1 Chapter-Section Resources in PA TIMES As the flagship newspaper of the American Society for Public Administration (ASPA), PA TIMES covers news in the public administration community and connects ASPA members to emerging trends across the U.S. and around the globe. It features original articles written by public managers and other experts. ASPA Chapters and Sections are offered special resources to promote activities, events and share information with the wider ASPA and PA community within PA TIMES. This guide explains the advertising and marketing resources marketing available to ASPA Chapters and Sections. Any Section or Chapter wishing to make use of these resources must follow the instructions outlined. If you have questions, please contact the PA TIMES editor at 1

2 GENERAL PAPER LAYOUT The PA TIMES has three sections in each issue. Thematic Articles- Each issue of PA TIMES includes at least 10 original articles that discuss the theme of the issue. The theme is a broad public administration topic that is either emerging or trending in the field. Society News - The Society News section of the newspaper features ASPA-specific information, like Chapter-Section News, member spotlight and the President s Column. Recruiter While advertising runs throughout the newspaper, the last two pages are specifically assigned for classified advertising. Vacancy positions are usually placed here. THEMATIC ARTICLES Each issue of PA TIMES focuses on a specific topic/issue within public administration. The editorial calendar released each December for the upcoming year is available at and Questions regarding the editorial calendar or suggestions for topics for the calendar can be directed to the PA TIMES editor at patimes@aspanet.org. TYPES OF ARTICLES Best Practice/Lessons Learned Articles These are articles written about a new program or policy that has worked well (or not) for a federal, state or local government entity. Written as news items, many of these articles are considered for lead articles (i.e., front page one). Articles are between words in length. ASPA members and non-members are both encouraged to submit articles for this area. Special Section Articles/Editorial Calendar Articles should relate to the topics outlined in the editorial calendar. This is a good resource for sections, in particular, to make submissions as topics are general enough to hit several section interests at once. Sections are encouraged to submit point/counterpoint and regular articles for special sections. The PA TIMES editorial calendar can be found online on the ASPA website at Articles should focus on the editorial topic and be between words in length. ASPA members and non-members are both encouraged to submit articles for this area. Commentary Articles These are op-ed type articles. These are accepted on discretion of the editor. Articles are between words in length. ASPA members and non-members are both encouraged to submit articles for this area. International Commentary These articles written about any topic in the international arena the author wishes to discuss. Articles are between words in length. ASPA members and non-members are both encouraged to submit articles for this area. Solutions for Public Managers These are articles written in a how-to manner about any topic. Some past topics have included How to Write a 2

3 Letter of Reference and Benefits of Drafting a Public Relations Strategy. Articles are between words. ASPA members and non-members are both encouraged to submit articles for this area. SOCIETY NEWS Chapters and Sections are encouraged to utilize this section to give information about their activities, including award recipients, programs and announcements of new officers. Listed below are examples of the types of information that would be considered for inclusion in the ASPA TIMES section of PA TIMES. Chapters and sections are encouraged to submit photos along with text. Members on the Move This is an area for ASPA members to let others know about job changes, awards won, etc. Submissions are very brief and should be no longer than 250 words. Chapter/Section News This is an area for chapters and sections to share their news with others. Common submissions are annual awards ceremony pieces, guest speaker pieces, etc. Submissions should be between words. News Article Submission Guidelines Deadline: The deadline for each issue differs. Please review the editorial calendar available on to confirm when articles are due for the issue. Our typical print schedule is below. The highlighted month indicates when that issue is published. Jan/Feb/March April/May/June July/Aug/Sept October & Education Supplement Nov/Dec. Submit articles and questions to: PA TIMES editor at patimes@aspanet.org. Article length: Most articles submitted for Society News should be between words, unless otherwise noted by editor. Submissions should include: Author name, address (for printing and contact), 1-3 line bio. When available, photos and captions for photos should be provided. 3

