Summary CNI Techncal Servces, LLC (CNITS) was awarded a Federal Supply Schedule (Contract ) to provde expert advce, assstance, gudance and counselng n support of agency s msson-orented busness functons. The General Servces Admnstraton (GSA) has evaluated our techncal proposal, negotated our prces, and establshed CNITS as a qualfed vendor at compettve, fxed labor prces. Usng CNI Techncal Servce s MOBIS Schedule s uncomplcated and almost mmedate. The customer remans n control of the process from the defnton of the requrement through the selecton of the servce provder. Once you determne that you need busness servces, you should prepare a Purchase Requston and a Statement of Work ncludng a taskng statement, descrpton of delverables and schedule, and delvery order type (fxed prce or labor hour prcng). Because CNITS has already been qualfed as a MOBIS Federal Supply Schedule vendor and our costs have been negotated through a compettve process, a customer does not need to go through all the processes of a full and open competton. You do, however, need to consder three schedule vendors by revewng ther catalogs, or contactng them, or obtanng ther oral or wrtten proposals. You can make the award based on the vendor that offers the best value for your partcular needs; you do not need to award based on the lowest cost. A maxmum threshold value of $1,000,000 for a task order was establshed for the contract. When task orders exceed ths value, agences should seek addtonal dscounts from the contractor. The use of BPAs under the Federal Supply Schedule Program s authorzed n accordance wth FAR 13.202 (c) (3), whch reads, n part, as follows: "BPAs may be establshed wth Federal Supply Schedule Contractors, f not nconsstent wth the terms of the applcable schedule contract." Federal Supply Schedule contracts contan BPA provsons to enable schedule users to maxmze ther admnstratve and purchasng savngs. Ths feature permts schedule users to set up "accounts" wth Schedule Contractors to fll recurrng requrements. These accounts establsh a perod for the BPA and generally address ssues such as the frequency of orderng and nvocng, authorzed callers, dscounts, delvery locatons and tmes. Agences may qualfy for the best quantty/volume dscounts avalable under the contract, CNI Techncal Servces, LLC P a g e 6

based on the potental volume of busness that may be generated through such an agreement, regardless of the sze of the ndvdual orders. In addton, agences may be able to secure a dscount hgher than that avalable n the contract based on the aggregate volume of busness possble under a BPA. Fnally, Contractors may be open to a progressve type of dscountng where the dscount would ncrease once the sales accumulated under the BPA reach certan prescrbed levels. Use of a BPA may be partcularly useful wth the new Maxmum Order feature. See the Suggested Format, contaned n ths Schedule Prcelst, for customers to consder when usng ths purchasng tool. 2. CNI TECHNICAL SERVICES, LLC 2.1 Who we are CNI Techncal Servces, LLC (CNITS) s an Amercan Indan trbally owned dsadvantaged, SBA 8(a) company. The 8(a) certfcaton and trbal ownershp, allows Federal agences to contract drectly wth CNITS for as much as $20M. CNITS obtaned ts frst admnstratve and project management contract n 2009. Wth Chckasaw Naton Industres, Inc. (CNI) actng as a holdng company for subsdary LLCs, CNITS has the ablty to reach-back to the holdng company for addtonal support and resources. These resources have hundreds of years n combned experence n performng program management and admnstratve type contracts. CNI has become one of the most successful corporatons of ts knd n the Unted States, and currently employs approxmately 1,500 ndvduals. Customers contractng wth CNI and ts subsdares for ther servces receve the backng of an organzaton that conducts n excess of $250M of busness wth the Federal Government and selected prvate enttes. Our past contracts have allowed us to provde excellent servces to customers such as the Department of Energy (DOE), Department of Defense (DOD), Department of the Interor (DOI), Department of Housng and Urban Development (HUD), and Food and Drug Admnstraton. 2.2 What we do CNITS has had sgnfcant successes n a varety of admnstratve, management and professonal servces. For these reasons, we are very careful to pursue only those contract opportuntes n whch our capabltes and experence match well wth the customer's requrements and envronment. 2.3 Where we are The majorty of our employees are located n the Washngton, DC area and Albuquerque, New Mexco. Other employees are located throughout the Unted States at numerous locatons. 3. SERVICES PROVIDED UNDER THE MOBIS CONTRACT 3.1 Scope of work n MOBIS The MOBIS Schedule provdes Agences of the Federal Government wth a streamlned procurement devce to access management consultng, facltaton, survey and qualty-related tranng servces for the mplementaton of qualty management and other related system change processes. The MOBIS offers a full range of management and consultng servces that can mprove the performance, qualty, tmelness and effcency of servces provded by the Federal Government. These servces wll facltate agency responses to dynamc, evolutonary nfluences and mandates, and wll enable them to contnuously mprove msson performance. As these CNI Techncal Servces, LLC P a g e 7

