4 Introduction 1. Introduction This Construction Traffic Management Plan (CTMP) has been prepared in accordance with the regulatory requirements for the construction of the Banksmeadow Transfer Terminal (BTT). The CTMP details control strategies for traffic movements on site during the construction stage of the BTT. 1.1 Conditions of Consent Conditions 22 to 29 of Schedule 3: Environmental Performance Conditions of the Development Consent relate to traffic and access, and in particular Condition 29 requires the preparation and implementation of a Traffic Management Plan to the satisfaction of the Secretary. The requirements from Condition 29 relevant to construction traffic management have been considered in this Plan as detailed in Table 1-1 below. 5 Introduction Condition 29 (e) refers to a drivers code of conduct, which will be addressed for the operational phase of the BTT and detailed in the Operational Traffic Management Plan. During construction, the nature of truck drivers accessing the site will be more transient, and driver conduct will be managed through the Principal Contractor s Site Induction, which includes a section on traffic management (refer to Section 3.3 of the CTMP). Appendix A of the Development Consent details Management and Mitigation Measures for the Development. Measures relating to construction traffic are detailed below and have been considered in the CTMP. A Construction Traffic Management Plan will be prepared for the construction phase of the Proposal. The CTMP will form a sub-plan to the CEMP and will prescribe locations for private worker vehicle parking during construction works, access routes to the Site and notification requirements during construction of the proposal. Goals of the CTMP 2.1 Objectives The objectives of the CTMP are to establish control strategies for the movement of vehicles to and from the site, as well as on site movements during the construction phase of Banksmeadow Transfer Terminal (BTT) as set out in Condition 29 (Traffic Management Plan) and Appendix A (Management and Mitigation Measures) of the Development Consent. The scope of this CTMP does not include details regarding road upgrade works required at the intersection of Beauchamp Road and Perry Street, which will be undertaken in accordance with conditions 23 to 25. This includes execution of a Works Authorisation Deed (WAD) for these works, and preparation of detailed plans by a suitably qualified person in consultation with the City of Botany Bay Council and Randwick Council that are endorsed by RMS. The scheduling of the road upgrade works within the construction program is not known at this stage as it is dependent on the WAD process. 2.2 Predicted Construction Traffic Volumes The generation of traffic from the development of the BTT was assessed for the preparation of the Traffic and Transport Impact Assessment included in the Environmental Impact Statement (EIS) for the project. The BTT will require approximately 30 staff on-site during each stage of construction and they will travel to the site by private car. Construction of the BTT is expected to take approximately 11 months, commencing in The anticipated traffic generated determined in the EIS for each stage of the construction works is presented below. It is noted here that there is likely to be variations in the amount of materials moved to and from the site and thus there will be variations in the actual daily construction vehicle generation. An indicative construction timeline and truck volumes are summarised in 2-1 below. It is expected that largest vehicle required to access the site during construction would be a truck and dog (50 tonnes total mass), which would be used to remove and import material for each stage of the construction works. This vehicle type has been used for swept path analysis to ensure suitable access to and from the site during construction period. 2.3 Responsibilities Responsibilities for implementation of the CTMP are summarised in 2-2 below. Construction Traffic Control Plan Traffic control strategies to be employed during the construction phase of the BTT including preventative and responsive measures are outlined in this CTMP. Further instructions may be communicated from time to time during the construction works by the Site Management, Principal Contractor or the Construction Manager. A risk assessment shall be undertaken for the site to identify the potential traffic hazards by the Contractor at the commencement construction works, and any changes required to the management strategies will be reported. The risk assessment will be updated as required during the construction works. 3.1 Access Routes to Site The site comprises part of the land owned by Asciano Services Pty Ltd at 14 Beauchamp Road as well as land owned by Keith Engineering Pty Ltd at McPherson Street. During the Site Establishment stage and Earthworks of the construction works, which includes demolition, remediation works and installation of high voltage protection slab, separate site access for each property will be maintained, with access to the Asciano site via Beauchamp Road and access to the Keith Engineering site via McPherson St. Following the Site Establishment and Earthwork stages, access to the BTT construction site shall be via the Beauchamp Road signalised intersection, with McPherson Street to be used as a secondary access as required. The following roads identified as heavy vehicle access or egress routes to/from the proposed site: Beauchamp Road primary access road, providing direct access to the site from Beauchamp Road, as well as access to the site via McPherson Street. Denison Street main access road to and from the North. Botany Road/Foreshore Drive main access road, from and to the South and Sydney Orbital network McPherson Street main access road to the Keith Engineering site during the Site Establishment and Earthwork stages; and secondary access as required for the remaining stages of the construction work (Refer to Appendix A). Figure 3-1 shows the access routes to the site. Construction traffic routes may be subject to change with construction stages of the BTT. Construction vehicles would not enter/exit site from Perry Street during the construction phases. There are no works envisaged to require the use of traffic controllers to regulate site entries and exits or road closures. If traffic controllers are required, then a Traffic Control Management Plan would be developed by RMS accredited traffic consultant in consultation with City of Botany Bay Council, Randwick City Council and forwarded to RMS for approval prior to the commencement of these works. 