1 CITY OF NORTH RICHLAND HILLS NEIGHBORHOOD INITIATIVE PROGRAM HOME IMPROVEMENT REBATE POLICY The fllwing plicy applies t the Neighbrhd Initiative Prgram Hme Imprvement Rebate: The purpse f the Hme Imprvement Rebate Prgram is t encurage hmewners t make imprvements t the exterir f their hme including the yard area, enhance the values, imprve living standards and prevent deteriratin f neighbrhds, as well as supprting ur lcal businesses. Exterir imprvements can mtivate surrunding hmewners, as well, and can encurage upkeep f ther hmes and neighbrhds. Prgram Eligibility Requirements: The applicant must meet all f the fllwing criteria: must live in the City Nrth Richland Hills The hme must be single-family and wner-ccupied The hme must have been built n r befre December 31, 1985 The value f the prperty accrding t TAD cannt exceed $130,000 The hme cannt be a mbile hme Applicant must have lived in the huse fr at least ne year Any changes in wner status must be reprted GENERAL 1. Cash rebates under this prgram apply nly t EXTERIOR REMODELING IMPROVEMENTS n single family-detached hmes in the City f Nrth Richland Hills. 2. Rebates equal 50% f the ttal cst f the repairs, up t $3, Fr the purpses f this prgram, the term Applicant shall mean an individual persn (r persns) that is the wner f the prperty listed in Sectin B f the Applicatin. 3. All applicatins must be received prir t any wrk being cmpleted. 4. City staff will nt cnsider applicatins unless applicatins are cmplete and cmply with prgram plicies. Applicatins must be submitted t the

2 Neighbrhd Services Department. Staff will ntify the applicant as sn as staff has verified that the applicatin is cmplete. 5. All applicatins will be reviewed fr apprval by the Neighbrhd Integrity Task Frce (NITF) cmprised f city persnnel frm the City Manager s Office, Neighbrhd Services Department, Ecnmic Develpment Department, Planning and Inspectins Department and Plice Department. 6. Applicant must be willing t allw fr an initial inspectin f prperty by a City Inspectr befre cnstructin begins n the prject. 7. A permit must be btained frm the City s Building Inspectins Divisin, if applicable, prir t beginning wrk, n any prject eligible fr a rebate under this prgram. Nthing in this plicy shall supersede the requirements set frth in the permit. All wrk must be cmpleted within the time alltted under the permit, unless an extensin is sught and granted by the City. 8. All incentives will be awarded n a first-cme, first-served basis and subject t fund availability. The cmpletin date, as set by the final inspectin by the City inspectr, will determine the rder in which cmpleted applicatins will be awarded. See belw fr instructins n scheduling an inspectin at the cmpletin f the cnstructin. 9. All cnstructin must cmply with current City requirements and all permits must be btained in rder t receive rebate mney. 10. Only ne applicatin will be accepted per husehld. 11. If apprved, the cash rebate will nly be paid t the Applicant respnsible fr the imprvements as stated under Applicant Infrmatin. 12. Only imprvements t the exterir f the hme are eligible fr this prgram. 13. Upn cmpletin, the imprvements must be inspected and verified by a City Inspectr in rder t qualify. The imprvement must be scheduled fr inspectin within 7 calendar days f cmpleting the imprvement. The applicatin, receipts, and all ther required dcumentatin must be presented t the City within 30 calendar days f the date f inspectin. In n way will this inspectin serve in lieu f any cde-required inspectin f the hme r be deemed t be apprval f any aspect f the prject. 14. At the time f applicatin, the Applicant s prperty, as identified in Sectin B f the applicatin, must be in cmpliance with all f the City s cdes and rdinances t be eligible t receive a cash rebate. Participatin in this cash rebate prgram des nt affrd Applicants additinal time t cmply with existing cde enfrcement vilatins. 15. If the Applicant is cmpleting the imprvement as part f an insurance claim, the Applicant can use nly the amunt paid ut f pcket as the base-qualifying amunt fr their cash rebate. Fr example, if insurance is paying $20,000 fr replacing a rf and the Applicant adds anther $6,000 fr additinal rfing

