2 Bureau f Indian Affairs Divisin f Safety and Risk Management Final Safety and Health Inspectin and Certificate f Occupancy Guidelines Final Safety and Health Inspectin 25 IAM, and BIA Safety and Health Handbk, Tpic 26.B.1 and Assistant Secretary Indian Affairs December 7, 1993 Memrandum (Subject: Facilities Cnstructin and Operatins and Maintenance Funding): Divisin f Safety and Risk Management r its authrized representative shall inspect the facility after cnstructin t verify it meets applicable cdes and standards. Final Safety and Health Inspectin Prcedures Request fr final inspectin and Certificate f Occupancy must be cmpleted using the Request fr Final Inspectin/Re-Inspectin and Certificate f Occupancy frm (Exhibit 1) by the Office f Facilities Management and Cnstructin (OFMC) prject manager, OFMC versight persn, r OFMC reginal prject manager verifying that all wrk is cmpleted and that all systems i.e., fire alarm, sprinkler, emergency systems, HVAC, water systems, elevatr, pressure vessels, etc., are fully peratinal and tested, and all required certificatins have been submitted t the Divisin f Safety and Risk Management (Authrity Having Jurisdictin). DO NOT cntact the Reginal Safety Manager r Agency Safety Officer r thers requesting fr final inspectin. Request fr final inspectins r re-inspectins shall be t the Divisin f Safety and Risk Management thrugh the prject manager. Divisin f Safety and Risk Management may delegate the final inspectin t the Reginal Safety Manager as its authrized representative. Minimum request time is 2 weeks. If the inspectr arrives at the site and the wrk is nt cmplete, the inspectin will be rescheduled nce the prject manager certifies all wrk is cmpleted. Upn cmpletin f the final inspectin, a Final Safety and Health Inspectin Reprt will be transmitted t the Chief, Divisin f Design and Cnstructin and a cpy f the reprt transmitted t the OFMC Prject Manager r OFMC versight persn. If serius vilatins are fund, written certificatin by the prject manager certifying that the deficiencies have been permanently crrected, is required befre a re-inspectin can be cnducted r the certificate f ccupancy can be issued. Manufacturer s literature and instructin describing prper peratin and maintenance f equipment and devices installed. (NFPA 13, 24.4(1)) (Examine n site) 4. Publicatin NFPA 25, Standard fr the Inspectin, Testing and Maintenance f Water- Based Fire Prtectin Systems. (NFPA 13, 24.4(2)) (Examine n site) FIRE DETECTION ALARM SYSTEM 1. Written statement that the system has been installed IAW apprved plans and tested IAW manufacturer s specificatin and NFPA requirements. (NFPA 72, ) 2. Recrd f Cmpletin. (NFPA 72, ) 3. Owner s Manual and installatin instructins cvering all system equipment. (NFPA 72, (1)) (Examine n site) 4. Recrd drawings. (NFPA 72, (2)) (Examine n site) ASBESTOS (Educatin Facilities) 1. The Chief, Divisin f Safety Management and Risk Management, is delegated the jurisdictinal authrity fr: (a) develping regulatins and prcedures; (b) interpreting; (c) implementing, and enfrcing the Bureau's Safety and Health Inspectin Prgram. The psitin is the "Chief Building fficial and Authrity Having Jurisdictin" fr cdes, standards, regulatins, and guidelines adpted by this Handbk. Building Cnstructin and Safety Cde - NFPA 5000, , Certificate Requirements: N building hereafter erected, altered, r relcated r fr which a change f ccupancy has been made, shall be used in whle r part until a certificate f ccupancy has been issued by the authrity having jurisdictin certifying that the building and ccupancy are in accrdance with the prvisins f the Cde and all ther laws and regulatins applying theret. When the building r part theref cmplies with the prvisins f all pertinent laws and regulatins, the authrity having jurisdictin shall issue the certificate f ccupancy fr the building r part theref. Building Cnstructin and Safety Cde - NFPA 5000, , Temprary Certificate f Occupancy: A temprty certificate f ccupancy shall be permitted t be issued by the authrity having jurisdictin.
