POSITION SUMMARY: The Jigsaw Project Manager will lead in the planning, organisation and implement of the work of the Jigsaw Meath Project. S/he will report directly to Principal Clinical Psychologist, H.S.E and will be directed and advised by the Jigsaw Regional Manager and the Jigsaw Meath Management Group to: Manage the strategic and operational development of Jigsaw Meath as a driver of positive change in improving mental health services and supports for young people in Meath, and in promoting positive youth mental health. Take a lead role in developing and sustaining co-operative and collaborative relationships with a range of key stakeholders from the statutory, voluntary and community sector Facilitate the development of strong governance frameworks that support the implementation of Jigsaw locally and that respect and include the voice of young people in the ongoing development of the project. Jigsaw Jigsaw Meath is part of the national network of Jigsaw s developed by Headstrong, the National Centre for Youth Mental Health. Headstrong's Jigsaw model is an innovative youth mental health initiative that supports young people aged to achieve better mental health and wellbeing. The core objectives of Jigsaw are as follows: 1. To ensure access to youth friendly, integrated mental health supports when and where young people need them in their community. 2. To build the confidence and capacity of front line workers to directly support young people in their mental health and wellbeing and connect them with Jigsaw. 3. To promote community awareness around youth mental health in order to enhance understanding of young people and the risk and protective factors that contribute to their mental health and well-being. Jigsaw aspires to place the needs and energies of young people and the wider local community at the heart of the thinking and planning of the programme. It aims to integrate and harness the best of mental health expertise and supports for young people that are already available within the community. It also seeks to design and implement innovative, evidence-based programmes, policies and practices so that young people are better able to seek help and support in accessible settings where they feel respected and safe. In Jigsaw Meath, Crann Support Group hold the role of fiscal agent and are the employing agent for staff in the project. THE CRANN SUPPORT GROUP:

2 The Crann Support Group Ltd. is the employer of the Staff of Jigsaw Meath. The Crann Support Group is an innovative model of management, born out of the need for community groups to be sustainable. The Crann Support Group is a non-profit making organization and is established for the purpose of rendering to its members and non-members the ancillary services directly necessary to enable them to carry out their activities. Membership of the Crann Support Group offers Community and Voluntary Organisations the opportunity to avail of knowledge, skills and expertise. Ancillary services provided by the Crann Support Group include; Management Consultancy for Community Enterprise, Human Resource Consultancy, Preparation of Accounts to Audit Stage, Training, Catering, Maintenance, Caretaking and Cleaning. The Crann Support Group Ltd. have direct responsibility for 14 Community/Voluntary Oganisations, 271 Staff and provide ancillary services to an additional 8 Community/Voluntary Organisations. HEADSTRONG: Headstrong is Ireland s National Centre for Youth Mental Health. Set up in 2006, Headstrong is a charitable organisation committed to changing how Ireland thinks about and supports young people s mental health. Young people are our core focus, but at Headstrong we do far more than support them; we involve them. Direct participation by dedicated young people is central to all three of our programmes: Jigsaw, Research and Advocacy. Young people help to enhance our understanding of the challenges they face and, equally importantly, they help us develop creative and appropriate solutions to those issues. Headstrong delivers Jigsaw in ten communities providing direct prevention and early intervention mental health supports to young people aged working with the HSE, other mental health services and the broader community to give young people somewhere to turn to and someone to talk to. We also conduct research to improve our understanding of all aspects of mental health and wellbeing among young people. This research is applied to influence change and improvements in systems that impact on young people s mental health. Nationally, we work with a youth advisory panel (YAP) made up of representatives from the local Jigsaw YAPs and others. We also have an adult advisory panel and a range of ambassadors from the worlds of sport and music. Together we work to change the national conversation about mental health from one of stigma and mental illness to one of openness with a focus on minding our mental health, as we do our physical health. PRINCIPAL DUTIES AND RESPONSIBILITIES The Jigsaw Project Manager will work closely with the staff team, Headstrong, the Jigsaw Meath Management Group, and key stakeholders to develop and implement a sustainable operational plan for Jigsaw Meath, that: Is aligned to Headstrong s goals and objectives for the Jigsaw programme, Maximises the impact of the available resources, Effectively leverages complementary resources from other agencies. This will include a strategy and plan for: Developing and promoting the 1-1 service and targeting specific cohorts of service users. Building the confidence and capacity of front line workers to directly support young people and to connect them with Jigsaw. Co-operating and collaborating with a wide range of statutory agencies to strengthen local systems for the delivery of mental health services and supports to young people.

