4 1. Introduction 1.1. Purpose The (BMP) is a sub-plan of the Community Liaison Implementation Plan (CLIP) and describes the approach of Thiess John Holland Dragados to managing engagement and ongoing consultation with business owners potentially affected by construction activities relating to the Tunnel and Station Civil (TSC) works on North West Rail Link. The BMP: Identifies business stakeholders that may be impacted by the works and the issues specific to each stakeholder Details strategies and activities to facilitate open communication and engagement with businesses affected by the works Explains mitigation measures for identified business related impacts, such as maintaining vehicular and pedestrian access during business hours, and maintaining visibility of the business appropriate to its reliance on such as required by the Ministers Conditions of Approval Defines roles and tools to enable TJHD team members to deliver the BMP. Interested members of the public will be able to view a copy of the BMP on the NWRL website Plan Structure The BMP has three parts which collectively outline the approach, methodologies and timing that TJHD and its contractors will employ to fulfil our commitments to engagement and ongoing consultation with business owners potentially affected during TSC construction works. Interface with other management plans The BMP is a requirement of Project Approval conditions as outlined in section 3.2. This Plan has been prepared in accordance with the NWRL Overarching Stakeholder and Community Involvement Plan (TfNSW ref A Rev1.5). As a sub plan to the CLIP, the BMP is designed to work alongside the Site-specific Stakeholder and Community Involvement Plans (SCIPs). The BMP provides detail of the engagement strategies required for businesses potentially affected by TJHD s construction works. The relationship and hierarchy of stakeholder and community management plans for the Project is demonstrated in Figure 1 below. Plan Distribution The Stakeholder and Community Relations Manager is responsible for the distribution of the BMP. It will be introduced to all staff the general workforce in project inductions. 7 1.5. Plan Authorisation The implementation of the BMP is under authority of TJHD and the Stakeholder and Community Relations Manager. All personnel employed on the Project will perform their duties in accordance with the requirements of the BMP, supporting management plans and related procedures Further Development The BMP will be further developed and revised during its use on the project to address: Any changes in the business management process; Comments and feedback by the Client; Changes in technology and work methods to improve processes; and Changes identified by continuous improvement. 8 2. Project Context 2.1. Background The North West Rail Link is Australia s largest public transport infrastructure project and a priority rail project for the NSW Government. It will be the first fullyautomated rail system in Australia and is the first stage of Sydney s new rapid transit network. The project will deliver eight new railway stations and 4,000 commuter car parking spaces to Sydney s growing North West. Over the coming decades, an extra 200,000 people will move into the region, taking its population above 600,000. The North West Rail Link will deliver, for the first time, a reliable public transport service to a region which has the highest car ownership levels per household in Australia. Customers will benefit from a train at least every five minutes a turn up and go service which means there is no need for a timetable. Sydney s new generation of fast, safe and reliable single deck trains will be rolled on the North West Rail Link first, with high levels of customer safety like constant CCTV monitoring and platform screen doors to improve safety on platforms. The project includes construction of twin 15km tunnels from Bella Vista to Epping Australia s longest rail tunnels. This $1.15 billion contract was awarded in late June It also includes construction of a 4km skytrain viaduct and the conversion of the Epping to Chatswood rail link exclusively to the new rapid transit system. In June 2012, the NSW Government announced Sydney's Rail Future a long term plan to modernise Sydney s trains. The North West Rail Link is a key part of that strategy, which will see the rapid transit network extended from Chatswood, under Sydney Harbour and into the CBD and beyond. The North West Rail Link project team was established in April, 2011 within Transport for NSW to fast track the planning, procurement and delivery of the project TJHD Scope TJHD will deliver the TSC package of the Project for TfNSW which includes the following permanent infrastructure: Twin underground railway tunnels between Epping and Bella Vista; 59 Cross Passages between the twin underground railway tunnels; Crossover Cavern at Castle Hill to allow trains to cross from one track to another; Services Facility Shaft adjacent to Beecroft Road at Epping, and a Services Facility Shaft adjacent to Castle Howard Road at Cheltenham; Station excavations at Cherrybrook, Castle Hill, Showground, Norwest and Bella Vista; and Connection to the existing Epping to Chatswood Rail Line tunnels. 9 There are a number of businesses considered to be potentially impacted (situated adjacent to a construction site or above the tunnel alignment) by the Project s construction works. Sections 5 through 11 identify these businesses, potential issues and the approach to working with business to minimise the impacts of construction Previous Engagement with Businesses TfNSW has appointed Place Managers as points of contact for stakeholders including businesses during the NWRL Project. TfNSW have established relationships and consulted with local businesses through extensive engagement activities such as information sessions, face to face consultation, newsletters, a website and information centre. Through coordinated consultation with TJHD, these Place Managers will hand over their stakeholder portfolios to appointed TJHD site-specific Community Place Managers (CPMs). These CPMs will operate as contact points during TJHD s work and work closely with the Business and Enterprise Manager (BEM) who will manage key business relationships. A number of businesses submitted their feedback to Environmental Impact Statement 1. Although Environmental Impact Statement 2 is related to Stations, Rail Infrastructure and Systems, some businesses also made submissions relating to construction works. This feedback has informed the development of this plan which will be updated following initial consultation before construction with all potentially affected businesses. The Ministers Conditions of Approval reflects the need for genuine consultation with business stakeholders through the preparation and implementation of a that minimises impacts on businesses adjacent to major construction sites and activities during construction. The relevant conditions of the Ministers Conditions of Approval can be found in Section 3.2. TJHD will continue the process of engagement with businesses in coordination with TfNSW. 