1 Nurse Program Coordinator, Pregnancy-Related Depression GENERAL STATEMENT OF DUTIES Performs professional, supervisory and administrative work in the daily planning, development, implementation and management of the assigned Maternal and Child Health programs. Coordinates agency and community activities and assesses community needs relative to the services provided by the Tri-County Health Department, including the development and implementation of projects, planning and administrative work. REPORTING RELATIONSHIPS Supervision Received: General supervision is provided by a Nursing Manager, Associate Director of Nursing or Director of Nursing. Supervision Exercised: May provide direct and indirect supervision through second-level supervisors, employees, and functions within selected nursing programs. Oversees policy and procedure standards and evaluates performance of direct reports and program operations of Pregnancy-related Depression Project. Recommends and administers actions impacting employee pay and status, hiring and discipline. May act as a resource or expert in program areas providing technical guidance and education to less experienced staff. DISTINGUISHING CHARACTERISTICS The Pregnancy-related Depression (PRD) Program Coordinator is a unique position that provides overall leadership and supervision to selected program(s) within the agency and the community. ESSENTIAL DUTIES Any one position may not include all of the duties listed, nor do the listed examples include all tasks, which may be found in positions of this class. The Tri-County Health Department retains the right to modify or change the duties or essential and additional functions of the job at any time. Oversees development of all staff program and contract personnel, including orientation, in-service training. Coordinates and conducts staff trainings, instruct staff in the methods, techniques, procedures, and protocols utilized in assigned programs. Ensures compliance with program guidelines and objectives. Assesses community needs, assists with development of program objectives, and evaluates outcomes. Page 1
2 Responsible for monitoring compliance with program contracts, monitors budgets, expenditures and billing processes of assigned program. Assists in program evaluations and makes recommendations to nursing administration concerning planning activities; recommends program and policy changes. Participates in local, state and community boards and other community outreach activities to promote understanding and support of public health programs and to promote local, state and national standards. Collaborates with professional and community groups to develop goals and increase access to public health programs. Coordinates and integrates program activities with other nursing programs, TCHD divisions, allied agencies, service providers, and community groups. Provides consultation, leadership and management in specialized program areas. Provides technical expertise to TCHD staff in the interpretation of program policy, procedures, and protocols. Participates in nursing, emergency preparedness and other program staff team conferences in order to provide expertise and coordination of activities. ADDITIONAL DUTIES Participates in various committees and boards related to mental health in women of reproductive age Assists Maternal and Child Health Medical Home Project Coordinator/Program Coordinator in the development of performance measures and quality improvement Responsible for development and implementation of the TCHD Pregnancy-related Depression Project Action Plan Supports TCHD and community partners related to specific projects. May engage in specialized programs, projects, and research in the field of maternal and child public health and public health nursing. Performs other duties as assigned and required. 3 EMERGENCY PREPAREDNESS AND RESPONSE DUTIES Employee responds, as required, to support public health emergencies, incidents and events. Employee participates in all exercises and drills on emergency preparedness and response, as required. Completes trainings identified as appropriate for this level employee. KNOWLEDGE, SKILLS, OR ABILITIES Education and Experience: Requires the minimum of a Bachelor s Degree from an accredited college or university with major coursework in nursing, public health, public administration, human services or a related field. Registered nurse and/or Master s Degree preferred. Requires a minimum of three years progressively responsible public health experience. Special Qualifications: Possession of a valid driver s license. Knowledge of: Principles of performance management and quality improvement Principles of program planning and an understanding of program evaluation Principles and practices of coalition building and developing community partnerships Practical implementation of educational and presentation methods for diverse population groups Broad knowledge of research methods and curriculum development Inter-related professional services and resources in the Tri-County Health Department and community for the implementation of programs Supervisory techniques and methods Program planning and program development Progressive knowledge of computer applications and health data analysis. Ability to: Supervise and mentor professional and support staff in a productive and positive manner Page 3
4 Establish and maintain effective working relationships with other Tri-County Health Department employees, representatives of other agencies and organizations, and members of the community Communicate effectively both verbally and in writing to TCHD and external individuals and groups Create presentations to promote PRD recommendations and messages through public speaking and community forums Act as an official representative of TCHD in a professional manner with local and national agencies and organizations Maintain sensitive and confidential client information according to the HIPAA policy. EQUIPMENT USED Standard office equipment including, but not limited to, personal computer and associated hardware and software, telephone, copier, calculator, and fax. Standard medical equipment such as blood pressure cuff, weight scales, stethoscope, thermometer and syringes, vaccines and blood borne pathogens kit, assessment and vehicles. WORKING CONDITIONS AND PHYSICAL REQUIREMENTS Work is primarily conducted indoors with occasional travel to other TCHD locations or outside agencies to provide program services or attend meetings. Incumbent experiences routine exposures and hazards of a typical office environment. Requires frequent travel between TCHD office sites or to locations in the surrounding community for three county grant oversights, conducting educational presentations and attending meetings. Requires sufficient hearing and speech ability to communicate verbally in response to inquiries, complaints, and to speak to groups of people in an educational presentation. Requires occasional light lifting/carrying under 15 pounds. Requires daily use of automobile, usually no more than one consecutive hour at a time. Requires manual dexterity to operate computer equipment and clinical equipment. Page 4
