2 WHEN ARE BUILDING PERMITS REQUIRED In basic terms, a Building Permit is required t erect, install, extend, alter r repair any building r structure; there are nly a few minr exceptins. As a rule, yu shuld assume a permit is required fr any cnstructin r alteratin t any building r structure. Yu shuld always btain assistance frm Building Department staff befre prceeding. Fllwing are examples f prjects that will require a Building Permit: Cnstructin f a new hme Additin f a carprt, garage, prch r rm(s) t an existing hme Cnstructin r finishing f rms in the basement r attic Any structural wrk including alteratins t interir partitins r the installatin f new skylights, windws r drs Additin f drmer(s) Enclsing a prch r deck Cnstructing a deck that is 2 feet r mre abve adjacent perimeter grade r greater than 108 square feet Raising a huse t prvide a full basement Excavating a crawl space t prvide a full basement Cnstructing r installing accessry buildings such as a garage, tl shed, r playhuse larger than 10 square metres (108 square feet) Adding fireplaces and ther heating appliances Cnstructing chimneys and flues Cnstructing built-up rfs Any interir wrk f a multiple dwelling (cntains mre than ne dwelling unit) that may affect means f egress, fire separatins r access t exits Cnstructing a retaining wall exceeding 1.0 metres in height Installing an abve-grund r an in-grund swimming pl Changes t/installatin f plumbing Insulatin Substantial material alteratin NOTE: All accessry buildings, decks, and similar structures must be lcated n the lt in cnfrmance with the zning by-law even if a building permit is nt required. The fllwing prjects may require a Building Permit, depending n the scpe f the wrk. If yur prject is listed, please discuss the details with Building Department staff prir t starting cnstructin: Repairs r renvatins Replacement f existing windws r drs Repairs t masnry Replacement f siding Alteratins f any kind t buildings designated under the Ontari Heritage Act Re-shingling a rf If these lists d nt include yur prject and yu are nt sure whether a permit will be required, yu are strngly encuraged t review the prpsed prject with Building Department staff befre prceeding. 2

3 PLANNING YOUR PROJECT During the preliminary planning stage f yur prject, yu must determine the zning by-law regulatins that apply t yur prperty. Zning by-laws regulate the use, size, lcatin and types f buildings permitted n prperty in the Twnship. The Twnship f Gergian Bluffs zning by-law cntains a wide variety f land use and develpment regulatins that must be met befre a prperty can be used r a building erected. The regulatins address such matters as: Permitted land uses within different parts f the Twnship Setbacks f buildings frm prperty lines Setbacks f buildings frm lands zned hazardus Building heights (usually frm the grund in frnt f the buildings) Building flr areas (may be defined as minimums r maximums) Lt cverage (usually a maximum percentage f the lt that may be cvered by buildings r ther structures) Accessry uses and buildings (ie. pls and utility sheds) Hme ccupatins and utside strage Required municipal services (water and sanitary sewer services) Parking requirements Sme parts f the Twnship are under the jurisdictin f the Niagara Escarpment Cmmissin thrugh a develpment permit system rather than Twnship zning. In thse areas, a develpment permit must be btained frm the Cmmissin befre a change f use r a building prject can be undertaken. Nte: Prceeding withut a Building Permit is a Prvincial Offence. APPLYING FOR A BUILDING PERMIT An applicatin fr a Building Permit can be btained frm the Building Department at the Twnship Office r frm ur website. This applicatin must be fully cmpleted and signed befre it will be accepted. PAYMENT IS REQUIRED UPON APPLICATION. A cmplete applicatin fr a Building Permit will include: cmpleted applicatin frm, signed by the prperty wner r the wner s authrized agent (usually the general cntractr) cmpleted Energy Efficiency Design Summary (if applicable) tw cmplete sets f cnstructin drawings (ne set returned t yu with permit) building permit applicatin fee (and depsit if a new residential develpment) payment f develpment charges if a new residential develpment payment f any ther charges and fees fr services that may be applicable Water Cnnectin Permit and Plumbing Permit applicatins if cnnecting t municipal water. All cnnectin fees and charges must be paid prir t the issuance f a Building Permit. Please cntact Sheena Wehrle at the Twnship Office with further questins. 3

