PREFACE On behalf of the sectoral committee on Culture, Youth, Gender, Sports, Children and Social Services and pursuant to the provisions of standing order no. 195(5) (g) of the Meru County Assembly, it is my pleasure and duty to present the committee s recommendations on the KICOSCA games. 2. COMMITTEE S MANDATE The Committee on Culture, Youth, Gender, Sports, Children derives its mandate from Standing Order no. 195(2)to handle all matters related to youth; children welfare; sports; cultural activities; public amenities; and public entertainment including betting, lotteries and casinos and other forms of gambling; racing, liquor and liquor licensing, cinemas, videos shows and hiring, libraries, museums, cultural activities and facilities, county parks, beaches and recreation facilities, national heritage, control of drugs and pornography and matters relating to gender. Mr. Speaker sir, The terms of reference includes, 1. To table a report on the recently held Kicosca games in Uasin Gishu County. 2. To recommend on how the future Kicosca games can be improved. 3. BACKGROUND The committee on Culture, Youth, Gender, Sports, Children and Social services on 16th August - 23 rd August 2015 travelled to Uasin Gishu County for the 3 rd Edition of the KICOSCA games. The theme of this year s games was Enhancing good governance through sports and cultural integration The competition that was initially referred to as the Kenya Inter Municipalities Sports and Cultural Association (KIMSCA) Games was started in 1978 and has served under the same banner until the promulgation of the New Constitution in 2010 which paved way for the development of the County Governments hence the name KICOSCA. KICOSCA has a vision which is: To promote and sustain sports and cultural activities for cities, counties and 5 P a g e

6 municipalities. The mission is: To mobilize, sensitize and provide direction to cities, counties and municipalities to actively participate in Kenya and the region. The games were categorized into CASA, KICOSCA, and SENATE. CASA constituted of the members of County Assemblies and the Staff, with Hon. Moses Odhiambo Ochele as the Secretary General. KICOSCA constituted of the Executive arm of the Government, with Mr. Fedrick Rimbere as the chairman and the Kenya Parliament (SENATE). The games that brought together all the County Governments staff and Members of County Assemblies, included both outdoor and indoor ball games. 8 13 Kilifi Kilifi 14 Mombasa Mombasa 15 Kirinyaga Kirinyaga 16 Nakuru Nakuru 17 Kisumu Kisumu 18 Trans-Nzoia Trans-Nzoia 19 Laikipia 20 Narok Narok 21 Kajiado Kajiado 22 Nairobi Nairobi 23 Samburu 24 Nyandarua Nyandarua 25 Kisii At the end of the games, different teams which emerged the best were selected for the East African local Authorities Sports and Cultural Association (EALASCA) set for Rwanda in December Meru County Assembly took part in the following disciplines: Darts, Athletics, pool game, netball, volleyball (men and women) badminton, table tennis, badminton. 8 P a g e

9 5. TEAMS RESULTS Defending champions Uasin Gishu County were held to a 1-1 draw by their Nairobi counterparts in the opening men s football match at Eldoret Polytechnic. In other matches, Nairobi Senate beat Narok County 2-1 at Mother of Apostles Seminary while Nakuru thrashed Mombasa 3-0 at Hill School. In men s volleyball, Nakuru beat Nyandarua in Pool B while Kiambu humiliated Laikipia in Pool A. Defending champions Nairobi women s volley team beat Bungoma in Pool A while the hosts Uasin Gishu showed little respect for Kiambu, blanking them 3-0. Uasin Gishu basketball men s came from behind in the second quarter to beat Nairobi in their opening match. In Women s netball Meru County were placed in pool B together with (Nakuru, kiambu, Machakos) Meru humiliated Machakos County but were beaten by Nakuru and Kiambu County, hence could not proceed to the semifinals. Bungoma, Kisumu and Nairobi took the first, second and third positions respectively. Meru County Assembly pool team scooped the 5 th position overall with Nakuru, Narok and Kiambu attaining the first, second and third positions respectively. Meru County Assembly Volleyball men team emerged the 5 th position overall after thrashing (Kirinyaga, Samburu, Nairobi, Bomet, Kericho) Senate, Trans-Nzoia and the Uasin Gishu took the first, second and third positions respectively. In Badminton Meru County Assembly team was in pool B together with (Uasin Gishu, Kiambu, Laikipia, and Nairobi) but lost all the matches to their opponents. The women Volleyball team also lost all the matches. In Darts Meru County Assembly team was in the 5 th position out of the 32 participating County Assemblies however Mr. Peter Koome, Hon Linus Athinya and Hon Kiome Rimbere were selected to proceed for the ELASCA games to be held in Rwanda due to their impressive performance which captivated the coordinators, in addition the team captain for Meru volleyball men Mr. Erick Mwenda was also upraised for leading a very disciplined team. 9 P a g e

10 The leadership of the KICOSCA/ CASA games commended the Meru County Assembly teams as highly disciplined throughout the participation as the saying goes: Discipline is the key to the success of any team. 6. FINDINGS AND RECOMMENDATIONS: Findings The committee s makes the following observations:- Most of the County Assembly teams had gone a step ahead in preparation of the games by engaging the best trainers to train their teams. The committee noted that there was tight security during the KICOSCA games which was evident by the deployment of several policemen who were on guard in case of any threat. The Assembly staff and Honorable members were highly inconvenienced by the lap fund pension scheme as they did not provide the uniforms on time as agreed. All members of staff and Hon Members of the County Assembly of Meru were facilitated to attend the 3 rd edition of Kicosca games; this created an avenue for interacting with other Counties. The Meru County Assembly teams were motivated since there was a lot of support from other members of staff and Hon Members who were not participating. 10 P a g e

RECOMMENDATIONS Based on the findings and Observations, the Committee makes the following recommendations: That the County Assembly of Meru, forms permanent teams to be training occasionally not only for the CASA games but also for friendly matches with other County Assemblies and other teams. That the County Assembly of Meru teams, be registered under the Parliamentary Sports Association so as to improve the team s skills and experience in various sports. That the County Assembly of Meru, avails funds for provision of quality and sufficient uniforms for every sport so that the participants look presentable when representing the County Assembly in various games. CASA games, being an annual event, the County Assembly of Meru should plan and budget for the needs of participants in good time to avoid inconveniences. That the County Assembly of Meru, also source for experienced trainers, training grounds and good quality equipment s like balls, nets, rackets and other requirements at the right time to avoid inconveniencing the participants. That the Meru County Government, sets up a sports day or week where teams from the Executive arm of Government, County Assembly and teams from various wards across 11 P a g e

12 the County can participate in various sporting activities to promote unity and social interaction. That a reward system be put in place for the teams that went an extra mile to represent the County Assembly so as to motivate both the MCA s and staff. That a Sub department be set up within the assembly that will be dealing and managing the sports activities in the Meru County Assembly 8. The Committee wishes to sincerely thank the office of the Clerk Meru County Assembly for facilitating and providing technical support to the Committee. The committee wishes to thank the gallant players who really fought very hard in various disciplines. Your effort and determination cannot go unnoticed and unappreciated. Finally, the chairperson of this committee takes this opportunity to thank all the members of the Committee for availing themselves for KICOSCA games and attending the event fully. I wish to confirm that the recommendations of the Committee in this report were adopted by the Committee as undersigned by the respective members of the Committee.
