3 Program Partners Specifically CILTA works to: Involve people as members and professionals in T&L. T&L continues to change and grow quickly. Our freight logistics is already about 14.5% of Australian GDP and employs about 1.25 million workers while passenger Transport has a direct, positive impact on the liveability of our towns and cities and on the growth of our economy. CILTA challenges members to get involved and play their part in shaping the future through our events, networking functions, surveys and seminars and our various working groups and committees. Inform - As T&L grows in complexity knowledge becomes more important than ever. CILTA keeps members informed about the critical issues, emerging trends, international and local developments and about the people in T&L who are making a difference via daily RSS newsfeeds, weekly updates, monthly e-newsletters, and access to the on-line International Knowledge Centre, research reports and seminars as well as with social media. Recognise - Skills, experience and training count. The CILTA Membership levels provide important recognition of the skills and experience of members as they progress in their careers. Exceptional achievement is then recognised by the awarding of the Certified Practicing Logistician (CPL) and Certified Transport Planner (CTP) accreditations and through our prestigious annual National T&L Industry Excellence Awards. Develop - CILTA supports lifelong learning and the development of people through short courses, mentoring programs and qualifications, many of which have both an Australian and an international level of recognition. CILTA offers membership to all levels of professional involvement within the Industry starting with the student or affiliate membership. This is available for $40.00 p.a. If Cadets choose to join CILTA, the membership fee will be borne by the cadet. Joining CILTA is not mandatory. 5 Executive Summary The TDT Victoria Cadetship in Logistics Program was developed in collaboration with the Transport and Logistics Industry to encourage young people into career paths in the sector. The Transport and Logistics Industry is rapidly growing with the freight task in Australia alone predicted to double by There are many career opportunities for young people entering the industry. As the current ageing workforce is increasingly lost to retirement, TDT Victoria is committed to developing and fostering an up and coming workforce to forge the industry ahead in years to come. The program is also open to existing workers who may be eligible or wish to complete either qualification. TDT Victoria and Kangan Institute welcome any discussions with companies concerning eligibility and incentives in to education and training pathways. There are many exciting and developing prospects available in the sector making the industry an excellent career choice for school leavers to pursue. Future supervisors and managers skilled in logistics will have a breadth of opportunities available in areas as diverse as shipping, warehousing, retail supply chain, international logistics and air cargo. The logistics industry is amongst the top 10 employers in the country and is set to significantly expand throughout the world. This means that there are significant employment opportunities for qualified students as logistics practitioners within a range of business activities. 7 How the Cadetship Works The cadets, recruited by TDT Victoria and Kangan Institute, are employed by industry and will be required to complete their Certificate IV and Diploma of Logistics in two years. During this time the cadet will be rotated through various roles within the business and gain valuable experience and exposure to various areas within the business. The cadet s employment is not restricted to the term of the program. Each organisation is unique and will organise the rotations to give the best and most appropriate experience to the cadet. Cadets are paid at least the minimum wages listed, and are entitled to four weeks annual leave and sick leave. Cadets are released from their work role for paid study leave. All off-the-job training is conducted by Kangan Institute. The training supports the type of roles the cadets undertake in the workplace. Cadets attend eight x 1 - week study blocks in year 1 and 2. Year 1 covers the Certificate IV in Logistics and year 2 covers the Diploma of Logistics. If however an employer believes their potential cadet(s) is more suited to enter at the Diploma level, this may be possible. TDT Victoria manages the program. This includes vetting applications, conducting initial interviews, recruiting cadets, matching cadets to participating companies and conducting regular meetings with companies and training providers, as well as dealing with any issues that may arise. TDT Victoria is looking for people who have completed either VCE or VCAL to participate in this program. 8 Cost Expenditure Chart Cadet 1: over 2 years $ Certificate IV in Logistics 1, Dual Diploma 3, Recruitment Fee 2, Project Management Fee 3, Salary Year 1 30, Salary Year 2 32, Gross Payment 72, Government Rebates 4, Nett payment 68, # If a company nominates a current employee to participate in the cadetship program, the recruitment fee is waved. Roles in the Cadetship Program This section identifies all the significant parties involved in the TDT Victoria Logistics Cadetship Program and outlines their key roles and responsibilities. TDT Victoria TDT Victoria manages and oversees the training program and works in collaboration with employers and their cadets, Kangan Institute and the relevant Government training authorities. TDT Victoria in conjunction with Kangan Institute, recruits cadets and places them with suitable companies that are participating in the TDT Victoria Logistics Cadetship Program. The Employer Companies participating in the TDT Victoria Logistics Cadetship Program are the direct employers of the cadet in their organisation. The employer engages a cadet or cadets rotating them through various roles within the business (if available) to gain a broader knowledge of the industry and to complete their Certificate IV and Diploma qualifications. The employer also provides an appropriate mentor for the cadet. The employer will be visited and consulted with throughout the two year program. We also encourage the participating businesses to be guest speakers as part of the cadets training program. 8 TDT Victoria Logistics Cadetship Program 2013
9 The Cadet Cadets embark on a two year program (subject to business requirements) in which they are employed by a participating company to work within the organisation and undertake the Certificate IV and Diploma of Logistics. Cadets are employed directly by the company. As employees; the cadets are subject to the standard terms and conditions of employment. The Training Provider Kangan Institute s key role is to deliver the Certificate IV and Diplomas of Logistics and Sustainability to the cadets. The training co-ordinator (Ian Burns) manages the delivery of the qualifications and is the key contact for cadets, employers, mentors and TDT Victoria in relation to all aspects of the training program. The majority of training and assessment will occur in an off-the-job environment and is organised within study blocks at the provider s facilities. The assessment process is tailored to the TDT Victoria Logistics Cadetship Program training regime and is in-line with the standards and expectations of the industry. The assessment material covers theoretical and practical applications. The material is reviewed every year for accuracy and currency, so it is aligned to both industry and educational standards. To further enhance the professionalism and rigour of the teaching program, Kangan Institute has a strong focus on quality and industry standards. It utilises professional speakers from industry areas such as: Major logistics providers Sporting / catering venues Warehouse and distribution companies Recruitment companies Procurement specialists Supply Chain specialists Information Technology consultants As part of the program, Kangan Institute organises excursions to various sites within the Greater Metropolitan Melbourne area. Kangan is also engaged with industry professional organisations such as CILTA, which enables the student to participate in a variety of professional development activities. Kangan can also provide advice and the structure for pathways into higher education, for those students that wish to continue their education. 9 TDT Victoria Logistics Cadetship Program 2013
10 During 2012, Ian Burns organised a logistics seminar on the challenges of dealing with oil shortages in the future. This seminar was organised on behalf of Kangan Institute, The Chartered Institute of Logistics Australia and TDT Victoria. This seminar was organised to engage younger members of the Logistics Community and introduce them to senior Logisticians, Members of the Education Fraternity and Industry specialists. The evening was held at the Department of Transport in Melbourne and was attended by a number of students and representatives from various educational providers and business men and women.