3 Enabling community engagement in promoting positive youth mental health and increasing mental health literacy. Promoting awareness and securing resources to enable the sustainability of the Jigsaw project. Facilitating the active engagement and participation of young people in the ongoing planning, implementation and evaluation of the Jigsaw Meath project. Further responsibilities include: Identify and agree with the staff team, clear actions, responsibilities, targets, and indicators for the delivery of these strategies and plans on an annual and a quarterly basis. Manage the implementation of this plan and facilitate its ongoing review and evaluation in close co-operation and consultation with the Clinical coordinator and other members of the staff team as appropriate. Support and resource the Jigsaw Management Group Work closely with the Clinical coordinator in supporting and resourcing the Clinical Governance group in its governance of the Jigsaw Meath project. Promote the Jigsaw Meath project within the HSE, and within other relevant statutory, community and voluntary agencies and develop and maintain co-operative and collaborative relationships with these agencies. Manage the administration of the Jigsaw Hub and ensure that appropriate equipment infrastructure and staff supports are in place to enable the efficient running of the Hub. Manage the financial administration of the Jigsaw Meath project. Facilitate co-operative working relationships, and develop systems that enable good communication, within the staff team. Identify and document key learnings from the work of the project and participate in Jigsaw Learning Networks to facilitate the sharing of this learning across and between Jigsaw projects. Supervise and line manage the work of non-clinical staff. Work closely with the Clinical Coordinator in the line management and performance management of clinical staff Oversee the inputting of indirect activities data into the Jigsaw Data System (JDS) and facilitate the generation of reports and data from the JDS to inform the ongoing development and evaluation of the project. Identify and develop funding and fundraising opportunities. Develop relationships with a range of stakeholders including philanthropic and business organisations to facilitate the sustainability of the project. Provide relevant information and reports as required by Headstrong, the Jigsaw Meath Management Group and funding agencies. Carry out other relevant duties as assigned by Headstrong and/or directed by the Jigsaw Meath Management Group in relation to the implementation of the local Jigsaw project. KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED Essential Criteria: Qualifications and experience (i) A third level qualification (Bachelor s Degree and/or equivalent) in a business, health including mental health, community development, education, or social science related area. (ii) Full and clean driving license with access to a car as post requires travel And (iii) A minimum of 5 years or more relevant project management experience, inclusive of interagency project management, within a statutory or voluntary organization.

4 The person appointed will be able to demonstrate the following: Knowledge & Experience Experience of developing and managing health, business, education or community development projects and interventions. Experience of working in a collaborative manner across multiple agencies and sectors. An understanding of the issues affecting young people in relation to mental health. Experience of working with young people in a health, or education or community setting is desirable as is an awareness and knowledge of agencies that have a responsibility for working with young people. Knowledge of the relevant local area is desirable. Evidence of knowledge of mental health and related policies and how this impacts on service provision for young people is desirable as is a knowledge of evidence based practices for working with young people. Experience of report writing and formal presentations. Experience of reporting to a Management Group. A sound understanding of the Jigsaw model. Management Skills Excellent project management skills with an ability to plan, prioritise, delegate, measure and oversee activities. Strong leadership skills and vision combined with energy and motivation and the ability to instill belief and desire for success of Jigsaw into those around them. Demonstrate management skills including managing staff, managing budgets, team working, leadership, management of change, negotiation, conflict resolution, innovation, creativity and problem solving skills. Ability to manage relationships and work in partnership with relevant stakeholders and funding bodies to implement the key elements of the Jigsaw Programme. Planning and Organising Demonstrate the ability to think and plan strategically in the process of maximizing the potential health and social gains from the Jigsaw project for the young people of Meath Demonstrate an ability to develop, implement, review and evaluate a project plan in close cooperation and consultation with staff and relevant stakeholders Demonstrate relevant experience/understanding of administering and managing resources within a budget. An ability to develop a clear view and vision of what is required in order to achieve medium term and long term objectives for Jigsaw. Communication and Interpersonal skills Good attention to detail with an understanding of process management. Demonstrate effective communication skills including the ability to present information in a clear and concise manner. Demonstrate strong emotional intelligence and awareness. Awareness of the behavioral traits needed to facilitate a positive and safe for clinical staff. Capable of developing relationships and communicating with relevant stakeholders in order to optimise the potential for effective and efficient service delivery. Ability to communicate, advocate and negotiate on behalf of Jigsaw. Ability to motivate staff and key stakeholders to deliver on the vision, strategy and operational plan for Jigsaw.

5 Ability to provide leadership and sensitively and effectively manage and negotiate difficult situations that may arise over the course of the process. Demonstrate the ability to facilitate and manage groups. Report writing skills and strong IT skills. Ability to work on own initiative.
