Introduction This brochure provides general guidance on how to arrange your marriage or civil partnership ceremony in Knowsley, with detail on how to arrange your ceremony at the Registration Office and other premises that have been licensed for civil marriage and civil partnership. The aim of this brochure is to help you to select a ceremony and venue that is right for you. We are committed to helping you to make your day an extra special occasion and you can be assured of a warm welcome and professional service from all our staff. We have also included information on other ceremonies we offer at our offices in Prescot and other venues - citizenship ceremonies, naming ceremonies and renewal of vows. The Marriages Acts of England and Wales and the Civil Partnership Act 2004 enable couples to marry or form their civil partnership at any Register Office or Approved Premises regardless of where they reside. However this does not apply to weddings in a church or chapel. We hope that the following information will prove to be useful now that you are starting to plan your special day and that it will answer your questions. How to arrange your Civil Marriage or Civil Partnership Legal Preliminaries Before you can marry or form your partnership there are certain formalities that are required under law. If your marriage/civil partnership is to take place in a register office or approved premise in England or Wales it will be necessary for each of you to give legal notice of your intended marriage/civil partnership in the district(s) where you live. This can be given up to 12 months in advance. Each notice is a legal statement, which must be signed by you personally, so you cannot ask your partner or anyone else to do this for you. Another requirement is that each of you must have completed a period of residence of at least seven days in a registration district in England or Wales before you can give your notice of marriage/civil partnership. Your marriage/formation cannot proceed until the necessary marriage authorities or civil partnership schedule have been issued after a waiting period of 15 clear days. (e.g. if notice is given on 1 June, your marriage/formation may take place on or after 17 June). Notices are valid for 12 months and only for the venue specified. If you change the venue, or the notices expire, fresh notices will have to be given and fees paid. If you both live in Knowsley and intend to marry in this district, the necessary certificates for marriage will be issued to the Registrar attending your wedding. However, if you intend to marry outside the district of Knowsley, you will need to collect your certificates and give them to the Superintendent Registrar of the district where your marriage is to take place. Similarly, if you are marrying in Knowsley and one or both of you live in another district you will need to collect your certificate(s) for marriage from the office where you gave notice and deliver to us. For Civil Partnership the necessary schedule will be issued directly to the Registrar who will be attending your ceremony. There is no need for you to collect this document. If one of the parties is not a British citizen or member of an EEA state, he/she will be subject to immigration control (e.g. staying in the UK on a visa). He/she will have to follow special procedures, for example when giving notice the couple will need to attend a specially designated register office. Documents you will need to show us When you give your notice of marriage/civil partnership you will be required to provide proof of age, identity, nationality and residence. Ideally we would like to see your birth certificate and a current passport, if available. (For anyone born after 1 January 1983, a full standard birth certificate is required if a UK passport is not held). If you have changed your name by Deed Poll or Statutory Declaration, these documents should also be presented. If either of you are under 18, your parent(s) or guardian(s) will be required to sign that they have given their consent to your marriage or civil partnership. If your parents are now divorced we may also need to see the court order that gives custody to one of them. The Superintendent Registrar will advise you on this matter. If either of you have been married or formed a civil partnership before, in this country or abroad, you will need to prove that you are now free to enter into the marriage or civil partnership, by providing a Divorce Decree Absolute or a Dissolution of Civil Partnership. In addition a driver s licence, utility bill, social security document or bank statement are suitable items to prove your current name and address. We need to see at least two original documents. This document should be properly stamped by the issuing court, photocopies of these documents are not acceptable. If the divorce or dissolution took place in a foreign country we will need to see the original documents issued by that country, and if necessary an English translation. If either of you are widowed or your previous civil partner has died we will need to see a certified copy of your late partner s death certificate. If unsure please contact the office for advice. Venues at Knowsley Registration Office The Priestcote Room The council offices on the High Street, Prescot were formerly the offices of Prescot Town Council and The Priestcote Room was the Council Chamber. We have preserved its character as a room fitting for ceremonial occasions, with its wood panelling and high ceiling The Priestcote Room is the ideal setting for your special day and can seat 50 guests. At the front of the building are attractively laid out flower beds with seasonal planting, to the rear is a large walled garden and ample free parking for your guests. Your civil ceremony can be a quiet simple affair with just two witnesses or you may choose to invite more guests for a more elaborate celebration. You can choose to arrive together on the day or separately so that you can make an entrance. We will be pleased to discuss any ideas you may have to make your ceremony distinctive and personal, this could include a reading or speech by yourself, one of your guests or the celebrant. The fees for all Marriage and Civil Partnership preliminaries are set nationally, as is the cost of your marriage or civil partnership