1 Maritime and Castguard Agency LgMARINE INFORMATION NOTE MIN 494 (M) Revalidating a Certificate f Cmpetency: New Requirements fr Masters and Officers Ntice t all wners, peratrs, managers, Masters (STCW) and fficers (STCW) f merchant ships and yachts. This ntice shuld be read with MGN 9 and replaces MIN 423. This MIN expires 01 August 2015 Summary The regulatins fr the revalidatin f an STCW Certificate f Cmpetency are abut t g ut t cnsultatin. This MIN extends the validity f the infrmatin frm MIN 423, with sme minr amendments and updates t references. 1 Intrductin 1.1 The STCW Cnventin 1978 has been amended by the 2010 Manila Amendments and cntains new requirements fr all seafarers. Seafarers revalidating their Certificates f Cmpetency (CC) will be required t submit additinal evidence t ensure their Certificate is valid fr service n certain types f ships after 31 December Training Requirements 2.1 Deck Certificate f Cmpetency Revalidatin, ECDIS requirements The 2010 Manila Amendments t the STCW Cde bring in the requirement fr Deck Officers wrking nbard ships fitted with an Electrnic Chart Display Infrmatin System (ECDIS) t underg specific educatin and training. As f 1 January 2012 seafarers requiring revalidatin f UK CCs issued in cmpliance with STCW Regulatin II/1, II/2 and II/3 (maintain a safe navigatinal watch; use f ECDIS t maintain safety f navigatin; and maintain the safety f navigatin thrugh the use f ECDIS and assciated navigatin systems t assist cmmand decisin making) need t cmply with the new STCW requirements t ensure their CC remains valid n ships fitted with ECDIS after 31 December

2 Fr the revalidatin f UK CC valid after 31 December 2016, the seafarer must have cmpleted ne f the fllwing: MCA apprved Navigatin Radar and ARPA Simulatr (NARAS)/ Navigatin Aids and Equipment and Simulatr Training (NAEST) (Operatinal Level) curse cmpleted n r after 1January 2005; r MCA apprved NARAS/ NAEST (management level) curse cmpleted n r after 1 January 2005; r MCA apprved ECDIS curse cmpleted n r after 1 January 2005; r An ECDIS simulatr training curse in cmpliance with the current IMO Mdel Curse 1.27 and accepted by the MCA fr the purpse f CC revalidatin nly. Fr a list f MCA apprved and accepted curses please refer t and search MCA Apprved Training Prviders r MCA ATP. The riginal curse certificate must be submitted with the applicatin. Deck Officers nt meeting the abve requirement will receive the fllwing CC limitatin: Frm the 1 January 2017 this certificate is nt valid fr service n ships fitted with ECDIS. Deck Officers may subsequently request the remval f this limitatin by prviding dcumentary evidence f MCA apprved ECDIS training and submitting the applicable fee. 2.2 Engineering Certificate f Cmpetency Revalidatin, High Vltage (HV) requirements The 2010 Manila Amendments t the STCW Cde bring in the requirement fr engineers t underg educatin and training in High Vltage systems, at bth the peratinal and management levels. This requirement cmes int frce n the 1 January 2017 but will affect the revalidatin f Engineering Certificates f Cmpetency (CC) frm 1 January N additinal actin is required fr Engineer Officers wh d nt wrk n and d nt intend t wrk n ships with High Vltage systems. These Engineer Officers will receive the fllwing CC limitatin: Frm the 1 January 2017 this certificate is nt valid fr service n ships fitted with High Vltage (ver 1000V) systems. Engineer Officers wh d nt want this limitatin placed n their CC shuld read the fllwing sectin applicable t their Certificate. Nte: A High Vltage (ver 1000V) system is where vltage is generated and distributed at high vltage r transfrmed t and distributed at high vltage. It des nt include systems where high vltage is utilised lcally e.g. ignitin systems, radi transmissin, radar and ther navigatinal equipment

3 EOOW CC Reg. III/1 (Operatinal Level) T avid having the High Vltage limitatin, Engineer Officers f the Watch will need t shw cmpliance with the 2010 Manila Amendments. In additin t the current revalidatin requirements, they will have t prvide dcumentary evidence f: cmpletin f High Vltage (HV) curse(*); r cmpletin f the fllwing sea service in the engine rm n vessels fitted with HV systems; 6 mnths in the preceding five years; r 3 mnths sea service during the last twelve mnths. Sea service evidence shuld be prvided in the frm f a cmpany letter signed by an authrised fficial within the cmpany. Secnd/Chief Engineer Officer CC Reg. III/2 and III/3 (Management Level) T avid having the High Vltage limitatin, Senir Engineer Officers will need t shw cmpliance with 2010 Manila Amendments. In additin t the current revalidatin requirements, they will have t prvide dcumentary evidence f cmpletin f High Vltage (HV) curse (*). * High Vltage Curses Curses previusly undertaken prir t 1 July 2013 d nt need t be MCA apprved but yu must prvide dcumentary evidence cnfirming the curse cvers at least the fllwing tpics: At the peratinal level; The hazards assciated with High Vltage systems; The functinal, peratinal and safety requirements fr a marine highvltage system; Basic arrangement f High Vltage systems and their prtective devices; Safety prcedures related t High Vltage systems; and Immediate actins t be taken under fault cnditins. At the management level: The functinal, peratinal and safety requirements fr a marine highvltage system; Assignment f suitably qualified persnnel t carry ut maintenance and repair f high-vltage switchgear f varius types; Taking remedial actin necessary during faults in a high-vltage system; Prducing a switching strategy fr islating cmpnents f a high-vltage system; Selecting suitable apparatus fr islatin and testing f high-vltage equipment; - 3 -