3 repairs r ther qualifying imprvements, the amunt used t determine the cash rebate is 50% f $6,000, r a cash rebate f $3, The cash rebate shall be paid in a lump sum t the Applicant nly. Rebate checks will nt be split between different parties nr will checks be pr-rated ver any time perid. 17. Applicant shall nt be eligible t receive any cash rebates if there are utstanding debts wed t the City by the Applicant. 18. T be eligible fr this prgram, Applicants must cmplete all the applicatin requirements. 19. All applicants are encuraged t select cntractrs whse business is lcated in Nrth Richland Hills.. Receipts will be required in rder t receive the incentive bnus. The City will prvide the hmewner with a list f cntractrs. It is the hmewner s respnsibility t d their wn due diligence in determining the right cntractr fr their prject. QUALIFYING IMPROVEMENTS AND UPGRADES (Owners wh select upgraded materials may receive an additinal $200 incentive). 1. Replacement f sffit and fascia a. Must replace with fiber-cement material such as Hardiplank b. Must replace a minimum f 50% t qualify c. Upgrade incentive fr replacing 100% f sffit and fascia 2. Re-shingle rf with 30-year shingles a. Must replace a minimum f 50% f the rf area t qualify b. Upgrade incentive fr replacing rf 3. Replace siding a. Must use fiber-cement material such as Hardiplank a. Must replace a minimum f 50% f the ttal siding area t qualify c. Upgrade incentive fr replacing all siding 4. Replace windws with energy efficient windws a. Must replace minimum f 50% f ttal windws in hme t qualify b. Upgrade incentive with replacement f all windws with energy efficient windws 5. Replace entire driveway with cncrete t city specificatins 6. Replace r repair fence t City specificatins a. Must replace r repair a minimum f 50% f the ttal linear feet f fencing t qualify b. Upgrade incentive fr using steel psts and cedar OR fr using treated wd pickets

Hme additins **Fr renvatins nt listed here, City staff will make an initial recmmendatin f eligibility fr incentives under this prgram t the Neighbrhd Integrity Task Frce (NITF) prir t the Applicant beginning wrk. The NITF will make the final determinatin f eligibility. CASH REBATE: There is n minimum imprvement value t qualify under the NIP Cash Rebate Prgram. The applicant will receive a cash rebate f 50% f the ttal cst f the renvatin, up t $3,000. DOCUMENTATION REQUIREMENTS 1. Fr wrk dne by a cntractr, Applicant must prvide a cpy f the cntract shwing all itemized csts. 2. Fr wrk dne by the Applicant, the Applicant must prvide a signed affidavit stating the qualifying imprvements, the cst f each (cpies f receipts), and the ttal amunt f the qualified imprvements.

5 3. Applicant must prvide a valid Texas driver s license r Texas I.D. card fr identity verificatin purpses. 4. Applicant must prvide befre and after phtgraphs f the imprvements. 5. A cpy f the mst current appraised value f yur hme that includes the date the hme was built, per Tarrant Cunty Appraisal District. GENERAL TERMS AND CONDITIONS Receipt f this applicatin by the City des nt cmmit the City t apprve the applicatin fr cash rebates, r t pay any cst incurred in the preparatin f the applicatin. The award f any cash rebate is at the sle discretin f the City f NRH and the prgram may be suspended r terminated at any time regardless f availability f funds r pending applicatins n file. The City Manager s designee is authrized t mdify the name f this prgram as needed fr marketing r public relatins purpses. All applicatins, and infrmatin cntained therein, that are submitted are subject t disclsure pursuant t the Texas Public Infrmatin Act. The applicant cannt sell their hme within 2 years after receiving their cash rebate check frm the City f Nrth Richland Hills. 6 City inspectin* *Once all imprvements are cmplete, the Applicant must cntact Planning & Inspectins at City Hall t schedule a city inspectin. There is n cst fr this inspectin and it takes apprximately 20 minutes. Please call t schedule the inspectin.
