2 A sound facilities maintenance plan helps to ensure that school facilities are, and will be, cared for appropriately. Negligent facilities maintenance planning can result in real problems. Large capital investments can be squandered when buildings and equipment deteriorate or warranties are invalidated. Failure to maintain school facilities adequately also discourages future investment in public education system. 3 Building and Grounds Maintenance Policy Maintenance and operation of the entire District plant composed of all the land and buildings used for District purposes. Packet page 32 of 191

4 Packet page 33 of 191 Types of Maintenance Normal and Routine Maintenance which includes Infrastructure and Preventative Maintenance that is performed by the District s Maintenance, Grounds and Custodial Staff Non-Major Improvements/Remodeling which includes Educational Maintenance that is funded as a part of the district operational budget or individual school budgets. Usually performed by District Maintenance staff or outside contractors. Capital Maintenance which includes projects related to the replacement of the major building components such as roofs, parking lots, carpet, etc. Deferred Maintenance projects are Capital Maintenance project that have been delayed due to funding inadequacies. Cleaning Maintenance is an activity performed by the Custodial Staff related to keeping the building clean and sanitary.

5 Capital Maintenance Projects Background and Criteria Capital maintenance projects Considered substantive maintenance or facilities/operations related equipment updates or replacements Generally consist of system, component or replacement or upgrade versus repair Typically have a minimum estimated project cost of $2,500 (smaller projects are funded through the Facilities Services operational budget) Packet page 34 of 191

6 Capital Maintenance Projects Background and Criteria Capital maintenance projects have been funded through a combination of sources that include: Annual capital maintenance budget in the General Fund Capital Projects (41) Fund (established at the 1993 Annual Meeting) tax levy and fund balance Lease/purchase financing Long-term debt (i.e. Park Elementary HVAC project or included as part of a building project) Packet page 35 of 191

7 Capital Maintenance Projects Background and Criteria Capital maintenance projects are classified into six different categories: Mechanical Systems (i.e. boilers, plumbing) Structural Systems (i.e. roofs, bldg envelope) Architectural / Interior (i.e. flooring, cabinetry) Safety and Security (i.e. assess control) Site Improvements (i.e. asphalt replacement) Operations and Grounds (i.e. field restoration) Other (i.e. large equipment or vehicle replacement) Packet page 36 of 191

8 Capital Maintenance Projects Background and Criteria Capital maintenance projects are prioritized taking into account factors such as: Age and condition of system/component Safety Criticalness of system/component State/Federal requirements (such as ADA) Necessity to accommodate program or enrollment Potential energy savings or operational cost avoidance Available funding Packet page 37 of 191