4 All cnstructin plans must be drawn t scale, fully dimensined and f prfessinal quality. The fllwing utlines the infrmatin requirements fr specific prjects. Many prperty wners find it advisable t hire an architect r prfessinal hme designer t prepare a cmplete set f cnstructin drawings and dcumentatin suitable fr applicatin fr a Building Permit. Cnstructin f a New Huse Site plan, shwing all buildings n the prperty with dimensins, distance t lt lines, lcatin f easements, septic system, well and existing and prpsed lt grades. Lt drainage (cnsult with the Building Department t see if a drainage plan is required) (In plans f subdivisin, a drainage plan must be prepared by a cnsulting engineer cnsistent with the verall grading plan fr the entire subdivisin) Basement plan (fting and fundatin details) including the elevatin f the fting r fundatin relative t gedetic datum r ther pint f reference acceptable t the Chief Building Official. PERMIT APPLICATION REVIEW PROCESS Once yu submit a cmpleted applicatin fr a Building Permit, the applicatin is reviewed by Building Department staff wh assess the applicatin fr cmpliance with the Twnship s Zning Bylaw, cnfrmity with the Ontari Building Cde, service cnnectins, and any ther factrs which might apply t yur specific lt. If, in the prcess f reviewing the applicatin, it is fund that additinal infrmatin is required r that there are crrectins r changes that need t be made, yu will be advised what is required. Yu shuld respnd t requests fr infrmatin prmptly t avid unnecessary delays in btaining yur Building Permit. PERMIT ISSUANCE AND POSTING Once a full review f the applicatin has been cmpleted and the necessary apprvals btained, yur Building Permit will be issued and can be picked up at the Twnship Office. The Building Permit must be psted in plain view n the cnstructin site fr the building inspectr t verify at all times. Yu must als keep a cmplete set f the apprved permit drawings and dcuments n site fr use by the building inspectr. Please read the permit dcuments thrughly befre starting cnstructin. The cnstructin must cmply with the plans and dcuments issued with yur permit. Any changes t the apprved cnstructin drawings must be prvided in writing and apprved by the CBO. Cntact Building Department staff immediately shuld yu decide t mdify the cnstructin plans. Depending n the degree f change, revisins may lead t delays. 5

6 THE CONSTRUCTION MUST BE INSPECTED The building inspectr must ensure that the cnstructin cmplies with the Ontari Building Cde and the drawings upn which the Building Permit was issued. Yu must call fr inspectins when they are required. Mandatry r required inspectins are listed r nted n the permit r ther dcumentatin issued with the permit. A final inspectin is required prir t the refunding f yur building permit depsit (if applicable). It is a vilatin t prceed withut calling fr an inspectin when ne is required. Failure t call fr a required inspectin may result in cmpleted wrks having t be remved in rder t apprve wrk that is hidden, which can cst yu in bth time and mney. A minimum f tw business days is generally required fr an inspectin s it is imperative that yu plan ahead. GENERAL INFORMATION Once a Building Permit has been issued it is yur respnsibility t ensure... Any Welding shall be dne by a certified welder - prf f certificatin will be required. If yu have any questins, call the Canadian Welding Bureau at (705) All setbacks as shwn n the site plan (in cmpliance with the zning by-law) are adhered t. All envirnmental inspectins, ie. water line and sewage systems are cmplete. All rf truss data sheet infrmatin and layut, as well as flr truss shp drawings are submitted with the cnstructin drawings r available n site prir t the framing inspectin. Site Plan A site plan must be submitted detailing setback f all structures frm lt lines (including accessry structures, pls, retaining walls, entrances, wells, septic system, water lines, etc. as applicable. 2. Building Permit Applicatin Must be cmpleted. 3. Cmplete Set f Building Plans Tw cmplete sets f building plans which meet the Ontari Building Cde are required prir t the prcessing f a building permit applicatin 4.
