The wrkgrups will reprt t the Gal Leads wh will crdinate with the R&D Deputies Cmmittee. Area wrking grups will leverage existing gvernment crss-agency bdies t crdinate and implement plans including the Interagency Wrkgrup fr Technlgy Transfer (IAWTT), the Federal Labratry Cnsrtium fr Technlgy Transfer (FLC), and the Small Business Innvatin Research (SBIR) Prgram Managers Wrkgrup (SBIR PM WG). 3

4 Prgress Update Cntext The Federal Gvernment will spend $138 billin n R&D during FY This R&D is cnducted primarily at universities and federal labratries. This investment supprts fundamental research that expands the frntiers f human knwledge, and yields extrardinary lng-term ecnmic impact thrugh the creatin f new knwledge and ultimately new industries ften in unexpected ways. The federal R&D enterprise must cntinue t supprt fundamental research that is mtivated primarily by ur interest in expanding the frntiers f human knwledge, and diffusing this knwledge thrugh pen data and publicatins. At the same time, sme research discveries shw near-term ptential fr cmmercial prducts and services, and the purpse f this Crss Agency Pririty Gal is t accelerate these prmising technlgies frm the labratry t the marketplace. Implementatin framewrk This actin plan is a flexible framewrk, calling n agencies t tailr and priritize Lab-t-Market activities specific t their missins, capabilities, and authrities. Agencies are likely t have different levels f participatin in the elements f this actin plan, and may als identify ther initiatives that are agencyspecific. Implementatin must be infrmed by engagement with relevant stakehlders, including small businesses, large cmpanies, technlgy investrs, state ecnmic develpment rganizatins, universities, researchers, and federal labratry cntractrs. 4

5 Milestnes met in Q1 f FY 2015 I-Crps A ttal f 421 teams cmpleted the NSF Innvatin Crps (I-Crps ) immersin curse thrugh Q1 f FY 2015, with participatin by 7 university Ndes. The CDC is participating in the Atlanta Science Festival t ffer science, technlgy, engineering and math educatin and entrepreneurship training t K-12 students, and CDC is wrking t expand a strategic partnership with the VentureLab at Gergia Tech t hst I-Crp training fr SBIR grantees and CDC I-Fund awardees. The DOE natinal labratries participating in the Lab-Crps Pilt cmpleted their bservatin f the I-Crp winter chrts this mnth, in rder t gain expsure t the existing I-Crp mdel. Lab-Crps team recruitment is nging, with the first teams t be selected by April 30, Three Lab-Crps teams will participate in the existing I-Crp Energy and Transprtatin Reginal Prgram at the University f Michigan in May-June, in rder t gain additinal insight int necessary mdificatins fr the Lab- Crps curriculum and t train Lab-Crps instructrs. The full, custmized Lab-Crps training will begin in Octber 2015, including at least seven teams. Additinal teams may als participate, supprted by the Office f Energy Efficiency and Renewable Energy (EERE) Technlgy Offices and/r independent natinal lab funding. USDA is wrking with I-Crp t develp a new apprach using a team cmpsed f a USDA scientist, a pst dc and a tech transfer prfessinal t lk at finding either a research partner r a licensee t a USDA technlgy, and expanding the Agricultural Research Partnerships netwrk f netwrks t include mre than 30 players in the innvatin ecsystem, include venture capital firms, ecnmic entities and manufacturing and extensin prgrams t extend the reach f USDA tech transfer effrts. Tw USDA institutes, the Natinal Institute f Fd and Agriculture and the Agriculture Research Service, are explring I-Crp expansins within their ffices. Start-Ups & Challenges: USDA is wrking n develping an agricultural cmmercializatin and entrepreneurship challenge fr middle and high schl students and cntinues t wrk with the Agricultural Technlgies Innvatin Partners Fundatin n tw lng term prjects with industry partners alng. 11 startups were created in the NIH Breast Cancer Startup Challenge, and NIH launched its secnd challenge, the Neur Startup Challenge. 5

