2 Construction Traffic Management Plan, The Bridge Centre Dartington The construction site must be organised so that vehicles and pedestrians using site routes are segregated and can move around safely. The routes need to be suitable for the persons or vehicles using them, in suitable positions and sufficient in number and size, this is so that incidents can be prevented by the effective management of transport operations throughout the construction process. Pedestrians and vehicles can be kept apart by management of the following: Entrances and exits - provide separate entry and exit gateways for pedestrians and vehicles; Walkways - provide firm, level, well-drained pedestrian walkways that take a direct route where possible; Crossings - where walkways cross roadways, provide a clearly signed and lit crossing point where drivers and pedestrians can see each other clearly; Visibility - make sure drivers driving out onto public roads can see both ways along the footway before they move on to it; the existing entrance has a visibility splay to enable this Obstructions do not block walkways so that pedestrians have to step onto the vehicle route; and Barriers - think about installing a barrier between the roadway and walkway. Vehicle movement will need to be minimised on site due to the restricted areas in which the contractor will have to work. This can be minimised by management of the following: provide car and van parking for the workforce and visitors away from the work area; control entry to the work area; and Plan storage areas so that delivery vehicles do not have to cross the site. People who direct vehicle movements (banksmen) must be trained and authorised to do so. Make sure that all drivers and pedestrians know and understand the routes and traffic rules on site. Use standard road signs where appropriate Provide induction training for drivers, workers and visitors and send instructions out to visitors before their visit. This management will be greatly assisted by utilising the following: Banksmen - who can be appointed to control manoeuvres and who are trained in the task; Clothing - pedestrians on site should wear high-visibility clothing. Gatekeeper- to direct/summon banksmen Speed limits- restrict speed to 5 mph 1

3 Route for deliveries Construction traffic will be able to access the site from one of two directions. The A384 fronts the site from a north to south direction. Depending upon the route, the traffic will come from the A38 and along the A384, this road does have some restrictions although is regularly used by larger vehicles coming into Dartington. From the southerly direction the A384 is joined to the A385 in a east and west direction which will allow traffic form the Torbay areas and an alternative route from Plymouth. 4 Loading and unloading of plant and materials A designated area within the site will be identified in order for the vehicles to safely access from the A384 main entrance and allow safe and easy egress without disrupting the flow of traffic on this road. Times and deliveries will be restricted to be outside of the times of pick up and drop off for the adjacent schools of Bidwell Brook and Dartington Primary School. The delivery times should not be between 8.30 and 9.30 am, and 3 to 4 pm Storage of plant and materials The storage of plant and materials will be within easy access of the point of unloading to minimise movement through the site for vehicles and plant. It should be close to the contractor s compound but located to be free of obstruction. This will be further determined upon the appointment of a main contractor for this scheme. 5 Programme of works, traffic management measures An overall programme of work has been provisionally included, although this is subject to detailed scrutiny by the main contractor appointed at a later date. The contractor programme will have a detailed breakdown of all site activities and will be subject to the approval of the project manager/contract administrator. Provision of boundary fencing/hoarding There will be Herras fencing secured to a minimum height of 2 metres alongside the construction site areas or solid panel hoarding in areas with high/low viewing panels to help reduce unauthorised access to site. There is a pedestrian entrance point from the pavement adjacent to the A384 and the main gate entrance which will be permanently closed to non site personnel for the duration of the works. The fencing will run alongside this to prohibit any pedestrians accessing the school site from this direction to ensure complete separation from construction traffic and site works. The existing school site buildings will remain in use throughout the construction period on the lower part of the site across the Bidwell brook, and there is an existing and separate entrance on the lower side form the A385 directly into this area. All pedestrian and vehicular access for the existing school site users will be encouraged to use this as the other entrance will be blocked to non site personnel. The staff of the facility will have to park outside of the site for the duration of the works. Proposed fencing layout for the site security and safety 4

6 Parking of vehicles for site personnel, operatives and visitors A limited number of site personnel will park on site in the compound areas as identified in the site set up plan. There will be limited numbers of parking due to the scale of the development and the areas required for construction. There is a public car park to the north of the site that can be used by site personnel. Visitors to the site will be encouraged to use the public car park and keep the vehicular access on to the site to a minimum. There is a public footpath that runs from the public car park along the front of the site n order to access the site. Map highlighting car park to the north of the site 5
