that will be covered in Work Package 1 include: Plan and implement activities related to the Work Packages Ensure proper communication channels are established between all partners Ensure all partners are made fully aware of their expectations within the project Agree monitoring requirements for the project, e.g. to allow results to be measurable Provide / contribute to reports / activities to achieve aims, e.g. minutes / dissemination Discussions on evaluation and dissemination, including initial dissemination across partnership to help establish the VET network, e.g. through awareness raising activities and contacts with other initiatives Work Package 2: Transfer of Methodologies Leader: ISCAP (Portugal) When: From November 2013, with meeting March 2014 2nd meeting Activities that will be covered in Work Package 2 include: benchmarking activities on early school leaving from each partner / region / country, e.g. on VET system, current situation, priority groups (partner surveys / SWOT analysis) presentations from each partner on examples of innovative practices and activities implemented in terms of early school leaving and results achieved, e.g. on identification and monitoring of early school leaving, prevention, intervention and compensation strategies workshops on methodologies on how activities / practices can be adapted / transferred in each partner country - collecting and exchanging materials, e.g. on VET systems, existing early school leaving strategies, success rates, gaps, opportunities delivery of training programmes to key personnel across partners to help with the transfer of methodologies development, trial and review of early school leaving activities based on findings from WP2, e.g. through close working with key stakeholders involved in VET 3

Information sur le projet Work Package 3: Adaptation of Methodologies Leader: ERIFO (Italy) When: From March 2014, with meeting October 2014 3rd meeting Activities that will be covered in Work Package 3 include: feedback presentations on results achieved to date with regards adaptation of innovative activities / practices, including: examples of best practice developed areas for further development barriers / issues, and strategies that have been overcome engagement / involvement of key stakeholders, e.g. learners / teachers / funders impacts / results achieved in terms of early school leaving activities for future / on-going development group work sessions to pool collective results achieved and provide interim findings, e.g. in terms of transfer of innovative activities / practice to European VET systems. Work Package 4: Evaluation and Recommendations Leader IPA SA (Romania) When: From March 2014, with meeting March 2015 4th meeting This Work Package will evaluate impact / results of project activities and provide basis for production of good practice guides on: Identification and monitoring approaches to Early School Leaving Prevention Strategies in Early School Leaving Intervention Strategies in Early School Leaving Compensation Strategies in Early School Leaving Activities will build on WP3 through allowing partners an additional time to review / refine individual approaches to adaptation and implementation of innovative practices in early school leaving in their own country. This will include providing more detailed presentations on results achieved with regards adaptation of innovative activities / practices, including: examples of best practice developed areas for on-going development barriers / issues, and strategies that have implemented to address / overcome engagement / involvement of key stakeholders, e.g. learners / teachers / funders impacts / results achieved in terms of early school leaving activities for future / on-going development Follow up group work sessions will allow for pooling of collective results achieved and provide final findings for use in good practice guides and valorisation / dissemination activities. Activities will also include production and printing of good practice guides, and online availability. An external evaluator/team will be appointed to support the evaluation work 4

Information sur le projet Work Package 5: Valorisation of results, dissemination, and sustainability and Final Conference Leader: Nahit (Turkey) When: From March 2014, with meeting June 2015 5th meeting This Work Package will deliver valorisation of results, dissemination and sustainability and deliver a Final Conference. This Work Package will implement an exploitation, dissemination and sustainability plan which will cover the objectives, description of expected results and strategies to achieve these results. This will include: Disseminating the results of the transfer of innovation Sharing critical points encountered in the course of activities carried out Highlighting items of added value achieved through adaptation, implementation and evaluation of innovative practices / activities Detailing the impact / results achieved, complete with case studies Detailing the value of key stakeholder involvement All partners will collaborate in this Work Package by utilising their existing networks, e.g. through carrying out events and seminars. This will be supported by production of Good Practice Guides and supportive materials, e.g. postcards production of a final project report Dedicated project website, including sections in partners own languages, and where the Good Practice Guides will be available for free download, and have links from partner sites / facebook accounts etc linking to European networks, e.g. enter-network.eu Delivery of a Final conference will provide an opportunity for partners to share experiences, best practice developed and results achieved in the field of early school leaving and help give visibility to the project and the establishment of new contacts / wider dissemination, including at local / regional / national levels. Each partner will contribute to the valorisation, dissemination and sustainability Work Package, and take part in the Final Conference. This will be achieved through: Delivering presentations to feedback individually on areas of good practice developed (transfer of innovation), and how these have been achieved Providing case study examples, e.g. on individual / organisational / sectoral level Discussing how activities have been / can be integrated / mainstreamed into local / regional / national VET systems and support sustainability beyond project funding Identifying successful approaches to securing involvement of key stakeholders, e.g. learners / teachers / funders Discussing interim and final evaluation approaches Carrying out workshops to review interim / final results achieved against original aims and objectives Identifying approaches to ensure results can be accessed and used by partner country education sectors, e.g. online access to good practice guides free of charge, e.g. as PDFs Raising awareness of project through dedicated website (with links from partner sites / facebook accounts etc) that will describe project / results achieved / 5
