Wrk in partnership with Directr f Operatins t prvide jint accuntability fr the quality and perfrmance f the directrate, develpment f the directrate strategy and business develpments. 3. Main Respnsibilities T prvide clinical leadership t all senir clinical staff within the directrate. This will be achieved thrugh effective clinical gvernance arrangements in the directrate that links with bth the Trust Clinical Gvernance structures and Service Line Clinical Gvernance T ensure effective arrangements fr patient safety are in place acrss the directrate T wrk in partnership with the Directr f Operatins t prvide jint accuntability fr: Clinical perfrmance Cntractual perfrmance Financial perfrmance Operatinal perfrmance With the Directr f Operatins t jintly lead the strategic develpment f the directrate. nsure that individual service lines within the directrate develp their wn strategies which shuld be aligned with the Trust visin and strategy
2 With the Directr f Operatins, jintly represent the directrate at relevant meetings with Cmmissiners Supprt the Directr f Operatins in agreeing key perfrmance indicatrs at the regular review meetings with the relevant Cmmissiners T actively prmte effective multi-disciplinary wrking within the directrate and cllabrative wrking with ther stakehlders T raise the prfile f the directrate within the Trust, SHA, PCT and natinally and aim fr it t be viewed as a centre f gd practice T attend and cntribute t relevant Trustwide senir management meetings and with the Directr f Operatins represent the view f the directrate 4. Clinical Leadership T prvide effective clinical leadership t the directrate by engaging the Senir Clinicians in the directrate t take respnsibility fr realising the clinical, peratinal and financial bjectives f the service line Take respnsibility fr the recruitment and develpment f all senir clinical staff within the directrate Develp the directrate s quality, safety and efficiency t ensure that there is prfitable grwth Wrk with senir clleagues frm ther clinical directrates and crprate directrates t maximise benefits fr the whle Trust T ensure all clinical staff have an annual appraisal and that training and develpment needs are identified and met fr all clinical staff nsure that systems are in place fr apprpriate clinical supervisin fr clinical staff in the directrate T ensure adequate staffing f the clinical service lines within the directrate including emergency and ut f hurs cver. This includes respnsibility t ensure arrangements fr cver fr annual study and ther leave fr all clinical staff nsure that all staff under Agenda fr Change cntracts have an annual appraisal and part year reviews in accrdance with the Trust Appraisal plicy. nsure that Agenda fr Change requirements are met within this prcess nsure annual jb plan reviews as part f the cnsultant cntract fr medical cnsultants within the directrate are undertaken and ensure that speciality dctrs have annual jb plan reviews T ensure that all prfessinals in training within the directrate are managed and assessed apprpriately including ensuring quality f training experience and access t educatin. Fr dctrs in training this will als include wrking time directive and cmpliance. nsure that the lcal tutrs discuss any n call issues that may arise 5. Perfrmance Management With the Directr f Operatins, jintly develp the directrate strategy which shuld be derived frm the directrate s 2-3 year visin. This in turn shuld be aligned with the Trust s visin. Once the strategy has been clearly defined it will be translated int specific shrt term strategic bjectives as part f the annual planning cycle
3 With the Directr f Operatins, jintly supprt the service lines in develping their wn 2-3 year visin and subsequent service line strategy With the Directr f Operatins, jintly take respnsibility fr the perfrmance (clinical, cntractual, financial and peratinal) f the directrate and the external market factrs (demand grwth, cmpetitive psitin, etc) t infrm the develpment f the 2-3 year strategy T represent the directrate with the Directr f Operatins in regular meetings with the Trust Perfrmance Reviews regarding the perfrmance f the clinical directrate T represent the directrate with the Directr f Operatins in regular meetings with the Cmmissiners regarding the activity, perfrmance and develpment f the service Jintly with the Directr f Operatins, ensure that expenditure is managed within the agreed budget fr the directrate. This includes ensuring that Cst Imprvement Plans are delivered as agreed with the Fundatin Trust xecutive 6. Clinical Gvernance, Quality and Patient Safety T ensure that effective Clinical Gvernance, Quality and Patient Safety prcedures are in place. Regular reprts are prvided t the Trust Quality and Gvernance Cmmittee and the Patient Safety Grup as required Represent the directrate at the Trust Quality and Clinical Gvernance Cmmittee and Patient Safety Grup and ensure that an apprpriate representative attends during the absence f the Clinical Directr T prmte a culture f learning frm critical incidents within the directrate t ensure that lessns learned are disseminated, within the directrate and where apprpriate the wider Trust. This will include ensuring that all serius incidents are reviewed accrding t the Trust and directrate plicies. Supprt the Directr f Operatins in reprting Serius Untward Incidents t the relevant external stakehlders and cmmissiners nsure that the gals fr patient experience, as described in the Trust s annual Quality Plan are develped, where apprpriate in the directrate T ensure that actins delegated t the clinical directrate Clinical Gvernance Cmmittee by the Trust Quality and Gvernance Cmmittee in relatin t the implementatin f Trust Quality Strategy and Quality Plans are cmpleted T ensure that all senir clinical staff are aware f Trust and directrate plicies and prcedures and their applicatin t the specific needs f their services T ensure that all relevant senir clinical staff participate in the mnthly directrate Clinical Gvernance Grup T ensure that there is senir clinical input t supprt the develpment and implementatin f RiO and ther service develpments/imprvements within the directrate t enable timely clinical and managerial decisin making 7. Supervisin and Supprt The Clinical Directr will receive supervisin and supprt frm the Trust Medical Directr wh will als undertake an annual review/appraisal as apprpriate t the prfessin.
