3 About Nazarbayev University Nazarbayev University (NU) was created at the initiative of the President of the Republic of Kazakhstan, Nursultan Nazarbayev, with the aim of becoming the first world-class research university in Kazakhstan, committed to international academic standards and guided by the principles of autonomy and academic freedom. NU is to become a national brand, which combines Kazakhstani identity with the best international educational and scientific practice. The activities of NU are associated with the implementation of the main priority of the country: to enter the ranks of the world s most developed countries by NU s contribution to this ambition is the development of advanced research capacity, innovation in technology and industry, and the transition to a system of education that meets the demands of a changing and integrated global economy. NU will also contribute to the modernization of Kazakhstan s education system. Established in 2010, enormous and rapid progress has been made in the first five years of the University s life. June 2015 saw the graduation of the first classes cohorts. NU is pleased to note that many of its graduates have been admitted to many leading universities globally as well as have successfully entered the job market, NU is now entering the second phase of its development where increasingly research and innovation built on the foundation of rigorous academics will move to the centre. ACADEMIC STRUCTURE Nazarbayev University Schools conduct training on the basis of programs designed in conjunction with its partner universities. There are three Schools at Nazarbayev University offering 16 undergraduate degrees. They are: School of Engineering, School of Science and Technology and the School of Humanities and Social Sciences. These Schools are also offering postgraduate programmes. All academic programmes are designed in partnership with the leading universities of the world. There are four Nazarbayev University graduate schools: the Graduate School of Public Policy; the Graduate School of Business, the Graduate School of Education and the School of Medicine based on the US style of education. 6 The School of Science and Technology The School of Science and Technology at Nazarbayev University offers a unique intellectual environment for its students and faculty. Originally established in partnership with Carnegie, the educational programs are built on fundamental research about the process of learning and the path-breaking experience with teaching and learning at Carnegie Mellon University. The research environment supports world-class work that advances knowledge and has the capacity to transform society. DEPARTMENTS The School comprises the following seven Departments: PROGRAMS The Bachelor of Science programs in the School of Science and Technology are designed to prepare the next generation of people who will solve society s most complex problems. These programs are built upon a solid foundation of sciences, mathematics and computing and are designed for those who will lead and provide crucial technical expertise to organizations in all domains. Each program has been carefully designed to bring value to both professionals and researchers dealing with challenging problems of today s world. 7 Department of Computer Science The computer science program draws from the belief that society s complex problems require sophisticated solutions. With a foundation from the sciences, mathematics, and computing, students are primed to deliver these solutions in fields encumbered with complexity and rapid change. The program s hands-on, learning-by-doing approach brings value to both professionals and researchers dealing with many of the most challenging problems of today s world. 8 Chair of the Department of Computer Science JOB DESCRIPTION As Chair of the Department of Computer Science at Nazarbayev University, the appointee will report to the Dean of the School of Science and Technology and will be responsible for: Leadership providing academic leadership within the Department in all aspects of its operation to ensure that the mission, aims and objectives of the Department are met within the overall context of the School and University; managing the overall performance of the Department in line with the agreed strategy and key performance indicators; monitoring the progress of the Department against agreed objectives and targets identifying actions to encourage continuous development, with other colleagues as appropriate; leading, inspiring, developing and managing all staff reporting into the Chair. Research ensuring the conduct of the highest-quality research by all levels of academic faculty, to the required volume, in accordance with the research strategy; ensuring the delivery of a high standard of research supervision; leading and pursuing his/her own program of research as appropriate. Internal/External Engagement leading the Department to develop and maintain active networks, internally and externally, nationally and internationally; Teaching & Program Development/Management working closely with the Director of Studies in development and delivery of a robust and effective Department teaching and learning strategy that supports the School and University strategy and in program and curriculum development as best serves the goals of the School and the