1 City Council Agenda Item Report October 13, 2015 Contact Chance Sparks, AICP, CNU-A, Director of Planning / [email protected] SUBJECT: APPROVAL OF A PRELIMINARY PLAN FOR THE BUDA BUSINESS CENTER SUBDIVISION, BEING APPROXIMATELY ACRES OF LAND SITUATED ON THE WESTBOUND SIDE OF ROBERT S. LIGHT BOULEVARD APPROXIMATELY 1,500 FEET EAST OF ITS INTERSECTION WITH SOUTH FM 967 (PP 15-10). 1. BACKGROUND/HISTORY This is a proposal for a Preliminary Plan for Buda Business Center, a acre property located on the westbound side of Robert S. Light Boulevard approximately 1,500 feet east of its intersection with South FM 967. It is located in the city limits and is zoned I1 Light Industrial & Warehousing. The frontage is subject to the Gateway Corridor Overlay District as it applies to industrially-zoned properties. Robert S. Light Boulevard is fully funded for design and construction of an extension stretching from South FM 967 westward to FM 1626, and is commonly referred to as the truck bypass. The project will utilize Monarch Utilities for water supply and wastewater will be provided through the South Buda Water Control and Improvement District (WCID). Wastewater from the South Buda WCID is ultimately treated at the Buda Wastewater Treatment Plant. 2. FINDINGS/CURRENT ACTIVITY The applicant is proposing a 10 lot industrial subdivision containing nine developable lots and one regional detention and water quality lot. The owner intends to develop a business park on the site. Lot 3 of Block A and Lot 3 of Block B are designed so that they could be further subdivided with potential roads depending on the needs of future end users. All lots meet the necessary dimensional standards for the I1 zoning. The site has very few trees present, as its prior use was for livestock. At some point in the past foundation pads were developed for larger buildings. Staff has not been able to find further history, but can assume it is from preliminary work for a project that was likely abandoned in the wake of the real estate recession that began around 2009 and lasted several years. This project includes the extension of a public street, Warehouse Drive, with a 70-foot right-of-way width. This is important, as it helps access management along Robert S. Light Boulevard. More importantly, it creates a secondary access for the Park 35 South Industrial Park located immediately north and east of Buda Business Center. This greatly improves business logistics, emergency access and the ability to police due to improved connectivity. It is likely this will improve the value of Park 35 South in addition to the additional tax base provided by Buda Business Center. A Traffic Impact Analysis was prepared for the project, indicating existing roadway infrastructure is sufficient to meet the development s proportional impact. The applicant proposes regional storm water detention and water quality facilities in Lot 5 of Block A. The facilities are designed in compliance with the City of Buda Unified Development Code, meaning that the capacity & discharge will have no negative upstream or downstream impact. In
2 this case, the applicant reviewed the drainage design information from Park 35 South and tailored the discharge rates to compliment those facilities. This project ultimately drains to the Plum Creek tributary near the intersection of Robert S. Light Boulevard and Interstate 35. The storm water is carried via drainage easements along Park 35 South. Water service will be extended from Monarch Utilities to and through the site at the developer s expense. Wastewater will be provided through an out-of-district service agreement with the South Buda WCID. This essentially wheels the wastewater through the South Buda WCID infrastructure and lift station and up to the City of Buda Wastewater Treatment Plant, which has sufficient capacity. The Commission may notice a higher level of detail on the infrastructure plans provided. The applicant is processing the preliminary plan, final plat and site development permit for infrastructure concurrently. For efficiency, staff had the applicant attach the relevant sheets from the details construction drawings found in the Site Development Permit to the Preliminary Plan. 3. FINANCIAL IMPACT N/A 4. ACTION OPTIONS/RECOMMENDATION The Planning & Zoning Commission recommended approval unanimously at its September 22 nd meeting. Staff recommends approval of this Preliminary Plan, based on compliance with the Unified Development Code, the associated Traffic Impact Analysis, and approval from other utility providers in this area. 5.
