I 5-2-6-3, AS AMENDED BY P.L.130-2009, SETION 1, IS AMENDED TO READ AS FOLLOWS [EFFETIVE JULY 1, 2010]: Sec. 3. The institute is established t d the fllwing: (1) Evaluate state and lcal rgrams assciated with: (A) the reventin, detectin, and slutin f criminal ffenses; (B) law enfrcement; and () the administratin f criminal and juvenile justice. (2) Imrve and crdinate all asects f law enfrcement, juvenile justice, and criminal justice in this state. (3) Stimulate criminal and juvenile justice research. (4) Devel new methds fr the reventin and reductin f crime. (5) Preare alicatins fr funds under the Omnibus Act and the Juvenile Justice Act. (6) Administer victim and witness assistance funds. (7) Administer the traffic safet functins assigned t the institute under I 9-27-2. (8) mile and analze infrmatin and disseminate the infrmatin t ersns wh make criminal justice decisins in this state. I 5-2-6.9 IS ADDED TO THE INDIANA ODE AS A NEW HAPTER TO READ AS FOLLOWS [EFFETIVE JULY 1, 2010]: hater 6.9. Law Enfrcement, Schl Plicing, and Yuth Wrk Gru Sec. 1. (a) As used in this chater, "institute" means the Indiana criminal justice institute established b I 5-2-6-3. 3 sectin 2 f this chater. Sec. 2. (a) The law enfrcement, schl licing, and uth wrk gru is established. (b) The institute shall staff and administer the wrk gru. (c) The institute ma adt rules under I 4-22-2 t administer the wrk gru. Sec. 3. (b) The wrk gru als cnsists f fur (4) members f the general assembl wh shall serve as nnvting members f the wrk gru. The resident r temre f the senate shall aint tw (2) senatrs, wh ma nt be members f the same litical art. The seaker f the huse f reresentatives shall aint tw (2) reresentatives, wh ma nt be members f the same litical art. (c) The individual ainted under subsectin (a)(22) shall serve as the chairersn f the wrk gru. (d) The individuals ainting wrk gru members under this sectin shuld strive fr a diverse gru f aintees reflecting a variet f ethnic grus and races and bth men and wmen. Sec. 4. The wrk gru shall meet ne (1) time er mnth at the call f the chairersn. Sec. 5. Furteen (14) vting members f the wrk gru cnstitute a qurum. The wrk gru is nt rhibited frm cnducting business as a result f a vacanc in the wrk gru. In the case f a vacanc, a new aintee shall serve fr the remainder f the unexired term. A vacanc shall be filled frm HEA 1193 ncur+

5 the same gru that was reresented b the utging member. Sec. 6. All aintments f the wrk gru's members are renewable. Sec. 7. (a) A member f the wrk gru wh is nt a state emlee is nt entitled t a minimum salar er diem rvided b I 4-10-11-2.1(b) and is nt entitled t reimbursement fr traveling exenses. (b) A member f the wrk gru wh is a state emlee is entitled t reimbursement fr traveling exenses and ther exenses actuall incurred in cnnectin with the member's duties, as rvided in the state travel licies and rcedures established b the Indiana deartment f administratin and arved b the budget agenc. Sec. 8. (a) Befre Jul 1 f each ear, the wrk gru shall submit an annual rert t the: (1) legislative cuncil; (2) gvernr; (3) deartment f educatin; (4) Indiana law enfrcement academ; (5) cmmissin n curts established b I 33-23-10-1; (6) educatin rundtable established b I 20-19-4-2; (7) chief justice f the sureme curt; and (8) bard fr the crdinatin f rgrams serving vulnerable individuals established b I 4-23-30.2-8. (b) The rert must include the findings and recmmendatins f the bard. (c) The rert submitted t the legislative cuncil must be in an electrnic frmat under I 5-14-6. Sec. 9. The institute shall: (1) rvide staff surt t the wrk gru; and (2) st the wrk gru's: (A) meeting minutes; and (B) rerts; n the institute's web site. Sec. 10. (a) The wrk gru shall: (1) recmmend legislatin t the general assembl; (2) stud and recmmend training curricula t the Indiana law enfrcement academ cncerning law enfrcement fficer interactins with juveniles; (3) stud and recmmend training curricula cncerning law enfrcement, schl licing, and juveniles, as described in subsectin (b), fr: HEA 1193 ncur+

