TEAM/PROGRAMME: Health/Programme Implementation Number of Position: 2 GRADE: C-2 CHILD SAFEGUARDING: SAVE THE CHILDREN VACANCY ANNOUNCEMENT (FOR LOCAL SERVICES ONLY) JOB PROFILE JOB TITLE: Senior Project Officer LOCATION: Hakha & Thantlang Townships Chin Region Type of Contract: Fixed Term Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The Senior Project Officer (SPO) is the project team leader in the township and is responsible for the successful management and implementation of the project(s) activities in the whole township. As the co-implementing Partners of 3MDG in Townships, Save the Children and Burnet Institute will: Support Township Health Departments in the development of a Comprehensive Township Health Plan and related detailed quarterly work plans and budgets; Define a process for undertaking a stakeholder analysis across the Township health system during the initial period of granting and defining the local context for service delivery; Define plans for the systematic identification and definition of potential local organizations/cbos who could serve as partners in this or subsequent phases of grant renewal, alongside plans for capacity assessment of such potential partners, during the initial period of grants; Jointly with the TMO and Township Health Team, identify, select, train and support Community Health Workers and Auxiliary Midwives; Jointly with the TMO and Township Health Team, establish and provide community based referral services for pregnant women and children under the age of 5 years and other lifesaving interventions; Support to outreach services for hard to reach areas; Define an approach to delivery of Behaviour Change Communication Interventions, including through community-based approaches; Provide operational support to the Township Health Department in terms of financial management, supply management, reporting of health information and others as indicated by the specific situation of the Township; Define how the unintentional systematic or occasional exclusion of marginalized groups will be avoided during the implementation of the programme, including how barriers (e.g. gender, ethnicity, poverty) which might limit access to health services will be addressed during the planning of service delivery;

Determine approaches leading towards gender equality with reference to local gendered and social practices and attitudes which influence health behaviour. Within the guidance and support of the 3MDG in Yangon (3MDGiM) Project Manager and both Save the Children and Burnet Institute Technical Advisors, the Senior Project Officer will have the lead responsibility for carrying out these activities at the Township level. SCOPE OF ROLE: Reports to: Head of Region, Chin and Project Manager,3MDG Direct Reports: 3MDG Project Officers and Operation staff The SPO is a delegated budget holder (BH) for this project Role Dimensions: Project management; technical capacity building; staff management; budget management (as a secondary BH); working with Township Health Department; interaction with local partners and communities; monitoring of PA and OW work; data collection; reporting; representation; advocacy; capacity building Financial Approval: Authorise expenditure up to 3000 USD (thematic, cross thematic and non-thematic budgets) External Representation: Regular contact of basic factual information Travel: Frequent (over 6 days per month) Key accountabilities Project Delivery : Responsible for the timely, efficient and effective implementation of the Health project in Falam funded by 3MDG. Work closely with the Township Health Department to ensure activities appropriately support the roll out of the Comprehensive Township Health Plan Develop work plans and revise/update them regularly. Implement project activities in accordance with the work plans and budgets. Coordinate close collaboration with project implementation partner, Burnet Institute, and cultivate partnerships with local Community Based Organisations / Civil Society Organisations Provide to the Project Manager (PM) sound explanations for any significant variance (beyond SCIaccepted limits) from work plan and budget plan, together with proposed actions to remedy this situation. Remain in close contact with the PM and with the relevant Technical Adviser(s). Organize, administer and facilitate capacity building activities. Assist in developing training manuals and IEC materials. Conduct thematic/sector-specific skill-building sessions among community members and other stakeholders in area of assignment. Line manages the project staff, provide them with support and guidance in their professional activities to ensure successful project implementation. Ensure timely supply of inputs and funds to project villages / wards. Collect project data as specified by the project s M&E framework and send them regularly to the PM. Monitor and document the progress of project activities in geographic area/s of assignment Keep records of activities and report periodically on project progress, with recommendations, in a timely manner Assist the PM with periodic and other reporting Assist in documentation of process and impact of the program as needed. Work collaboratively with other teams to ensure the effective monitoring, evaluation and documentation of the project(s). Ensure the projects meet our accountability standards and that effective accountability systems are in place. Assist the Head of Office in coordinating with local authorities and partners in their area of jurisdiction. Ensure that project resources for their location are used optimally and that expenditures comply with Essential Standards.

Grant and Financial Management: Delegated budget holder responsibility for the operation and program implementation budget in the areas under his/her responsibility. Support the PM in preparing requests for budget revisions, realignment and other grant modifications. Sign off the Field office cash needs forecast and authorize cash transfer requests from Head Office in Yangon. Ensure random check of the back-up register to ensure the backup of the Sub-office financial electronic data is carried out on a daily basis. Communications: Ensure that project-related information are relayed to all staff within the working area (Township) Outreach Workers. Prepare communication materials to partners within area/s of jurisdiction. Leadership and Representation Motivate and encourage staff to engage with village community groups to support community-driven and community-led project implementation and development. Ensure the entire project staff be abide to the Do No Harm approach to programming at all time and is complying with Save the Children policies and guidelines. Represent Save the Children at local events, and proactively explore opportunities to and engage in advocacy work to change policies and practices for wider and lasting impact on the lives of children in his/her geographic area of responsibility Ensure coordination, communication and liaison with key stakeholders including: local authorities, UN agencies, international and national NGOs and other relevant civil society organisations active in the area Team Management and Development Directly manage the field office support and program staff, and provide administrative line management to senior project staff based in the field office Ensure effective collaboration and coordination within the field office team and between the field office team and senior programme management at the regional or Yangon HO levels, and react quickly and decisively to bring any internal team challenges and problems to a swift and satisfactory resolution Enforce the principle that inter-team relationships are based on trust and cooperative approaches, guaranteeing high quality project delivery, and preventing that project implementation is slowed down or constrained by inappropriate management behaviours or exceedingly bureaucratic attitudes Ensure the effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations Ensure the documentation of performance that is less than satisfactory, develop appropriate performance improvements/ work plans and take appropriate performance management actions in line with country programme/sci policy. Support to Project Delivery and Quality Mobilize and manage appropriate resources in the field (support staff, means of transport and communication, office space, etc) to enable smooth and efficient delivery of high quality projects in line with project plans Ensure that field office-based support staff receive adequate support and training from the Program Support departments in Yangon HO (Finance, HR, Admin, Log, Funding & Grants), and that their performance matches all Essential Standards for programme support functions Ensure that the field office team receives updated safety and security (S&S) training, and knows and uses the S&S guidelines Provide technical input and support to staff developing and implementing emergency response programmes

Person specifications University degree in a medicine, nursing or public health At least three years experience in implementing development or humanitarian programs Experience of or capacity for developing empowering management style Experience working with the Ministry of Health, particularly at Township, Rural Health Center and Sub Rural Health Centre levels. Experience working on community-driven projects, supporting community structures and leaders to implement projects.