3.2 Construction Hours The movement of construction related vehicles will be restricted to the construction hours specified in the table 3-1 below. All construction work will be undertaken within the approved hours and days of operation, however if there are requirements for delivering of oversized floats to the site outside of these times then all required approvals will be obtained. 3.3 On Site Controls Contractor or Subcontractors, planning delivery to the site, will be inducted that access to the Site via Perry Street is strictly prohibited. Contractors or subcontractors planning delivery to the site will be advised as part of the site induction that preference should be given to left-turn arrangements to and from Beauchamp Road when accessing the Site via Beauchamp Road and Beauchamp Road/McPherson Street. Only truck and dog vehicles should leave the site on a right turn onto Beauchamp Road (Refer to Appendix A). All material loading and unloading will occur within the construction site. No loading or unloading will occur on any public roadways. A maximum of 30 construction workers are expected to be onsite for each stage of construction and car parking will be provided on site for all construction workers so as to avoid the implications of on street parking demand (refer Appendix B). The car parking will be adjusted in accordance with construction needs to provide enough car parking spaces on site for construction personal. Onsite car parking plans would be amended as required throughout the construction period. Drivers will be advised of any changes to site traffic controls during site inductions and toolbox talks. The need for drivers to contact site staff via UHF at the entry will ensure that there is opportunity to update drivers, with any recent changes to procedures. The maximum speed limit on site during construction will be 30 kilometres per hour, however further restrictions may be imposed for specific areas or works phases on site based on site risk assessments. The Contractor s Site Induction is including in the CEMP as part of Appendix D. The relevant extract from this Site Induction provided below: 1. ENTRY & EXIT - Vehicle entry/exit to the site shall be via Beauchamp Road unless otherwise approved by Lipman. Construction vehicles shall observe and understand the Traffic Management Plan as displayed on site and obey the local traffic rules when entering or exiting site. LOADING & UNLOADING Loading and UNLOADING of materials must be carried out in accordance with the site Traffic Control Plan and within designated areas (refer to Traffic Control Plan). 3. TRAFFIC CONTROL - Licensed Traffic Controllers must wear appropriate high visibility clothing and shall be obeyed at all times when conducting traffic control with a Stop/Slow bat. 4. SITE VEHICLE MOVEMENT Movement of traffic on site must be restricted to the designated areas identified on the Site Vehicle Movement Plan (refer Site Vehicle Movement Plan). Safety signs in place must be obeyed at all times. 5. DRIVING SAFELY- Vehicles that drive dangerously on and around the site shall be dealt with in accordance with Section 6 of the Site Induction (Failure to Comply). 6. INCIDENTS - Report traffic incidents that occur within the immediate vicinity of the construction site to Lipman management whether or not they relate to the project. 3.4 On Site Truck Movement Notifications for onsite truck movements will be managed via a combination of site induction and monitoring of truck movements by Contractor. The site induction will be a pre-requisite for drivers visiting the work site and establish the expected operating parameters covering the hazards identified in this plan. For staff working at the site, a similar induction and subsequent toolbox talks would be conducted, as required during the work, to update staff when changes to the proposed worksites and or activities are planned. Workers within the site would be separated from the primary circulation path for trucks dumping fill and the dump site. Traffic management requirements for onsite roads have been identified, and an onsite vehicle movement plan in the form of a graphical representation has been developed and will be implemented based on these requirements (refer to Appendix B). These plans will be updated as site conditions change throughout the construction works, and will be communicated through site inductions and toolbox talks. 12 Traffic Monitoring 4. Traffic Monitoring 4.1 Traffic Monitoring Program In accordance with the relevant regulatory conditions, construction vehicles associated with the BTT shall be monitored to ensure the adherence to the control measures detailed in this plan. The following measures will be employed to monitor and record the movement of vehicles accessing the construction site: Site inductions for all drivers accessing the site, which includes details of permitted access routes to and from the site, and vehicle management when on site; Fortnightly spot monitoring of vehicle movements by Construction Manager, Contractor to make sure that local road network, other than McPherson St, is not utilised by heavy vehicles; Recording of any breaches identified through spot monitoring, through the Contractor s incident management system; Reviewing any complaints related to transport routes. A procedure to manage traffic congestion for any potential impacts on neighbouring properties may be developed, if necessary. 4.2 Community Liaison and Complaints Handling During construction, ongoing consultation with the community will be undertaken to ensure that timely information is provided to assist in minimising disruption or inconvenience. The Construction Manager and Contractor will be responsible for providing advance notice of changed traffic conditions, which may affect the local community. There are no works envisaged to require road closures for the proposed development. However, any future works requiring temporary traffic diversions would be subject to prior approvals, from RMS, City of Botany Council and Randwick Council. Communication methods to be used by Veolia to notify the community about the construction works, including traffic routes include: Updates on Veolia s website; Letterbox drops to the local neighborhood; Public notices in local newspapers. Communication channels for interested parties include a dedicated address and number for the Development. Further details in relation to community liaison, complaints handling, reporting and record keeping, applicable to the construction stage of the BTT construction can be found in Section 4.2 of the CEMP.
