The NZ Transport Agency (the NZTA) exists to create transport solutions for a thriving New Zealand. Our work span is broad from helping a new driver complete their license application to participating in discussions on how cities plan and fund their transport needs, from working on safety campaigns to investing in expressways. The NZTA is made up of 1300 people in 17 offices from Whangarei to Dunedin. We are project managers, transport officers, advisors, planners, engineers, customer service representatives, analysts, lawyers, auditors, trainers, accountants, contract managers, administrators, solution architects. 2 Purpose of position To work with the service delivery contractor (made up of multiple contractors and a consultant) to achieve the specified customer and technical levels of service on the prescribed 500km of the State Highway network. Key accountabilities Key Objectives Know the network Procurement Model development Decision Making Value added teams Contract Safety Financial Productivity Annual programme Systems Areas of Responsibility Understand geological conditions Know of network pinpoints vulnerable to natural disasters Understand current and future vehicle demand (cars and freight) Understand the asset, roadside furniture and Intelligent Transport Systems Customise standard contract proforma to the specific 500km network area Shape and nurture market to form the best joint ventures to maximise competition Procure the contract ($150m over 10 years) Negotiate with successful contractor to optimise the contract to meet its requirements. Promote the new Outcome Maintenance Contracts and the different aspects to it Facilitate workshops to assist the contractor to transition into the new model Oversee the transition to the model and intervene if it is not right and elevate to the Contractor Manager if there remains problems Be part of the collective decision making of the region where material issues are shared, debated and a common direction established Participate (with Journey Manager and Network Manager) in negotiating tradeoffs that obtain best outcome for whole of network Being a part of the job family who get together at least quarterly to develop and enhance the framework and discuss common issues Undertake the role of clients representative in the contract Approve variations up to $5M Work through disparities and if unable to solve work with engineer to resolve Support contract mediation or arbitration Approve claims Regional accountability for identifying and undertaking M&O remediation activities across environmental and social dimensions Proactively monitor the safety of the state highway network Identify opportunities to improve network safety Assist with embedding the Safe System approach Approve monthly invoices Review forecast programmes and cashflows Approve benchmarking information Have a detailed understanding of the contractors methodology Scrutinise plans and labour assumptions Look for efficiency again across the supply chain where required facilitate expert inspections Be clear about the whole of life performance expectations of the design and make decisions between design options Promote network needs and deliver programme with value for money emphasis throughout supply chain Work with supplier to optimise the annual programme promoted by the Asset Integrator Negotiate design and construction fees and oversee performance $5M annually) Inspect the quality of the construction against standards and take corrective action Sign off completed works as acceptable for inclusion within the network Promote the development of good systems in accordance with contract and NZ wide standards 2

3 Performance management Unplanned and project works Innovation Customer Culture Health and safety Approve contractors systems and management plans Undertake systems on site audits Monitor close out of correct actions Maintain all data requirements of the asset Ensure compliance with all resource consent conditions Responsibility for compliance and environmental permits related to M&O activities of the network Ensure contractor complies with all environmental permits held by NZTA related to their contract region Complete annual performance surveys Manage health, safety and environmental performance Develop trends and future focus areas for the contractor Intervene on real time poor performance issues or network issues Approve annual pain/gain rewards for deductions Recommend contract extensions based on performance Hold honest performance conversations with contractors managers Respond to permanent reinstatement or minor project works Negotiate design and construction fees and performance agreements Summarise works and complete handover inspections Maintain an innovations register Pursue innovations continuously and measure benefit and share in reward Demonstrate increased value through appropriate performance measurements and share innovations with others Mine customer insights from customer database and make changes Lead by example our customer impacts and front for the Agency our difficult customer relationships Works in a manner that reflects a clear alignment with the culture, behaviours and expectations of HNO and the broader Agency Contributes to, and ensures that national direction is implemented Promote a culture of zero harm as per the Agencies leadership approach Be an active safety advocate on site Monitor safety statistics Implement all national minimum standards for safety Key relationships All Agency employees have a responsibility for managing relationships in some or all of the key sectors we work with. In this role, the key relationships to be developed are as follows: Key relationship Internal general Journey Managers Asset Integrator Service delivery contractor Regional suppliers Nature of contact Be part of the collective decision making process of the regional office to ensure a joined up approach to managing the State Highway network in the area Responding to incidents, maintaining customer information and ensuring appropriate passage of people and freight Optimising the annual programme based on what the actual conditions on the network are providing advice to the Asset Integrator over the overall condition of the network Building a very effective relationship to get the most out of the contractor To mould a sustainable market to ensure effective competition at all levels of the supply chain 3

4 With other contract managers TLAs and their contractors Work as a team across NZ to promote innovation and good practices to lift the capability and performance of the contractors Working to ensure adjacent work is undertaken seamlessly and in account one network principles Qualifications Either a Quantity Surveying, Engineering or Project Management Degree Preferably CPENG or equivalent A current and valid New Zealand Driver s Licence (or equivalent) is required for this position. Skills, knowledge and experience Minimum of 10 years experience in the contracting market and working with NZ53910 Proponent of relationship contracting and expert dispute resolution capability Commercially astute: able to negotiate contract works and negotiate on the basis of good estimating support Strong planning skills and ability to interrogate the contractors systems and take action Interpret performance data and know how to incentivise improved performance Generalist civil design capability and asset management skills Whole of life design philosophy Good customer ethos and going the extra mile to serve customers Ability to improve systems through lean or six sigma processes Competencies This position requires proficiency in the following competencies: Infrastructure management competencies Collaboration Works well with others.
