3 1 About the Toolkit The Metropolitan Planning Strategy Conversation Toolkit (the Toolkit) is designed to assist individuals and groups to participate in the development of the Metropolitan Planning Strategy. The Toolkit is one of the opportunities for people to provide their feedback on the Discussion Paper by encouraging thoughtful, informed dialogue about planning for Melbourne s future. The Toolkit has been designed to allow groups of community members to host their own discussion about planning for Melbourne s future. The Toolkit includes a how to guide and instructions about how to submit the feedback and ideas collected. Feedback is requested to be submitted by 5pm Thursday 28 March Once you have read this guide and have decided to host a consultation, please register your event and download the workbook from the Plan Melbourne website 2 About the Metropolitan Planning Strategy The Victorian Coalition Government is currently preparing a new Metropolitan Planning Strategy (MPS). The purpose of the MPS is to provide a blueprint to guide Melbourne s future over the next years. A draft MPS will be released in mid 2013 and a final strategy will be released later this year. The strategy will ensure that the valued aspects of Melbourne are protected whilst allowing for future needs, including housing choice, transport and accessibility, economic growth, environmental protection, infrastructure, community facilities and services. In October 2012, the Planning Minister released a Discussion Paper, Melbourne let s talk about the future for consultation and to assist in seeking a wide range of views about the development of the MPS. The Discussion Paper contains nine Strategic Principles which are guiding the thinking and development of the MPS. The Discussion Paper raises 16 ideas and poses ten questions for the community to consider. The Discussion Paper is available on the Plan Melbourne website Why is the Metropolitan Planning Strategy relevant to me? Melbourne is growing and changing. We need a strategy that guides change to ensure Melbourne continues to meet a wide variety of needs and lifestyles while remaining one of the most liveable cities in the world. We all have a role to play as individuals, corporations, organisations, clubs, groups, local government and state government to ensure the attributes of our city we love, including its values and personality, are preserved and celebrated for the future. How can I contribute to the Metropolitan Planning Strategy? The role of the consultation process is to ensure that information is gathered from all Victorians who want to participate. We would like to hear what you think of the ideas presented in the Discussion Paper and your other ideas on planning for Melbourne. While there may be different views about how to shape the city, we will need to work together to plan the best future. 1 Melbourne, let s talk about the future: Conversation Toolkit
4 You can contribute to the MPS in the following ways: Host a community consultation event. Community consultation events provide an opportunity for people to provide their feedback on the Discussion Paper at a convenient place. This Toolkit has been designed to help guide your consultation. Once you have held your event, submit your feedback by filling out the workbook. Feedback is due 5pm Thursday 28 March Make a formal submission. A formal submission is designed to capture feedback through a series of questions about what we want to achieve, what needs to change and how to make it happen. A submission template may be downloaded from Submissions are due by 5pm Thursday 28 March Register to attend an event. During February and March 2013 the State Government will be hosting consultation forums to explore some of the ideas presented in the Discussion Paper. We are seeking representation from a cross section of the community, business, industry and planning professionals. To register your interest visit Join the online discussion. The online forums provide an opportunity for you to share your thoughts and ideas with other Melburnians and to hear their views. Visit to join the discussion. 3 Hosting a community consultation event Individuals and groups are invited to host community consultation events. You may wish to consult with any existing group you belong to (for example a book club, Rotary, sports club), with neighbours, or you may like to reach out to some people you don t know. There is no limit to the number of events that can be held, however feedback must be submitted by the deadline. Consultation can take place wherever people can gather: offices, schools, libraries, community centres, sports pavilions, parks or places of worship. You should choose a location that is comfortable and accessible. Community consultation should be held at a neutral location so that all participants feel at ease with the process. Accessibility and special needs should also be considered (ie. wheelchair access, language, transportation). Determine the time period a three-hour maximum is recommended. While consultation can happen in groups of any size, small groups of six to eight usually work best. Larger groups can be divided into smaller groups to encourage active participation by all. Questions to ask Design your community consultation event using the workbook provided. What do you think of the idea of identifying and reinforcing employment and innovation clusters across Melbourne? What is needed to support growth and development in regional cities? What do you think of the idea of a 20 minute city? How can established suburbs accommodate the needs of changing populations and maintain what people value about their area? How do we ensure a healthy and sustainable environment for future generations? Making it happen Question 9 Question 10 What do you think about the possible ways of funding infrastructure? How can all levels of government, business and community work together to create the city you want? Support and reimbursement There is support available to undertake community consultation events. If you require a facilitator or reimbursement to cover reasonable costs associated with hosting an event, please advise when you register your event. Resources can be provided to support venue hire, accessibility needs or a translator. To access support you will need to first register your consultation event and discuss the support you may require. 6 Checklist and tips Prepare for your consultation Register your consultation event on the Plan Melbourne website and download the workbook. Discuss your consultation and possible reimbursement for items such as venue hire, accessibility needs or translators by calling Amy Simpson on or Find a suitable space and date to host your consultation event. Invite your participants and send out invitations. Call or participants a few days before the event to remind them. Request copies of the Discussion Paper to be available at your event by contacting Amy Simpson on or planmelbourne@dpcd.vic.gov.au. Encourage your participants to watch one of the Plan Melbourne YouTube clips available at Design your consultation Familiarise yourself with the Discussion Paper. Design your consultation around the Discussion Paper questions. Have a copy of the workbook to help you to record your feedback. Nominate who will record the discussion. Host your consultation event Set the room up so that everyone can make eye contact with each other. Give everyone a nametag if people do not already know each other (use first names). Ensure you have pens, paper and other tools for recording the feedback. Hold the discussion and record the comments using the workbook. After the consultation event Inform participants about how to make individual formal submissions and the other ways to have their say.