certificate. Charges for your ceremony, however, depend upon where and when it will take place. Our staff will be pleased to advise you of our current fees. Planning your ceremony is a very important time in your lives and at Knowsley we will do all that we can to make sure that your day is a very special and enjoyable occasion. We also have a smaller ceremony room available for those couples who wish to have their ceremony on a more personal level. This room seats approximately 10 people. We provide a choice of music or you may wish to provide your own either in the form of a CD or perhaps you might like to invite musicians or a singer. Please remember that religious music is not permitted by law. You will be given plenty of time after your ceremony to take photographs. Video recordings of the entire ceremony are permitted under our guidance. Outdoor Gazebo From Spring 2008 we hope to introduce a ceremony facility in our walled garden. Marriages and Civil Partnerships in other Approved Premises Civil marriages and partnerships can take place in other buildings, including stately homes, hotels and civic buildings that have been approved by local authorities. It is not possible for marriages and civil partnerships to take place in marquees or other non-permanent structures. Ceremonies cannot be of a religious nature and therefore cannot be performed by a minister of the church. Buildings currently registered for Civil Marriage and Civil Partnership in Knowsley are- The Huyton Suite, Huyton Knowsley Hall, Knowsley Millbrook Manor, Knowsley The Suites Hotel, Knowsley The Village Hotel, Whiston they have staff available to attend your ceremony on the date and time of your choice. Your marriage or civil partnership cannot take place without registration staff in attendance. Once a firm arrangement has been made the Superintendent Registrar will advise you of the required legal preliminaries. The fee for attendance at a licensed venue is not the same throughout the country, but is set by each local authority. This fee is normally required at least four weeks in advance and is in addition to any charges made by the venue. Please consult with the Manager of your chosen venue for details of all the facilities available to you. You may personalise your ceremony with readings and music and you can arrange a meeting with the Registrar prior to your ceremony to discuss your choices. Ceremonies may take place on any day of the week, including weekends and Bank Holidays. Initially you should make provisional arrangements with your chosen venue and then contact the Register Office for the district in which your venue is situated to make sure that PAGE 04

Marriage or Civil Partnership under other circumstances Being Married or Forming a Civil Partnership if you are unwell If a couple wish to marry or form a civil partnership but one is too ill to visit a Register Office or other licensed building, it may, under certain circumstances, be possible for the ceremony to take place either in their home or at hospital. The Superintendent Registrar can advise you on the preliminaries that need to be followed and will arrange the ceremony with you to suit your individual needs. Other Churches and Places of Religious Worship If you are being married in any religious building, apart from the Church of England or Wales it is necessary to give formal notice of marriage to the Superintendent Registrar of the district(s) in which you live. Marriage or Civil Partnership abroad Under certain circumstances you may be able to give your notice of your intention to form a civil partnership or marriage outside England and Wales. This could be between two British subjects or a British subject and a foreign national. A Certificate of No Impediment may be issued which can be given to the appropriate authority to help the procedure along. As the rules vary you should consult the Consulate or Embassy for the country in which your ceremony is to take place. Church of England or Church in Wales If you wish to be married in the Church of England or Church in Wales please speak to the Vicar of your chosen church first. If the Vicar can marry you, he or she will make arrangements for the Banns to be called. These are the legal preliminaries to your marriage. Whilst the law relating to civil marriages has been changed to allow couples to marry in the register office or approved premises of their choice, the law covering marriages in religious buildings has not been altered. This means that you can only marry in a religious building in a different district to where either of you lives if one of you usually worships there. You can also marry in a different district if there is no registered building for your religious denomination in the district(s) where you and your partner live. PAGE 05

Marriages in Religious Buildings Frequently there is a person appointed at the church or building who can register your marriage. If this is not the case a registrar from the registration district in which the building is situated must attend and you will need to pay them a fee (this is set nationally). You must confirm that either the authorised person from the church or a Registrar is available to attend on the date and time of your wedding before finalising your arrangements and printing invitations. Please note that not all buildings used for religious worship are registered for marriage. Points to Remember Remember to collect the certificates of marriage from your local Register Office and deliver them to the Superintendent Registrar for the venue district or to the Authorised Person at the Church. You may wish to meet the Superintendent Registrar in advance of the event to discuss the ceremony and pay the necessary fees. Remember you will need to ask two people to be your witnesses. If you are giving and/or receiving a wedding ring, remember to bring them with you on the day! Or give them to the best man or one of your witnesses. If you have chosen to enhance your ceremony by including readings or music make sure that you have discussed this with the registration staff beforehand. Your guests should be advised that the taking of photographs is not allowed during the ceremony. We will give you time to take photographs after the ceremony. We usually allow one video camera to be used throughout the ceremony. Please speak to the celebrant on the day. Please remind your guests to switch off their mobile phones during the ceremony. We appreciate that confetti is part of a wedding but would ask that your guests wait until they are outside before they shower you in petals, rice or confetti. PAGE 06

