The A-Typical Worker Project, Phase two aims to assimilate and harmonise the University s atypical worker roles onto the University pay spine whilst minimising disruption to service delivery, the student experience or the University s reputation. The core project is being lead through HR with the HR Business Partner for the College of Arts, Humanities and Law and College of Social Science taking the strategic lead and the advisory team liaising with departments and supporting the operational delivery of the project. The wider project team includes finance (payroll, accounts payable and tax); Unitemps; Recruitment and others. The Project Coordinator for the A-Typical Worker Project, Phase 2 will provide project management skills and experience to support the project delivery and the HR team working on the project. This will be a responsible and highly visible role, required to lead the project planning, governance and coordinate delivery; manage and deliver a successful stakeholder engagement and communications strategy and plan; and coordinate and deliver data and benchmarking analysis and reporting. Crucially the role will be play a key role in influencing a wide range of stakeholders to take action to deliver and engage with the project. Division of Human Resources We work with colleagues on an institutional, departmental and individual basis in order to facilitate the achievement of the University s human resource objectives, as articulated in the HR Strategy, through the provision of an efficient, cost-effective and professional HRl service. We provide advice and guidance for University managers and staff on all employment issues, throughout the employment cycle, including recruitment, reward, performance management and so on. We are also responsible for overseeing relationships with the trades unions recognised by the University (Amicus, UCU and Unison). The Service is led by a Director and a HR Operations Manager and the main features of the Service are as follows: A team of HR Business Partners (BPs), who are aligned with the four University Colleges. BP s act as the interface between Colleges and Divisions and the Human Resources Division. Their role is to provide high quality, business focused and strategic level advice, guidance and support to the Head of College and their management team. The operational core of the HR function comprises a team of advisers who provide a proactive and comprehensive HR service to areas of the University, encompassing all aspects of people management (including performance, absence, discipline, grievances and so on). The advisory team is augmented by a Human Resources Operations Manager whose primary remit is to take the lead in reviewing the operational service provided by all areas of the function. An administrative team supports the advisory team. The administrative team also deals with contract administration and enquiries from staff. A recruitment team that delivers service to clients across the University through a small team of recruitment advisers and administrators. The team provides advice, guidance and active support to clients and develops and champions innovative practice in accordance with all employment legislation and with the University's recruitment and selection policies and procedures. Staff counselling and wellbeing, the team provides confidential counselling for individuals and groups, consultation and training and facilitates an in house staff mediation service. Safety services (whose activities include the provision of advice and information on health and safety issues, monitoring of health and safety performance and maintenance of records to meet statutory requirements) Occupational health HR systems, processes and projects (in partnership with colleagues from Management Information Services). Your Role Your role will be to manage and coordinate the successful completion of the A-Typical Worker Project, Phase 2: Harmonisation and Assimilation. You will lead on coordinating the governance framework, managing and delivering the communications strategy and engage in appropriate data and benchmarking collection and analysis. Principal Accountabilities Manage and coordinate the effective running of the project s governance framework: o Manage and review project planning and strategy and maintain related documents o Manage, facilitate and participate in all project governance framework meetings (Project Board, Project Team, Working Groups and User Groups) Lead the successful delivery of an effective communications strategy and plan for the project: o Stakeholder engagement incl. Trade Unions, Unitemps, affected departments and senior University stakeholders o Production and appropriate publication of communication materials (including website) Coordinate the communication strategy, message and methods across the multifunctional delivery areas (eg HR, finance, Unitemps etc) Provide project management, coordination and administration expertise to the project team to ensure successful delivery: o To actively participate in the project and its delivery through the provision of expert advice and project management o To assist the project lead in making strategic decisions in relation to the project University of Leicester 3 21 August 2013
4 o To support the HR Adviser(s) working on the project to deliver high quality, accurate operational advice and solutions Lead on the collection, analysis and reporting of data and benchmarking information to inform the project strategy and outcomes with a particular focus on using the results to: o Managing risk Support stakeholder engagement and the wider communications plan Carry out other appropriate duties as required Qualifications, Knowledge and Experience Essential Degree or equivalent* Significant and successful experience of project management/coordination and delivery* Demonstrable knowledge of project management principles Good knowledge and understanding of at least one of* o the HE sector, its business, latest developments and issues o employment legislation and/or HR practice relating to AWR, equal pay, job evaluation etc Demonstrable and successful experience of managing stakeholder engagement and influencing stakeholder participation through difficult changes* Desirable Demonstrable, wide ranging and successful communications experience Good knowledge and understanding of both o the HE sector, its business, latest developments and issues o employment legislation and/or HR practice relating to AWR, equal pay, job evaluation etc Project management qualification Good knowledge and understanding of distance learning in HE HR experience Successful experience in a significant project role in Agenda for Change, Single Status or similar HR/Job Evaluation type project Skills, Abilities and Competencies Essential Excellent interpersonal skills.