6 Milestnes met in Q1 f FY 2015 Data Calls: User Facility Data-Call - In late 2014 the Office f Science annunced its intentin t create an annual cllectin f user facility users/prjects infrmatin, with a subset f that infrmatin being psted n the Office f Science website, starting with FY 2015 prjects. In additin the Office f Science slicited summary infrmatin regarding the number f users per institutin fr FY 2013 and FY The Office f Science received that infrmatin in mid-january and is wrking t analyze it with a gal f psting infrmatin n its website in 2Q f FY Technlgy Transfer Wrking Grup (TTWG) Data Call - DOE launched their annual labratry data call n Octber 20, Data cllectin is 90% cmpleted. Labratry data and success stries will be submitted t NIST, Technlgy Partnership Office and published in the annual Federal Labratry Technlgy Transfer (TT) Reprt t the President and Cngress. This reprt fulfills the requirement f Title 15 f the United States Cde, Sectin 3710(g)(2), fr an annual reprt summarizing the use f technlgy transfer authrities by federal agencies. Cntracts Data Call - DOE launched a data call n December 1, 2014 t cllect data related t Cperative Research and Develpment Agreements, Wrk fr Other (WFO), and Agreement fr Cmmercializing Technlgy (ACT) cntracts frm natinal labratries. Data has been received frm all labratries and is currently being reviewed. There were tw requests cmbined in this data call. The purpse f ne request is t address DOE s Energy Plicy Act 2005 reprting requirements fr 2013 and 2014, and t supprt EERE and DOE headquarters planning. The purpse f the ther request is t pilt a new set f metrics regarding cntract wrk, specifically addressing technlgy type and reginal lcatin (zip-cde) fr Cperative Research and Develpment Agreements (CRADAs), nn-federal WFOs and ACT cntracts. The results will be used as input t the TTWG metrics team in develping the 2015 data call, and may als be included in the 2014 TT reprt t Cngress. In June 2014, the I-Crps at NIH funding pprtunity annuncement was released. After a cmpetitive internal review, $25,000 was awarded t each f 19 SBIR/STTR Phase I grantees (via the Administrative Supplement funding mechanism) frm the fllwing fur NIH Institutes: the Natinal Cancer Institute; the Natinal Heart, Lung, and Bld Institute; the Natinal Institute f Neurlgical Disrders and Strke; and, the Natinal Center fr Advancing Translatinal Sciences. 6

7 Milestnes met in Q1 f FY 2015 Reprts: Technlgy Transitins in Quadrennial Technlgy Review (QTR) DOE is preparing its secnd QTR and its first Science and Energy Plan (SEP). Ellen Williams, Advanced Research Prjects Agency-Energy Directr and Senir Advisr t the Office f the Secretary f Energy, cmmissined the TTWG Subcmmittee n Essential Practices in Managing Labratry Technlgy Transfer Prgrams t prvide input t the DOE s QTR Crdinatin Grup fr the 2015 QTR and t DOE s Science and Energy Plan (SEP) Crdinatin Grup fr cnsideratin in its develpment f the 2015 SEP. The cmmittee s gal is t prvide actinable recmmendatins t the department, the Office f Technlgy Transitins (OTT), and the natinal labratries that will result in increased impact frm the natin s investment in natinal labratry research and develpment. Resurces: The NIH CRADA Builder tl is in beta testing. This tl culd simplify the prcess f building agreements between labs and entrepreneurs. A Tech Transfer Playbk highlighting successful ideas and actins f the federal tech transfer cmmunity was drafted and revised thrugh varius agency grups. Lng Term prject fr the develpment f DOE Tech Transitins Website: gals are effective cmmunicatin f DOE s activities, custmer service, data and applicatin sharing frm Lab TT sites, represent wider strategic/reginal ecnmic activities f Labs and all f DOE s prgrams, and increase custmer relatinship management and reprting. The Office f the Under Secretary fr Science and Energy has established the OTT, t prvide the necessary central definitin f visin, gals, and accuntability management in technlgy transitins activities frm acrss DOE. Office is due t launch in Q2 f FY 2015 in tandem with the launching f a new DOE Central TT website at Energy.gv. Small Business Partnerships: Five Interagency Plicy Cmmittee Reprts n the state f the SBIR prgram were cmpleted and submitted t US Cngress September/Octber 2014: SBA jumpstarted discussins with the Eurpean Unin Science and Technlgy Cuncil n Crss-Cllabrative Opprtunities. Initial Sympsium held at the Embassy f Italy in Nvember The fall Natinal SBIR/STTR (Small Business Technlgy Transfer) Cnference cnvened with great success and interest in Austin- Texas resulting in greater awareness amng thusands f innvatrs in the greater Austin regin. The SBIR.gv website refresh is in beta-testing phase and due fr a spring release, and the SBIR Rad Tur will kickff n March 24th with a series f utreach effrts t underrepresented cmmunities ( 7