Naming Ceremonies A Naming Ceremony is a special occasion celebrating the birth and naming of a child. It provides an opportunity for parents, relatives and friends to declare their lifelong love and support for the child in a meaningful way. Children of any age can have a Naming Ceremony and if you have more than one child, all can be included in the ceremony. The ceremony can be an ideal way to welcome older children into new family relationships or to welcome adopted children into the family. The ceremony can also be arranged to follow a marriage, civil partnership or renewal of vows ceremony. Each ceremony will be specially designed to reflect the personal wishes of the family and to celebrate the unique nature of every child. The ceremony can take place either at the Registration Office or one of the Approved Premises in Knowsley. To make a booking contact your chosen venue to check availability. You should then contact the Registration Office to arrange the ceremony and book the celebrant. We will ask you to pay a non-refundable deposit. Renewal of Vows This ceremony is for couples who wish to renew their vows to each other. The ceremony can present the perfect opportunity for couples to reaffirm their love and commitment for each other at any stage in their life, but can also coincide with occasions such as, a significant life event or an anniversary. The ceremony is also a way for family and friends to be included in celebrating your return after a ceremony overseas. A renewal of vows ceremony can be created to include music, poetry or readings which you have found or written yourself. Family and friends can be included along with the giving of gifts. We can create a personal ceremony which reflects your style and sentiments. We will ask you to pay a non-refundable deposit. We will write to you to confirm the date, time and venue and send an information pack with a choice of readings and ceremony. Please contact the office for a list of our current fees. British Citizenship The final stage in becoming a British Citizen is to attend a citizenship ceremony to be officially welcomed into the community. Knowsley Council is responsible for organising ceremonies for successful applicants who live in Knowsley or who request to have their ceremony in Knowsley. Our ceremony venue is the former Council Chamber at the Council Offices, High Street, Prescot. The ceremony begins with a welcoming speech from the Mayor of Knowsley and the applicants swear or affirm an oath of allegiance to Her Majesty the Queen and give a pledge of loyalty to the United Kingdom, before being presented with their citizenship certificate which marks the point at which British Citizenship is conferred. Any person who lives outside Knowsley can request to have their citizenship ceremony in Knowsley. To do this, simply request Knowsley as the place you would like to attend a ceremony on your Home Office application form. From 2 April 2007 applicants who wish to be granted settlement in the UK (indefinite leave to remain) will need to pass a Life in the UK test. Applicants for British Citizenship who haven t passed the test at settlement stage will need to pass the test before they can be granted British Citizenship. When you receive your letter of approval from the Home Office, you should contact the Registration Office on 0151 443 5215 to arrange a date for your ceremony. You are required to attend a ceremony within three months of the approval being granted. When you attend your ceremony you should bring with you; the Home Office approval letter, the letter sent to you by Knowsley Council, any invitations for your guests and a form of identification. Failure to do so may result in your ceremony being postponed. If you are swearing the Oath of Allegiance you may wish to bring a Holy book of your choice with you. Each Citizen will be allowed to bring up to five invited guests. Access to the ceremonies is by invitation only. Private Ceremonies Ceremonies are normally conducted in groups to reinforce the community nature of citizenship. However, if you feel that you would like more guests to attend or you wish to celebrate in a more personal way we do offer a private ceremony for a fee. Please contact the office for details. Order the wedding cake You have now put in place an excellent framework for the build up to your big day. 6 Months Having already organised your dress you will probably have a colour scheme in mind for the bridesmaids dresses. Now is the time to co-ordinate these as well. Once the colour scheme is decided it is probably time to start ordering the flowers for bouquets, church and reception if required. Other things to arrange are: 1. Hire of the suits for the bridegroom, best man, fathers and usher 2. Initial fitting of the dress 3. Choose wedding rings While you re on the phone, now might be the ideal time to organise appointments with your hairdresser. 3 Months Now is the time to be sending out the wedding invitations. Also:- 1. Choose the hymns and choice of music 2. Arrange printing the Order of Service 6 Weeks You should now be fairly well organised in the full knowledge that there are a whole host of people out there worrying on your behalf. However, on your one weekend off between now and the big day, it might be an excellent idea to nip out and choose some presents for the bridesmaids, and perhaps some flowers for the mums. PAGE 10

START PACKING FOR THE HONEYMOON One Day to Go Try and delegate as much work as possible. Have your beauty treatment, finish off any packing for the honeymoon, relax and put your feet up. The Wedding Day For a 2pm wedding, the bride s timetable will be: 8.30 A good breakfast 9.00 Polish your nails 9.30 Hairdressers 11.00 Best man arrives 11.30 Bridesmaids and pageboys arrive 12.00 Make-up 12.30 The bride and bridesmaids dress 1.00 Photographer arrives 1.30 First car takes the mother and the bridesmaids to the church. 1.45 Second car takes the bride and her father to the church 1.58 Wait in church entrance and line bridesmaids up behind you.
