Location Site address: Norbury Manor Business Enterprise College, Kensington Avenue, Thornton Heath, Croydon CR7 8BT. The new block will be constructed on the existing hard play area. The construction site is bounded by green playing field on the north and east side which are part of the school ground, public footpath and Norbury park on the west, and existing school building on the south. The residential properties are located on the north and east of school boundary and adjacent to the site access. Site Setup and Logistic In order to meet not only our obligations in respect of CDM, Health and Safety and duties as a Considerate Constructor it will be necessary for Apollo to afford a fully functional and compliant temporary site accommodation arrangement as part of our site setup. Prior to commencement on site, the site setup will include perimeter site hoarding equipped with appropriate safety and wayfinding signage, lighting installation, and set of site gates for vehicle entrance and another set for pedestrian access to be established. Apollo will utilise the existing emergency access off Green Lane as site access and egress during the construction works. A robust segregation system will be implemented, maintained and monitored at all time. The perimeter safety segregation system, i.e Heras fencing, is to be erected and equipped with appropriate safety and way-finding signage. Clearly defined access routes will be defined both within the site and the surrounding school grounds in accordance with our management plan and with particular attention to the segregation of pedestrians, plant and vehicles. The delivery, storage and distribution of materials will form part of this plan. In addition, a safety route plan along with fire escape route plan and full site information notices will be provided in accordance with our commitment under the CCS. contract period, Apollo will maintain good communication with all parties by having a weekly logistic meeting to discuss and determine the logistic plan, future deliveries, future works and safety and fire escape routes around the site. Operating such a measure will mitigate any impact over the entire length of the scheme that site vehicle and plant movement will have on the existing environment, allowing the security of the site to be maintained at all times. Site Accommodation Having reviewed the tender documentation and carried out a site visit, Apollo will propose to establish the site accommodation and site compound on the existing parking bay at emergency access route by protected trees. As a minimum, the site accommodation will comprise of a site office with meeting room, drying / changing room, W.C and canteen / dining area and store. Temporary utilities are to be established prior to the erection of the site accommodation. For temporary utilities, Apollo will establish a temporary service run and connect to the existing whenever feasible. If the connection to the existing is not feasible, Apollo will provide a new temporary service run from the proposed site compound area and make a connection to the main services. Existing Emergency access routes will be maintained to permit emergency vehicles to attend the surrounding properties, local park, and school premises at all times. 2. Prior to any works commencing a dual conditions survey will be undertaken with the local authority and Apollo Property services group recording and photographing existing surrounds. 3. Only one of the two existing roadways from Green Lane can be used that being the access way directly adjacent to 189 Green Lane. 4. The type and frequency of vehicle movement throughout the construction period is provided in the anticipated schedule below (refer to item 20). 5. Clear access will be provided and maintained for residents to gain entry / exit to the rear of properties of Green Lane at all times. The existing tarmacadam road to the rear of the Green Lane properties will be provided with a temporary Heras fence / barrier at the junction of the construction access / egress road to mitigate the potential foot passage of residents and risk of injury. The barrier will be removable to permit both foot and vehicle passage of the residents and will be removed upon completion of each working day, and re erected the following working day. 6. It is proposed to erect a line of Heras fencing on the construction access / egress road, parallel to the adjacent boundary of 189 Green Lane to mitigate the risk of damage to the boundary wall / fence. 7. A further Heras fencing erection will be placed directly opposite this to provide segregation of the public from vehicle movement at all times. 8. Apollo to clearly establish a Track route for vehicles entering the neighbourhood whereby entry to the site will be via the A23 Road to Green Lane with vehicles turning into the site against oncoming traffic and vehicles leaving site turning left onto Green Lane towards the A23 exiting with the traffic. 9. Procedures as follows :---- 10. Additional segregation between existing adjacent properties, clear way finding signage for the public footpath on the highway and access directions for public to the greenbelt land from Green Lane will be prominently positioned and maintained at all times. 11. Pedestrians will have right of way on the public footpaths at all times. 12. At the Junction of the Fire Gates and Green Lane a dedicated person employed by Apollo is to be stationed in addition to the Gate s person located at the point of entry onto site (existing school gates) with radio controlled communications to ensure that no vehicles are parked up or held on the public highway or held within the access road i.e. vehicles straight through into the site confines. 13. Delivery times for heavy vehicle traffic to be restricted to the hours of 09:00 to 17:00hrs Monday to Friday. 14. All vehicles will enter the site access when passage is clear and safe to move. 15. All vehicles to approach from the A23 in Norbury via Green Lane turning right into the construction site access / egress road across the line of oncoming traffic. 16. All delivery drivers will report at the site traffic entrance gate and adhere to the instructions provided by Apollo s traffic manager who will escort the vehicle to the site security gate for access into the site compound. 17. A restricted speed limit of 5MPH will be in operation at all times. 18. All drivers will be instructed to deliver / off load, turn and return to the site security gate and await instruction to be escorted from the site compound traffic exit onto the access / egress road by the site traffic manager. 19.