nfluences and mandates evolve or are enacted, t s antcpated that the specfc support provded by contractors under ths schedule wll evolve accordngly. These efforts should ultmately result n ncreased customer satsfacton and enhance the publc's confdence n ther government. The contracts covered by ths schedule provde servces and /or products to support agences n management or strategy consultng, program plannng, audts and evaluatons. Under ths SIN, varous studes such as msson orented busness program ntatves, defense studes, regulatory and polcy studes, economc and preparedness studes can be conducted. Tranng and coachng servces are wthn the scope of MOBIS SIN. Executve tranng servces and custom busness tranng can be developed and marketed under ths schedule. Expert consultng servces regardng polcy and regulatons are also wthn the MOBIS SIN 1 scope. 3.2 CNITS Servces Avalable SIN : Consultng Servces Contractors shall provde expert advce, assstance, gudance or counselng n support an agency's msson-orented busness functons. ORDERING PROCEDURES Orderng Procedures for GSA Msson Orented Busness Integrated Servces (MOBIS). 4.1 Procedures for servces prced on GSA schedules at hourly rates (C.2.46.1) FAR 8.402 contemplates that GSA may occasonally fnd t necessary to establsh specal orderng procedures for ndvdual Federal Supply Schedules or for some Specal Item Numbers (SINs) wthn a Schedule. When such a determnaton s made, a labor hour or tme-and-materals quote may be requested. The frm-fxed prce shall be based on the hourly rates n the schedule contract and shall consder the mx of labor categores and level of effort requred to perform the servces descrbed n the statement of work. The frm-fxed prce of the order should also nclude any travel costs or other ncdental costs related to performance of the servces ordered, unless the order provdes for rembursement of travel costs at the rates provded n the Federal Travel or Jont Travel Regulatons. A celng prce must be establshed for labor-hour and tme-and-materals orders. C. Determne f the request for quotes wll request the contractors, f necessary or approprate, to submt a project plan for performng the task and nformaton on the contractor's experence and/or past performance performng smlar tasks. D. In the request for quotes, notfy the contractors what the bass wll be used for selectng the contractor to receve the order. The notce shall nclude the bass for determnng whether the contractors are techncally qualfed and provde an explanaton regardng the ntended use of any experence and/or past performance nformaton n determnng techncal acceptablty of responses. 4.1.2 Transmt the Request for Quotes to Contractors: A. Based upon an ntal evaluaton of catalogs and prce lsts by the orderng offce, dentfy the contractors that appear to offer the best value (consderng the scope of servces offered, hourly rates and other factors such as contractors' locatons, as approprate). B. Provde the request for quotes to three (3) contractors f the proposed order s estmated to exceed the mcro-purchase threshold, but not exceed the maxmum order threshold. For proposed orders exceedng the maxmum order threshold, the request for quotes should be provded to addtonal contractors that offer servces that wll meet the agency's needs. Orderng offces should strve to mnmze the contractors' costs assocated wth respondng to requests for quotes for specfc orders. Requests should be talored to the mnmum level necessary for adequate evaluaton and selecton for order placement. Oral presentatons should be consdered, when possble. 4.1.3 Evaluate quotes and select the contractor to receve the order: After responses have been evaluated aganst the factors dentfed n the request for quotes, place the order wth the schedule contractor that represents the best value and results n the lowest overall cost alternatve (consderng prce, specal qualfcatons, admnstratve costs, etc.) to meet the Government's needs. 4.2 Procedures for fxed prces on GSA Schedule (C.2.46.2) The orderng procedures set forth at FAR 8.404 should be used for those servces based on fxed prces.