Department; contributing to the taught programs of the Department as appropriate; ensuring efficient management and operation of undergraduate and postgraduate programs, including program design and development, compliance with review and validation procedures, overall management of delivery, assessment and student recruitment and admission. Departmental Management delivering efficient and effective financial management and use of resources; overseeing the recruitment of faculty staff as the Department grows to a steady state; representing the Department on senior University committees and externally, as appropriate. The Chair of Department may be asked to carry out such other duties and responsibilities the Provost or Dean of the School may from time-to-time prescribe. As Chair of the Department of Computer Science, the appointee will also be responsible for: supporting interdisciplinary research within and across relevant Departments and Schools. leading the Department s endeavors in consultancy, in contract research relationships with commerce and industry, and in other external relationships including those with international collaborators, with professional and practitioner bodies, with policy communities, and with government agencies. 9 Chair of the Department of Computer Science PERSON SPECIFICATION Candidates for the role of the Chair of Department at Nazarbayev University must have the following experience, skills, qualifications and attributes: Earned doctorate; demonstrable leadership and an international reputation in his/her field of research; strong strategic skills; a collegiate approach with the ability to foster the strategic ambitions of others; financial acumen and proven managerial ability; strong communication and interpersonal skills; significant experience of academic and administrative leadership and management at senior level; demonstrable ability to motivate and build morale and team spirit; ability to promote the aims of the Department to the academic community within and across the School and Nazarbayev University, and externally to international funding bodies and relevant organizations; capacity to work in partnership on research and development issues. As Chair of the Department of Computer Science, the appointee should also demonstrate: A strong profile of mentorship and supervision of PhD students; a nuanced understanding of academia, underpinned by at least five to ten years entrenched in a higher education institution. relevant experience of and commitment to program and curriculum development along with a strong personal record of delivering taught programs; Nazarbayev University Chair of Computer Science 9

10 Terms of appointment A highly competitive salary, benefits package with free housing (based on rank and family size), relocation allowance, home leave travel (twice per year), Bupa healthcare coverage, educational allowance for dependent children and research start-up funds are available. This is a three-year appointment with the possibility of renewal. Selection process and how to apply An executive search exercise is being undertaken by Perrett Laver. 11 Life in Astana, Kazakhstan HISTORY OF THE CAPITAL Astana, the capital of Kazakhstan, represents all that Kazakhstan is proud of. The country s capital was moved from Almaty to Astana (at that time known as Akmola) on December 10 th, 1997 at the request of President Nazarbayev. This decision was based on a number of factors, primarily economic and geopolitical. The capital is located in the heart of the country equidistant from the country s major regions. It is developing industrial and agriculture infrastructure and becoming a major transport hub. The area was previously sparsely populated, a key reason behind the move which has given the center of Kazakhstan bright prospects for further development. Since its establishment, Astana has been transforming from a provincial town to a megapolis with a flourishing tertiary sector. Today, Astana is a modern, vibrant city with an architecture combining the best traditions of European and Eastern countries to project a truly Eurasian image onto the world stage. During the winter months (November-March) the city is within reach of the severe Siberian frost, while in summer it can sit squarely in the middle of hot air masses that form over Central Asia. 12 Life in Astana, Kazakhstan ECONOMY The city s economy is dominated by the retail, transport and construction sectors. Astana is second only to Almaty in its contribution to national GDP the two cities account for over half of the country s trade operations. In 2009, Astana accounted for one fifth of all housing commissioned in Kazakhstan and over the last five years the city has been the unprecedented leader in terms of commissioned housing. To attract investors and develop new competitive industries, a special economic zone Astana a new city has been established. Through specialized tax and customs incentives, the city seeks to create a competitive economy with a high share of tech-intensive industries, processing industries and a developed tourism sector. Within the city, industrial production is primarily focused on construction materials and foodstuffs. Astana is the leading producer of construction hardware, including ready-to-use concrete and concrete building blocks. SMEs account for 22 per cent of the region s GDP.