4 ADVERTISING FREE PA TIMES offers free advertising exclusively to ASPA Chapters and Sections for promotion of their events and relevant vacancies. This arrangement is only applicable to the print and online editions of PA TIMES. For the online edition, advertising will be accommodated when there is not any paid advertising. Chapters and Sections are offered the equivalent of one half page advertisement in PA TIMES print each calendar year. This can be used as a single half-page, two quarter-pages, or four eighth-page ads. The calendar year begins in January and ends in December. The ad space does not roll over but renews each calendar year. Deadline: Advertising deadlines are listed in the editorial calendar. Please view at Sample ad uses: chapter events, section events, membership solicitation, meeting notification, congratulating award winners, etc. Submissions: Complete the included insertion order and submit ad to Tim McCormack with Ascend Integrated Media. Ads should be submitted camera ready otherwise there will be a cost for ad creation. Ad must be submitted by authorized Chapter - Section officer with a completed insertion order for tracking purposes. Free ad space can only be used by or for Chapter/Section related events or initiatives. Free ad space cannot be used by a Chapter or Section for a member s personal or organizational gain. PAID Once the free advertising is used, Chapters and Sections may purchase additional advertising. PA TIMES regular ad rates are available on on the PA TIMES page under Publications. 4

6 ARTICLE SUBMISSION GUIDELIENS Detailed guidelines are available at Author Guidelines When writing your article, please note: Submission format. Articles should be submitted via . Deadline: Please check the editorial calendar listed at under Publications for specific deadlines for each issue. Editors like to remain flexible, if you are close to a deadline please contact the editor to inquire about a possible extension. Article length. Articles must remain within the word limit, unless otherwise advised by editor. Articles grossly violating the length limit will be returned for author revision. Inverted Pyramid. Editors prefer the inverted pyramid style of writing (the way newspaper articles are written) get key points and facts in the first few paragraphs. AP style. The PA TIMES uses AP style in all but noted instances. Author bio. At the end of the story, please include the title, affiliation and an address for all authors of the article so that readers may contact you for more information. References/Bibliography. The PA TIMES does not print references or bibliographies. All citations must be made within the body of the article. For details and samples, see Editorial Guidelines below. Rewriting. Editors may ask for a second draft of a story, particularly if you have not written for the PA TIMES before. This may delay publication of your article. Accuracy checks. Editors expect authors to check all names, titles, dates and facts for accuracy before your story is submitted. Copyright. PA TIMES holds all rights for publication (including publication on the World Wide Web) and all reprint rights. Editorial Guidelines Cutting Text from Articles: The PA TIMES reserves the right to cut text, while retaining article intent and meaning, in order to make article fit space. Any article with more than 500 words cut will be shown to author for approval. Ethnic Descriptions: We do not use ethnic descriptions unless it is relevant to an article s topic. Hyphenate and capitalize African-American. Capitalize Latino, Chinese, American, etc. when referring to a proper noun. Lowercase any other reference. References: The PA TIMES does not print bibliographies or references at the end 5

7 of articles; when quoting or paraphrasing text, citations should be made within the article. All cited titles must list author first and last name. When quoting or paraphrasing the spoken word, please cite speaker first and last name, title and affiliation. Please use the following examples as a guide: o I like the noise of democracy, said James Buchanan, U.S. president. o Legal principles tell individuals the right way to act in order to live with one another, whereas ethical principles, according to Ralph Clark Chandler, in a 1998 International Journal of Public Affairs article titled Conclusion: Exploring the Heart of Civic Darkness, tell individuals the right way to act in order to live with their own consciences. o John Rohr, as stated in his book Ethics for Bureaucrats: An Essay on Law and Values, believes that the answer to the pressure to distort ethics does not lie in always doing the right thing. Publication titles and articles: Newspaper, book, magazine and journal titles are to be italicized. Article titles are to be in quotes (newspaper, magazine, and journal). ARTICLE SUBMISSION DISCLAIMERS The PA TIMES encourages ASPA members and non-members to submit articles and advertising to the PA TIMES. All articles receive fair and unbiased consideration for publication in the paper. Having said that, we must print the following disclaimers: PA TIMES staff makes every attempt to publish submitted articles and advertisements in the issue that authors/chapters/sections request, however, space limits and deadline constraints may make that impossible. In such cases, staff will make a decision about the next relevant issue in which the article can be published. This may include on PA TIMES online. in rare instances, some submitted articles are deemed inappropriate or not of good quality and therefore not printed in PA TIMES. The only set criteria for print consideration are article size and deadline. The remaining three criteria: relevance to topic, quality of writing and interest to readers are subjective. Space constraints and relevance/quality are always issues for PA TIMES therefore, the editorial staff considers all submitted articles for publication, but cannot promise that because an article is submitted it will be published. 6