6 (A) schl resurces fficers; (B) teachers; () schl administratrs; (D) schl crratin lice fficers; and (E) rivatel cntracted securit fficers wh wrk in schls; (4) stud and make recmmendatins cncerning methds b which law enfrcement agencies ma imrve interactins with juveniles; (5) stud and recmmend methds b which law enfrcement agencies and schls ma cllabrate n reducing juvenile invlvement in the juvenile justice sstem, including: (A) when schl administratrs shuld be ntified befre a student is arrested; (B) what tes f arrests shuld nt ccur n schl rert; () recmmendatins regarding schl administratrs and law enfrcement agencies reviewing schl safet licies; (D) licies cncerning arental ntificatin f student arrests; and (E) the use f alternatives t arrest; (6) stud and recmmend ilt rgrams fr schl districts and law enfrcement agencies t reduce juvenile invlvement in the juvenile justice sstem based n best ractices; (7) stud and recmmend guidelines fr schl districts t adt t reduce juvenile invlvement in the juvenile justice sstem; (8) stud and recmmend whether law enfrcement agencies shuld eml juvenile justice secialists t: (A) train law enfrcement fficers n arriate law enfrcement interactins with juveniles; (B) cllabrate with schls t reduce law enfrcement interactins with juveniles; and () devel alternatives t arresting juveniles; (9) stud and recmmend educatinal curricula t the deartment f educatin fr students regarding: (A) the juvenile justice and criminal justice sstems; (B) the tes f cnduct that can lead t schl disciline; () the cnsequences f being arrested; and (D) restrative justice rinciles; (10) stud and recmmend training curricula fr schl emlees cncerning: HEA 1193 ncur+

(b) The recmmendatins under subsectin (a)(3) ma include recmmendatins fr training cncerning: (1) adlescent develment; (2) adlescent schlg; (3) children with disabilities and secial needs; (4) law enfrcement interactins with uth in schls; (5) relatinshi building; (6) imlicatins fr asserting authrit; (7) cultural cmetenc; and (8) alternatives t referral, arrest, and detentin. (c) The wrk gru shall make a recmmendatin regarding the issue stated in subsectin (a)(11) b August 1, 2011. Sec. 11. The wrk gru shall cnduct its first meeting b August 1, 2010. Sec. 12. (2) The ffenses fr which students were arrested n schl crratin rert. (3) The number f cntacts with law enfrcement ersnnel frm a schl crratin emlee that have resulted in arrests f students nt n schl crratin rert. (4) Statistics cncerning the age, race, and gender f students arrested n schl crratin rert and categrizing the statistics b ffenses. (5) Whether the schl crratin has established and emls a schl crratin lice deartment under I 20-26-16, and if s, rert: (A) the number f fficers in the schl crratin lice deartment; and (B) the training the fficers must cmlete. (6) If the schl crratin emls rivate securit guards t enfrce rules r laws n schl rert, a detailed exlanatin f the use f rivate securit guards b the schl crratin. (7) If the schl crratin has an agreement with a lcal law enfrcement agenc regarding rcedures t arrest students n schl rert, a detailed exlanatin f the use f the lcal law enfrcement agenc b the schl crratin. (b) B August 1 f each ear, the deartment shall submit a rert t: (1) the legislative cuncil; (2) the educatin rundtable established b I 20-19-4-2; (3) the bard fr the crdinatin f rgrams serving vulnerable individuals established b I 4-23-30.2-8; and (4) the criminal justice institute; rviding a summar f the rerts submitted t the deartment HEA 1193 ncur+
