1 COUNTY OF OTERO INFORMATION TECHNOLOGY MANAGER (Contract At Will - Exempt) Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. DEFINITION To direct, manage, supervise, and coordinate the programs and activities of the Information Technology Department; to coordinate assigned activities with other County departments, divisions, and outside agencies; and to provide highly responsible and complex administrative support to the County Manager. SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the County Manager. Exercises direct supervision over professional and technical staff. ESSENTIAL FUNCTION STATEMENTS--Essential responsibilities and duties may include, but are not limited to, the following: 1. Assume management responsibility for all services and activities of the Information Technology Department including computer programming and computer operations. 2. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures. 3. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within Departmental policy, appropriate service and staffing levels. 4. Plan, direct, coordinate, and review the work plan for the Information Technology Department; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. 5. Select, train, motivate and evaluate Information Technology Department personnel; provide or coordinate staff training; work with employees to correct deficiencies.

Oversee and participate in the development and administration of the Information Technology Department program annual budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments. 7. Review requests for Information Technology services and recommendations for system changes; assess the County-wide impact of proposed changes; approve changes that minimize expenses and improve services. 8. Monitor hardware/software usage and performance for capacity planning; evaluate system operations; make recommendations as necessary. 9. Oversee the research and evaluation of computer hardware and software. 10. Coordinate and approve the purchase, lease or license of computer systems, and related equipment. 11. Plan, coordinate and monitor office automation projects and operations; plan and oversee County staff training in use of computer hardware and software. 12. Serve as liaison for the Information Technology Department with other County departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues. 13. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence. 14. Provide responsible staff assistance to the County Manager. 15. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Information Technology programs, policies, and procedures as appropriate. 16. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of computer technology and Information Technology systems. 17. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 18. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Operational characteristics, services and activities of an Information Technology program. Management skills to analyze programs, policies and operational needs. Principles and practices of program development and administration. Advanced principles and operating procedures of computer systems and related equipment. Modern and complex principles and practices of computer systems design.
3 Principles and procedures of computer programming and planning. Personal computer hardware and software products. Principles and practices of county budget preparation and administration. Principles of supervision, training and performance evaluation. Pertinent Federal, State, and local laws, codes and regulations. Ability to: Manage, direct and coordinate the work of lower level staff. Select, supervise, train and evaluate staff. Oversee and direct the operations, services and activities of the Information Technology Department. Develop and administer division goals, objectives and procedures. Research and analyze complex computer programming problems and develop logical solutions and efficient programming procedures. Identify, evaluate and solve program problems. Prepare and administer large and complex budgets. Prepare clear and concise administrative and financial reports. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Interpret and apply Federal, State and local policies, laws and regulations. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Maintain effective audio-visual discrimination and perception needed for: Making observations Communicating with others Reading and writing Operating assigned equipment. Maintain mental capacity which allows the capability of: Making sound decisions Demonstrating intellectual capabilities. Education, Experience and Training An Associate s Degree in MIS, Information Technology, Public Administration, Business Administration or related field is required; a Bachelor s Degree preferred, plus five (5) years of increasingly responsible experience in computer programming and operations, including two years of administrative supervisory responsibility. Microsoft certification(s) a plus. A valid New Mexico driver s license is required to drive a County vehicle.
