1 TERMS OF REFERENCE December 2015 Developing a comprehensive outline of real-life examples and projects to demonstrate the extent to which the specific WASH needs, preferences and rights of women and girls are addressed within WSUP s core country programmes. 1 BACKGROUND 1.1 About WSUP WSUP is a not for profit partnership between civil society, the private sector and academia focused on addressing the increasing global problem of inadequate access to water and sanitation for the urban poor. Our driving vision is of a world in which all urban dwellers, including the poorest, enjoy high-quality water and sanitation services. This will generate massive gains in human well-being, in national economic growth, and in global environmental sustainability. Our work supports the adoption and replication of effective, sustainable and scalable pro-poor models of urban water and sanitation services by service providers and/or national governments. And to that end we work directly with local water and sanitation urban service providers to strengthen their technical capacity and financial viability. We view direct delivery of service improvements as central to our approach as it A) enables the practical application of capacity development initiatives through delivering services and B) removes a key barrier to a better functioning market for pro-poor service delivery, by using grant funding to overcome risk aversion to failure by demonstrating new approaches to service delivery. WSUP has a strategic portfolio of six countries in Africa and South Asia: Bangladesh, Ghana, Kenya, Madagascar, Mozambique and Zambia. 1.2 WSUP s approach to gender During WSUP has transitioned its work away from incorporating gender-specific activities within service delivery design and towards a gender mainstreaming approach. This means the needs and preferences of women and girls are considered and addressed across the spectrum of service delivery options and as a standard component of all service planning and implementation. WSUP s business plan states the following: Over the coming period WSUP will continue to implement focus on the development of services that are suitable and appropriate for the needs of a wide range of customer segments, a goal that needs to be built around the principles of consultation, participation and inclusion and linked by the overarching aim of sustainability. In the area of communal sanitation for example, addressing the needs of women and girls in services provided strengthens the offering, builds the business case, and promotes continued demand for the service. WSUP will build on the progress made under the previous Business Plan by providing dedicated support to local service providers to help them to develop institutional capabilities, competencies and strategies to address and promote gender inclusion throughout their service delivery project cycles of planning, design, financing, implementation and evaluation.
2 2 CONSULTANCY DESCRIPTION 2.1 Funding and communications need The results of this evaluation are intended to support the work of WSUP s Funding and Communications teams to deliver a strong narrative on its work around women and girls to its many different audiences. WSUP s funders consistently request information to demonstrate the work that WSUP undertakes to address the needs of women and girls in its WASH programmes. The Department for International Development (DFID) for example is a significant WSUP funder, and the need to share our stories around the inclusiveness of our WASH programmes and the benefits this affords women and girls is key to that ongoing relationship. The priority of woman and girls In DFID s work was made clear by RT Hon Justine Greening, Secretary of State for International Development, during a speech made in March 2015, when talking about the UK s development approach moving forward: First of all, our core priorities for tackling poverty are changing to focus on economic development, women and girls and leading in emergencies. DFID is not alone in its priority focus. Both USAID and The Coca Cola Africa Foundation who are significant WSUP funders put gender at the forefront of their work and it is increasingly important for WSUP to demonstrate its ongoing intent and mainstreaming approach for would-be funders, WASH practitioners, staff and potential staff. 2.2 Purpose of consultancy To respond to our funder s needs and the wider communications agenda, WSUP must be able to deliver a narrative that can showcase its work to mainstream women and girls through its ongoing programme work. The purpose of the evaluation is to show, through the presentation of a comprehensive set of projects and individual real-life examples, the degree to which the needs, rights and preferences of women and girls are considered and addressed across the spectrum of service delivery options and as a standard component of all service planning and implementation. Focus will be on WSUP s work with local service providers that supports the development of such services. This would include any community work undertaken or other collaborative work that acts as an influencer and adds weight to WSUP s focus to mainstream the needs/rights and preferences of women and girls within service provision. The consultant will primarily work from home but will be expected to conduct London-based interviews in WSUP s secretariat office in Blackfriars and be in the office occasionally to monitor progress. 