EXECUTIVE SUMMARY The Measure S Facilities Improvement and Expansion Program for the Norwalk-La Mirada Unified School District has now been underway since February, 2002, and the Program and Construction Manager, McCarthy Building Companies, Inc. has been involved and providing services for the District for eightythree (83) months. Since the Summer 2008 quarterly report, the program again has made additional progress with respect to planning, design, and construction of projects. Program and Project Planning Update The Lampton Interim Housing was approved by the local fire department. Upon obtaining this approval the architect has scheduled an over the counter approval with DSA for late October 2008 and anticipates obtaining approval by early November 2008. The Lampton Elementary School modernization project is approved by DSA. A Lampton Interim Housing and Modernization package is advertised for bid. The Bids are due mid October with an anticipated recommendation to the board for approval at the November 17, 2008 board meeting. A notice to proceed is anticipated for early December 2008. To date, the Program Team and District has completed the project procurement of Phase 1 schools, all three (3) of the Phase 2A Expansion Projects, all five (5) of the Phase 2B school modernizations and seven (7) of the Phase 3A school modernizations. The District has awarded to date, $163,353,373 (original contract amount) in construction contracts. Construction The District has now substantially completed (31) projects. The following is brief narrative of the current construction activity for the ongoing projects: La Mirada High Expansion & Administration Building Modernization is complete. The school started to use the new classroom building at beginning of fall session. Norwalk High School Modernization #2 Phase 1 Buildings (Administration, and Library conversion to Career Center) of the Norwalk High School modernization #2 was completed in July 2008. Phase 2 to modernize Science Building I is in progress, and is scheduled to complete mid October 2008. John Glenn High School New Construction and Modernization - The project has also made significant progress. On the Classroom V portion of the project the Team was successful in completing the structural steel, placement of concrete on metal deck, completion of exterior walls, MEP rough in and roofing. The current projection is an on time completion of late February 2009. Phase 2 to modernize the library at John Glenn started in early May 2008 and completed late August 2008 to be ready for the fall session of school. Edmondson Elementary School Modernization - The modernization of Edmondson was completed prior to the beginning of the fall 2008 start of school. 3

Escalona Elementary School Modernization - Phase 3 (classroom buildings E and J) was completed on schedule on September 19, 2008. Escalona Phase 4 modernization of buildings C (Kinder), D and F started September 26, 2008 and is scheduled to complete late December 2008. Lampton Site Electrical Work - On June 3, 2008 the School District awarded to Integrity Electric the site electrical work. The notice to proceed was issued to the contractor on June 19, 2008. The contractor completed all excavation and installation of site conduit for low voltage and power to make the site ready for the Lampton Interim Housing and Modernization contractor start work in November. All work was completed by August 29, 2008 prior to the return of students and staff for the beginning of school. Lampton Site Utility Work -On June 23, 2008 the school board approved the award of a contract to Atlas Allied Inc. for Lampton Elementary School Site Utility work. The Notice of award was issued shortly thereafter and the preconstruction meeting occurred on June 30, 2008. The contractor started work early July with the replacement of site gas, water and sewer, completing the work before the start of school in early September. The main goal to complete this work in the summer is to minimize the disruption to the school while it is in session. Construction Cost Update A construction cost summary is provided for each of the modernization and expansion projects, bid to date, for the program (see attachment: Final Bid Amount ). This summary includes the awarded contract amount, approved change orders, for each project. Also provided is a Contractor Pay Application Summary Report. Programming and Preconstruction Update The Program Manager has been working with the District staff on the planning related to proceeding with the activities required for schools to be modernized in Phase 3 of the Program. McCarthy, serving as Program Manager, continues to assist the District in their efforts to accomplish designs for Phase 3 projects. The list of the Phase 3A projects under design is summarized below: Chavez Elementary School modernization design is complete and signed off by DSA. Lampton Elementary School modernization design is complete and the Architect has addressed all DSA comments. Project still awaits sign off by DSA. Benton and Corvalis Middle School modernization designs are on hold. Dulles Elementary School modernization is on hold. Through future conditions cannot be predicted, the Program Budget indicates a budget overrun at this juncture as described in the Implementation Plan, and the latest Master Program Budget indicates a total potential expenditure for the Program of $319.3 million. Funding sources, identified to date, are approximately $245.2 million, indicating a shortfall of approximately $74.1 million. The Construction Manager understands that the District has secured the referenced bridge financing and therefore the limited number of Phase 3A projects is moving forward as planned. 4

The Budget update, provided herewith, includes the bid amounts and awards for construction at all of the Phase 1 modernization projects, including the interim housing construction projects at the school sites, as well as projects awarded in Phase 2A and 3A of the Program. The budget amounts for soft costs remain, using the original assumption in the Program Budget, though many projects have been adjusted based upon actual cost data provided by the District. A project construction cost summary is also provided by school project, which includes the Program budget, the contract award value, construction change orders, construction expenditures to date, and remaining contingency(s). Included also, are the Contractor Pay Application Summary through the billing period of September 2008 and the Construction Manager Fee Report Summary. These reports and summaries may be found in the section noted Master Program Budgets. 5