4 Carrying ut a switching and islatin prcedure n a marine high-vltage system, cmplete with safety dcumentatin; and Perfrming tests f insulatin resistance and plarizatin index n highvltage equipment. The riginal certificate and curse syllabus must be submitted with the applicatin. Vltage curses cmpleted after 1 July 2013 must be MCA apprved. High Engineer Officers may subsequently request the remval f the High Vltage limitatin by prviding dcumentary evidence f a MCA apprved High Vltage training and submitting the applicable fee. 2.3 Updating-Refresher Training Requirements The 2010 Manila Amendments t the STCW Cde bring in new requirements fr seafarers required t hld any f the fllwing safety training curses: Persnal Survival Techniques (STCW Table A-VI/1-1) Fire Preventin and Fire Fighting (STCW Table A-VI/1-2) Prficiency in Survival Craft and Rescue Bats Other Than Fast Rescue Bats (STCW Table A-VI/2-1) Prficiency in Fast Rescue Bats (STCW Table A-VI/2-2) Advanced Fire Fighting (STCW Table A-VI/3) There is n requirement t prvide dcumentary evidence fr having cmpleted updatingrefresher training if a seafarer applies fr CC revalidatin befre 1 January Seafarers revalidating their Certificates f Cmpetency (CC) after 1 January 2017 will be required t submit dcumentary evidence f having cmpleted MCA apprved updatingrefresher training. Frm 1 January 2017 Prt State Cntrl Officers may require seafarers t prvide dcumentary evidence f having maintained the required standard f cmpetence, t undertake the tasks, duties and respnsibilities listed abve. Presenting the dcumentary evidence btained n cmpleting an MCA apprved updating-refresher curse will meet this requirement. Details f updating-refresher training are published in MIN Leadership and Management Requirements The 2010 Manila Amendment t the STCW Cde brings in new requirements fr leadership and management. Additinal educatin and training in human element, leadership and management will be intrduced int the UK Certificatin structure befre 1 July Seafarers meeting the current Certificate f Cmpetency revalidatin requirements will nt need t undertake the additinal training in rder t revalidate their existing Certificate f Cmpetency. Candidates fr new Certificates f Cmpetency, and thse upgrading t the next level will be required t undertake the new training in full. Fr further infrmatin please refer t MIN

Tanker Endrsement Requirements 3.1 The 2010 Manila Amendments define cntinued prfessinal cmpetence fr seafarers revalidating tanker endrsements under Regulatin I/11 as: Apprved seaging service, perfrming duties apprpriate t the tanker certificate r endrsement held, fr a perid f at least 3 mnths in ttal in the prceeding 5 years; r Successfully cmpleting an apprved relevant training curse r curses. As f 1 January 2012 seafarers revalidating tanker endrsements, in additin t the current revalidatin requirements, must prvide evidence f apprved tanker sea service apprpriate t the endrsement(s) in their CC. Evidence must be submitted in the frm f riginal sea service testimnials r an riginal MCA apprved curse certificate as per MGN 9. Fr an Oil Tanker endrsement t be revalidated the seafarer must submit dcumentary evidence f 3 mnths f sea service n bard an Oil Tanker. Fr a Chemical Tanker endrsement t be revalidated the seafarer must submit dcumentary evidence f 3 mnths f sea service n bard a Chemical Tanker. Fr a Gas Tanker endrsement t be revalidated the seafarer must submit dcumentary evidence f 3 mnths f sea service n bard a Gas Tanker. Fr a Vegetable Oil Tanker endrsement t be revalidated the seafarer must submit dcumentary evidence f 3 mnths f sea service n bard a Vegetable Oil Tanker. Seafarers unable t prvide evidence apprpriate t a tanker endrsement in their CC, but able t demnstrate the current revalidatin requirements fr tanker endrsements, will have that tanker endrsement revalidated until 31 December Depending n the tanker endrsement(s) that cannt be revalidated past 31 December 2016 they will receive the apprpriate limitatin(s) in their CC: Frm the 1 January 2017 this certificate is nt valid fr service n *Oil/Chemical/Gas/ Vegetable Oil Tankers * Include as apprpriate Seafarers may subsequently request the remval f the tanker limitatin by prviding dcumentary evidence f apprved training r apprpriate sea service and submitting the applicable fee. 4. Sea Time Requirements 4.1 In additin t sea time requirements listed in MGN 9 the 2010 Manila Amendments allw Certificates f Cmpetency t be revalidated if the seafarer has apprved sea ging service, perfrming functins apprpriate t the certificate held fr a perid f at least: Three mnths in ttal during the preceding six mnths immediately prir t revalidating. In additin t the current revalidatin requirements, seafarers prviding evidence f three mnths sea service within six mnths immediately prir t their applicatin will be eligible fr revalidatin. 5. Validity Perids 5.1 The 2010 Manila Amendments allw an applicatin fr revalidatin f a Certificate f Cmpetency (CC) made within six mnths f the certificate expiry date t be revalidated until the fifth anniversary f the certificate expiry date

6 Prviding the current revalidatin requirements are met, Certificates f Cmpetency received fr revalidatin within a perid six mnths prir t expiring shall be revalidated until the fifth anniversary f the current CC expiry date. Certificates received utside f this six mnths perid will be revalidated fr five years frm the date f revalidatin.
