EMV (Updates are in bld) Update n Card Schemes Acceleratin f Chip Migratin (EMV) The Prgram: MasterCard, Visa, American Express and Discver have released their radmaps t EMV (Eurpay, MasterCard and Visa). These radmaps begin the discussin f their plans t accelerate the migratin t EMV chip technlgy in the United States. The card schemes radmaps will help prepare the U.S. payment system fr the arrival f mbile payments by building the necessary infrastructure t accept and prcess chip transactins. 2 The Visa, MasterCard, Discver and American Express EMV prgrams Incentives fr thse merchants wh upgrade t EMV chip-enabled terminals T encurage EMV adptin, Visa, MasterCard, Discver and American Express have each annunced a waiver frm annual PCI DSS validatin. At least 75% f merchant s transactins riginate frm dual interface chip terminals and are capable f prcessing end-t-end chip transactins. The merchant has nt been invlved in a breach f cardhlder data (merchants previusly invlved in a breach may qualify if they have cmpleted subsequent PCI DSS validatin). All merchants must cntinue t cmply with PCI DSS. Prgram enrllment is required. 4 MasterCard MasterCard Intrduces New Business-t-Business Service Arrangements The Prgram: MasterCard is creating a transactin prcessing slutin t increase Travel & Entertainment (T&E) merchant acceptance f business-t-business payments (B2B); ultimately shifting payments frm check t MasterCard payment prducts. MasterCard s new Business t Business (B2B) Business Service Arrangements (BSA) will identify transactins that are accepted by acquirers and participating issuers. With the prgram, MasterCard is als intrducing a new Cmmercial Credit prduct that will be the nly card prduct eligible fr this new BSA Prgram. The new card prgram will be a virtual card prduct and can nly be used in a card-nt-present envirnment. The Impact: Eligible T&E Merchants may begin t see the new interchange categries belw when accepting a transactin with the new virtual cmmercial credit card prduct. Merchants d nt have t sign up t participate in this prgram. 5 MasterCard Mdifies Emerging Markets Rate fr Educatin and Gvernment MCCs (update) The Prgram: As previusly reprted in the Spring Newsletter, MasterCard ffers an Emerging Markets interchange rate t select transprtatin, insurance, cable TV, educatin and gvernment MCCs. Update: MasterCard has annunced that they have remved the previusly cmmunicated maximum cnvenience fee f $4.95 r 1.00% f the transactin amunt. The Change: MasterCard is mdifying the cnsumer debit and prepaid Emerging Markets rate specifically fr Educatin and Gvernment MCCs. The Impact: The new rate will apply t the fllwing MCCs: MCC 8211 (Schls, Elementary and Secndary) MCC 8220 (Clleges, Universities, Prfessinal Schls, and Junir Clleges) MCC 8299 (Schls and Educatins Services nt elsewhere classified) MCC 9211 (Curt Csts Including Alimny and Child Supprt) MCC 9222 (Fines) MCC 9223 (Bail and Bnd Payments) MCC 9311 (Tax Payments) MCC 9399 (Gvernment Services nt elsewhere classified) MCC 9402 (Pstal Services Gvernment Only) All Emerging Markets interchange rate qualifying requirements will cntinue t apply. MasterCard Intrduces Fuel Transactin Mnitring Service The Prgram: MasterCard will launch a new Fuel Transactin Mnitring service t prtect against fraud at the gas pump in the U.S. regin. The Change: Beginning August 1, 2015, all U.S. regin-acquired dual message Autmated Fuel Dispenser (AFD) transactins will be mnitred by the MasterCard Fuel Transactin Mnitring service in rder t learn behaviral patterns. AFD transactins that cntain the AVS infrmatin will be enhanced with the new Fuel Transactin Mnitring cverage. AVS will cntinue t functin as it des tday, hwever, if Fuel Transactin Mnitring detects that a transactin is ut f pattern, a message will trigger the cardhlder t g inside the gas statin t cmplete the fuel purchase. In this way, Fuel Transactin Mnitring may assist AFD merchants by mnitring transactins acrss different AFD statins. The Impact: The new Fuel Transactin Mnitring this prgram will apply t any MasterCard AFD transactin that includes AVS effective August 1, MasterCard AVS fees apply. Requirements: Vantiv Fuel Merchants will receive a respnse cde f 01 in Field 039 in the ISO message frmat and a respnse cde f 58 in the HHMI message frmat. Merchants must ensure the respnse cde displays an apprpriate message that will direct the cardhlder t prepay inside the stre. 5

6 Visa Visa Intrduces Transactin Advisr (VTA) Service The Prgram: The Visa Transactin Advisr (VTA) Service extends the pwer f Visa s Advanced Authrizatin glbal risk intelligence t Autmated Fuel Dispenser (AFD) merchants t reduce fraud lsses by requiring high risk cardhlders t pay inside the stre. The Change: Vantiv has implemented supprt fr VTA that will return a specific respnse cde when an AFD preauthrizatin transactin exceeds the merchant s pre-defined scring threshld. Participating merchants must ensure the respnse cde displays an apprpriate message that will direct the cardhlder t prepay inside the stre. The Impact: This is an ptinal prgram and nly applies t MCC Requirements: T participate, the merchant must register with Visa and define the prgram rules fr a threshld scre. The scre can be varied by state r zip cde. Visa will assign an MVV r use the merchant s existing MVV. The VTA service must be turned n fr all f the merchant s AFD lcatins. Interested merchants shuld cntact their Relatinship Manager fr additinal infrmatin. Visa s Extends Cardhlder ID Waiver fr Fuel Merchants The Prgram: Sme fuel merchants may nt make the POS cunterfeit fraud liability shift date f Octber 1, 2015 due t the cmplexities f their POS envirnments; which require their in-statin (5541) transactins t interact with Autmated Fuel Dispensers. Fuel merchants have requested tls t help them mitigate their cunterfeit fraud expsure, including verifying the cardhlder s ID fr higher risk transactins until EMV chip acceptance is enabled fr their in-statin (5541) transactins. Current Visa rule regarding the merchant requesting cardhlder ID A Merchant may request Cardhlder identificatin in a Face-t-Face Envirnment. If the name n the identificatin des nt match the name n the Card, the Merchant may decide whether t accept the Card. If the Cardhlder des nt have r is unwilling t present Cardhlder identificatin, the Merchant must hnr the Card. The Change: Cardhlder ID Waiver transactins nly A Merchant may request Cardhlder identificatin in a Face-t-Face Envirnment. If the name n the identificatin des nt match the name n the Card, the Merchant may decide whether t accept the Card. Fr transactins $100 r mre, if the Cardhlder des nt have r is unwilling t present Cardhlder identificatin, until the merchant is EMV enabled, r n later than Octber 1, 2017, the Merchant may decide whether t accept the Card.
