REQUEST FOR PROPOSAL Translation of GLEIF website into various languages

1 Background The purpose of the Global Legal Entity Identifier Foundation (GLEIF) is to serve the broad public interest as the operational arm of the Global Legal Entity Identifier System (GLEIS), supporting on a not- for- profit basis the implementation and use of a global Legal Entity Identifier (LEI) and associated data on legally distinct entities that engage in financial transactions. The GLEIS is based on a federated system of Local Operating Units (LOUs) under contract to the GLEIF to meet certain standards of service and quality, to maintain free and open access to LEI reference data, and to act in ways that minimize the risk of market capture. The GLEIF in turn takes care of the management of the GLEIS and the relations with the LOUs, the ROC and other stakeholders. It also serves as the central provider of the technical infrastructure necessary to unite seamlessly and resiliently the information published by the LOUs for public use and to coordinate communication among LOUs and the GLEIF within the GLEIS. The GLEIF is the pivotal operational arm of the GLEIS. The GLEIF Board of Directors will govern the GLEIF with a structure of four to five Committees. The GLEIF is expected to have a core staff of 25-30 individuals for the next one to three years. These individuals may be located in one or more European locations. The GLEIF however will interact with LOUs and other service partners throughout the world. 2 Scope The GLEIF seeks language translation services for the GLEIF website including the plain text content and text within graphics. The GLEIF website currently exists only in English language. Translation of the existing website is required for following languages: 1. French 2. German 3. Italian 4. Spanish 5. Portuguese (South american version) 6. Polish 7. Turkish 8. Russian 9. Chinese (Mainland) 10. Japanese 11. Korean 12. Indian (Official language of authorities) 13. Indonesian 14. Arabic It is expected that the translators are familiar with the domain specific terminology used throughout the GLEIF website. Page 2 of 5

Additionally to the translation, periodical reviews of the actual translated website might be required to ensure that the translated texts were integrated correctly and are suitable in the given context of the website. 3 Additional Vendor Information Please provide answers to following questions alongside your proposal: 1. How long has your company been providing localization services? 4. Which industries does your company provide international communications services for? 5. Please describe your global presence and reach. 6. Please describe your relevant experience in our specific industry vertical. 7. Please provide a concise explanation of your experience with projects similar to the one proposed. 8. Please provide a list of clients with content of a similar nature and provide an indication of the types of projects managed for these clients. 9. Please describe the various testing services you offer. 10. Please list the file types and applications you support. 11. Please describe your selection process for the resources involved in the quality control phase? 12. Please describe your Quality Assurance processes. 13. Describe in detail how you ensure the quality of your linguists and the final work product. In the case of substandard performance, what actions will you take? 14. What are your continuous improvement processes? 15. Describe your performance guarantees. 16. Describe how your organization resolves issues associated with unsatisfactory performance. 17. Describe the consistency of terminology and the process for ensuring consistency from one job to another. 18. How do you evaluate language quality on an ongoing basis during the course of the relationship? 19. Please describe your localization workflow. 20. How would your company go about aligning your process to our workflow? 21. What are your turn- around times? 22. Do you have a testing lab? What platforms can you test? 23. 4 Evaluation Criteria Demonstrated experience for the services requested Correctness of translations Speed of translations (time to delivery) Streamlined approach to initial (bulk) and continuous translation of the GLEIF website Translators or communication partners are capable of fluent written and spoken English or German Competitive fee structure with separate pricing for each language translation enumerated in section 2 5 Process The following steps are relevant to the selection process: a) Response: Firms are requested to respond to all elements of this RFP and those shortlisted will be contacted for further detail. b) Service test: Shortlisted firms will be asked to provide a demo of the requested services for the procurement committee to test correctness and speed of translations. c) Response Evaluation: The procurement committee will evaluate the proposals based on the evaluation criteria mentioned in point three. d) Contracting: After the proposal evaluation the procurement committee will negotiate acceptable terms and conditions. e) Procurement Committee Recommendation: The procurement committee will at the end of the process formulate a recommendation to the GLEIF CEO and/or GLEIF Board. f) Decision: The GLEIF CEO and/or Board will take a decision based on the recommendation of the procurement committee to the Board. The written response should contain the following: Recommendation on the services you would propose to meet each of the GLEIF needs noted in Section 2. Financial quote and details on each of the services you recommend as a once- off fee. You are requested also to add your standard business terms and conditions. 9 Proposal Format Firms shall submit all documents in printable PDF format that can be distributed to the procurement team via email to Christoph Schneider - christoph.schneider@gleif.org.
