Key Responsibilities and Duties Provide advice and administrative support on a broad range of Human Resource matters including but not limited to staff entitlements, recruitment, enterprise agreements, policies and procedures, induction, probation, training & development, police checks, and Working with Children Checks. Conduct the classification of position descriptions in accordance with specified criteria and guidelines. Input employee data into the HRIS, provide reports and data analysis information for management. Undertake regular review of Human Resources systems and processes with Human Resources Coordinator and / or Manager Organisational Development to ensure information is current and compliant. Recruitment & Induction Undertake recruitment activities for the organisation to ensure compliance with policies, procedures and legislative and industrial requirements, including content and placement of advertising in various print and on-line media. Assist with interviews and job offers, as required. Prepare, draft and review multifaceted letters including, preparation of employment correspondence/contracts, changes to employment arrangements and other documentation. Review and update content of Council s on-line Induction Program. Conduct induction training for new and existing staff. Training & Development Update content, monitor usage and budget for Council s E-learning system. Assist in collation of corporate training needs and facilitate the delivery of the corporate training program. Monitor the staff performance appraisal system to ensure timely completion and consistency.
Monitor, assess and make recommendations on applications for Staff Study Assistance in accordance with the relevant policy. Organise Equal Opportunity contact officer training and ensure regular allocation of on-line Equal Opportunity training courses occurs. Programs and Projects Co-ordinate provision of Service Awards and Innovation Recognition Award Program (IRAP). Assist with the management of the Human Resources Information System (HRIS) Develop, review, and upload the content of Council s Employment web page. Contribute to the review and presentation of the Organisational Development internet and intranet and upload content once approved. Undertake and assist with Human Resources special projects as required. Record Keeping This position is responsible for ensuring that they adhere to the Records Management Policy. Ensure that staff follow safe work practices, procedures, instructions and rules at all times. Perform all duties in a manner that ensure personal health and safety, and that of others in the workplace and the general public. Regularly inspect own immediate work environment and report all hazards or incidents that can cause harm or that represent a threat to public safety. Ensure compliance with the provisions of the Occupational Health and Safety Regulations at all times. Follow up on hazard corrective actions. Ensure Council s Risk Management Policy and Procedures are observed and complied with at a personal level.

Specialist Knowledge and Skills Sound knowledge of and ability to provide specialised general advice on a broad range of human resources policies, procedures, systems, legislative requirements and an understanding of the underlying principles and context involved. Demonstrated ability to prepare, draft and review multifaceted letters including, preparation of employment correspondence/contracts, changes to employment arrangements and other documentation. Experience in providing solutions to continuously improve Human Resource systems and practices for the benefit of the organisation. Strong computer skills in Microsoft office, internet, intranet, HRIS and on-line learning system administration and familiarity with financial systems. Management Skills Demonstrated ability to plan, prioritise and organise work, both on an individual and team basis, within set timelines and in an environment of change and conflicting demands. Self-motivated and able to work with minimal supervision. Ability to implement human resources practices. Interpersonal Skills Ability to maintain confidentiality and appropriate professional boundaries. Strong communication skills, including the ability to gain cooperation and assistance from colleagues and others to resolve human resources issues. Ability to liaise with contacts in other organisations to discuss specialist HR issues. Well-developed writing skills in order to produce high-quality reports, employment contracts, advertisements and external correspondence.
Ability to make a productive contribution to the Human Resources unit as a proactive and supportive team member. Qualifications and Experience Degree or Diploma in Human Resources or a related discipline with little or no Human Resources experience OR lesser formal qualifications with relevant experience working in Human Resources. Current Victorian driver s licence as travel between work locations is required. Selection Criteria 1. Experience in developing, reviewing and implementing Human Resources process and procedures. 5. Strong interpersonal skills in influencing people, building effective relationships and achieving positive outcomes including the ability to maintain confidentiality and appropriate professional boundaries. 6. Strong computer skills in Microsoft office, internet, intranet, HRIS, on-line learning system administration and familiarity with financial systems. 7. Current Victorian Drivers licence. 8.