2.3 Primary users The primary users of this evaluation will be communications and funding staff in order that they can develop WSUP s overall gender narrative and create individual stories within that narrative to demonstrate impact at an individual level. 3 3 METHODOLOGY The evaluation will focus exclusively on WSUP s programme work within its six core countries of: Bangladesh, Ghana, Kenya, Madagascar, Mozambique and Zambia. Information will be gathered with the support of WSUP London staff and will be a mix of desk research/skype interviews in London and in the six core countries. 3.1 Phase 1 Following the findings from interviews and any documents sent through: Conduct a desk-based survey collecting further information from the London office via funding reports/m&e reports/publications/presentations that support and give further evidence of the work. Collate and pull together findings from both phases. 3.2 Phase 2 Conduct 12 interviews with WSUP staff across the six core countries, which will include each Country Programme Manager and on other selected by WSUP to: Collect information around specific programmes and how WSUP s work supports service providers to consider women and girls within its planning. Demonstrate this work through individual examples of women and girls who have benefited from this approach. Gather any documentation from the countries for further research. Conduct similar interviews with key London based staff: Programme Directors directly responsible for each country (x4) Head of Sanitation Research and Evaluation Manager Head of Innovation and Behaviour Change M&E Manager. 3.3 Phase 3 If necessary, conduct a second round of interviews across the six core countries to clarify and add to the growing body of information collected. 3.4 Phase 4 Generate a high quality final research report in Word that highlights the key projects within each country that best represents the work WSUP is doing to ensure the WASH needs, rights and preferences of women and girls are addressed within local service delivery. Deliver a presentation on findings to WSUP London staff such that the presentation can be easily shared to country teams without a physical presentation. 4 DELIVERABLES As noted in the previous section, deliverables are: A detailed timeline and work plan. Presentation of main findings to WSUP London that can be easily modified to share with each country without a physical presentation A high quality evaluation report, proofed to a very high standard, including a short Executive Summary (max one page) and in total no more than 20 pages. 4 5 DURATION AND TIMESCALE We expect a total of 19 working days spread out as required over the period of 21 January 2015 to 18 March The schedule detailing dates for each activity will need to be presented to WSUP by 15 January 2016 and approved. Candidates will develop a proposed timeline as part of the bid which must contain the following elements: Contract signed between the consultant and WSUP by 13 January 2015 Timeline and workplan proposed by the Consultant by 15 January 2016 Feedback from WSUP by 19 January and timeline/workplan agreed by 20 January Desk-survey to start 21 January with interviews to begin no later than 28 January Submission of the Consultant s draft report by 29 February for WSUP s feedback Feedback on draft provided by WSUP by 3 March Submission of final report responding WSUP s feedback by 11 March Presentation of findings at WSUP London during the week of 14 March Expected Level of Effort: 19 days 6 CONSULTANT PROFILE Essential Excellent information gathering skills Strong gender theory and applied knowledge Experience delivering evaluation projects of this general type and scale Experience in qualitative evaluation of programme documents Experience in collecting data through interviews Excellent written and verbal communication skills in English Previous gender work essential Understanding of urban WASH projects is desirable 7 REPORTING The successful candidate will report to the WSUP s Head of Funding (Acting), Brandon Sternquist. 8 CONTRACT TERMS A standard WSUP consultancy contract format will be used, subject to the Consultant's agreement with the terms. Our standard terms are for payment of 50% of the final amount on signing the contract, with the remainder on receipt of an acceptable final deliverable (with full and acceptable response to WSUP comments). Expenses will be paid only upon submission of full receipts, and must be in accordance with WSUP's Expenses Policy (attached). Payment will be by bank transfer upon receipt of invoice. 9 BIDDING PROCEDURES Bids should be submitted to Brandon Sternquist (bsternquist@wsup.com) by Thursday, 7 January 2016 before midnight UK time. A complete bid will be comprised of the following components: 1) Curriculum Vitae (CV) 2) Brief description of recent evaluation projects which the Consultant considers relevant to the present work. 5 3) Up to two pages outlining the Consultant's proposal for approaching this work, highlighting key assumptions, key aspects of the evaluation process and understanding of the proposed TOR 4) A one page outline of the Consultant's proposed timelines 5) A budget inclusive of VAT, plus estimated expenses including travel to the London office if home based.