10 3. Stakeholder and Community Obligations 3.1. TfNSW Requirements The BMP has been prepared in accordance with the requirements of the Project Deed (the Deed) and the Scope of Works and Technical Criteria (SWTC) for the NWRL-TSC package. It also fulfils the requirements of the NWRL Overarching Stakeholder and Community Involvement Plan (TfNSW ref A Rev1.5). A summary of these obligations is provided in Annex A of the CLIP, including details of where each requirement is addressed in the CLIP or relevant sub-plan. TJHD will provide all necessary information to allow TfNSW to consult with specific businesses identified in the Revised Environmental Management Measures Minister s Conditions of Approval The Minister for Planning and Infrastructure imposed the following conditions as part of the planning approval to ensure engagement and ongoing consultation with business owners affected during construction. Members of the consultation group may include representatives from local schools, and the NSW chamber of commerce and industry. Business Engagement Approach The business engagement approach recognises that businesses may be impacted by construction activities including site establishment works including road and utility works, tunnelling, station excavation, pre-cast segment production and site demobilisation. As a result, TJHD values the importance of understanding the potential negative impacts on businesses, and selecting construction methods and programming construction to minimise these impacts. Further, early engagement with businesses will assist in the development of meaningful relationships with open communication and ongoing consultation. Ongoing consultation before and throughout construction will be used to identify mutually acceptable mitigation measures where required. The strategic approach to business engagement is based upon the following principles: Consult directly with businesses adjacent to construction sites and along the tunnel alignment or who are likely to interact with construction activities about mitigation proposed measures and respond to the reasonable requirements of the business; Maximise access to information to other businesses, by making information sessions convenient, locally focused and responsive to feedback. This will be achieved by using a range of communication methods, but also by bringing the consultation to the businesses in their local area at a convenient time. The aim is to encourage participation in a way that makes the process accessible; Explain to businesses the purpose of the works and what they can expect, including any potential impacts; Respond quickly to any issues or complaints raised by businesses; Adopt an integrated site team approach to planning construction activities, keeping all relevant team members informed of upcoming or changes to construction activities and addressing business stakeholder issues and concerns where possible. The BMP consultation with businesses will provide a more detailed business profile for each business likely to be potentially affected including: Operating hours Main delivery times Reliance on foot traffic Any signage or advertising that may be impacted Customer origin Other information specific to the business that will need to be considered in construction planning. This profile will be used to inform the measures that may be required to minimise impacts from construction to be discussed with the business owner/operator using maps and diagrams of the relevant activities and mitigations in relation to the businesses operations. 13 4.1. Objectives The objectives of the BMP are to: Fulfil the requirements of the Minister s Conditions of Approval to facilitate engagement and ongoing consultation with business owners potentially affected by the Project s works (see 3.2) Identify issues for consideration in the planning of construction to reduce the potential impacts on businesses adjacent to or in the vicinity of a construction site or above the tunnel alignment Ensure businesses are kept informed of the Project and consulted in advance of major works or factors that are likely to have a direct impact prior to commencement of works Consult with businesses directly affected by changes to access arrangements regarding the specific requirements at least 2 weeks prior to those changes coming into effect Ensure that business stakeholder enquiries and complaints regarding the Project are managed and resolved effectively 4.2. Key Performance Indicators (KPIs) The key performance indicators TJHD have set for business engagement are outlined in Table 2 below. Roles and Responsibilities The CLIP sets out the structure of the TJHD communications and stakeholder and community management team and defines the working relationships with the NWRL project team. 15 Transport for NSW (TfNSW) TfNSW provides Project-wide information resources including information sessions, a Community Information Centre, newsletters, advertising, , a website and telephone contact line. TJHD Community Place Managers (CMPs) have been appointed as key points of contact for stakeholders. The current TfNSW have established relationships with a number of businesses and through coordinated consultation with TJHD will hand over their stakeholder portfolios to the appointed TJHD site-specific CPMs who will take over as the contact point during TJHD s work. Reporting to the Project Director, a key responsibility of the SCRM is to coordinate the stakeholder and community relations activities of TJHD with TfNSW. See the CLIP for further details of this and other Stakeholder and Community Relations team roles. Business and Enterprise Manager The Business and Enterprise Manager (BEM) is responsible for fulfilling the obligations required in this BMP to minimise impacts on businesses potentially affected by Project construction works. The BEM will liaise with all businesses potentially impacted by the works in conjunction with TfNSW. See sections 5 to 11 for a list of identified businesses. Responsibilities of the BEM include: Carrying out introductory meetings with business stakeholders prior to commencement of works; Engagement and ongoing consultation with business stakeholders to create business profiles and identify potential issues; In consultation with site management, identification of mitigation strategies that can help maintain business continuity throughout construction; Planning and coordination of Business Connect briefings for interested business stakeholders; Coordination of the Project wide business advisory group; Relaying issues to construction teams for response; Working with site teams to quickly resolve enquiries and complaints from businesses. 17 Site-based Community Place Managers Community Place Managers (CPMs) are responsible for managing the day-to-day community relations activities within their area to fulfil their stakeholder and community involvement obligations. The CPMs form part of the station construction and tunnelling management teams. Their key role is to identify upcoming issues, provide timely and accurate information flow to and from key stakeholders, particularly those directly affected by construction activities. They prepare local information and notifications and respond to enquiries and complaints in consultation with the construction team Complaints Handling Process Section 3.5 of the CLIP describes the complaint handling process and service standards for response times Communication with businesses The communication tools used for the Project are described in Section 3.6 of the CLIP. A variety of methods will be used to keep the local and general community informed of the works and how to obtain further information or raise issues of concern. Communication material including notifications and display information will feature maps and diagrams relating to the tunnel alignment and construction site layouts. These include: Community Information Centre Project Information/Complaints telephone line and contacts Website Construction update app for mobile phones and tablets, with progress maps, current notifications and other links to other information (in development) Project wide advertising, newsletters, updates Localised notifications, newsletters, signage, updates, social media sites There are several business specific tools to inform and engage those businesses that are potentially directly affected and others in the general vicinity of the works. 18 Business Connect breakfast briefings - held as required, at least once per year in concentrated business centres near the works. (See Annex A for more information about these briefings). A Business Advisory Forum will provide project wide feedback on the minimisation of business impacts and will include representatives of local councils and the Sydney North West-NSW Business Chamber. The forum would meet every three months (or as agreed) to consider and provide business specific advice to manage the impacts during construction. Further details are provided in Annex B Key Performance Indicators TJHD has set the following key performance indicators (KPIs) for business stakeholder management based on TfNSW requirements and a review of the EIS1 report. 19 5. Bella Vista Station 5.1. Community Overview Bella Vista is located in Sydney s north-western suburbs, in the local government area of the Hills Shire. The suburb features a number of commercial and retail shopping complexes and is a key business centre within the Hills district. Located in the north western extent of the Norwest Specialised Centre, the Bella Vista station area is characterised by large format commercial buildings which are generally new and of greater height than the older parts of Norwest to the east. Some businesses and relatively new low-density developments are located to the west of Old Windsor Road in the suburb of Glenwood Project Scope Part of the tunnelling and station civil (TSC) works package includes construction of an open-cut station at Bella Vista. The Bella Vista site is located close to the corner of Old Windsor Road and Celebration Drive, with the station located on the Totally Home Centre site which has been acquired for this purpose. Major activities at the Bella Vista Station site will include: Site establishment Traffic changes to allow safe construction vehicle access and egress Adjustments of the adjacent McDonalds and BP access and car parking Excavation of a station box Production of pre-cast concrete segments in a pre-cast facility Tunnel boring machine (TBM) assembly and launch TBM Drive from Bella Vista to Showground Construction of cross passages along the tunnel alignment Site demobilisation and handover. Following site establishment works, the Bella Vista station box would be constructed using an open-cut methodology. The excavation will then be used as the TBM assembly and launch site for the tunnel drive from Bella Vista to Cherrybrook. TBM support services will be required to facilitate the continuous TBM operations and spoil removal from the tunnels. TBM support services include power supply, ventilation, water supply, drainage and spoil handling. Project: North West Rail Link Doc: NWRLTSC-TJV TSC-SH-PLN-03 Page 19 of 98

20 5.3. Site Layout Excavation of the Bella Vista station box is located along the south-western section of the site near Old Windsor Road. To the east of the excavation are spoil storage and laydown areas, with the south-eastern corner of the site used for car parking and site offices. Light vehicle and spoil truck access is via Celebration Drive at the southern end of the site, with deliveries to the pre-cast facility via the Balmoral Road access at the northern end of the site. The northern section of the site on the corner of Old Windsor Road and Balmoral Road will be occupied by a pre-cast facility in which the pre-cast concrete ring segments for the tunnelling works will be manufactured. The facility includes a concrete batch plant to combine various materials to form the concrete that is used to manufacture the segments. The site will also contain segment storage and laydown areas. The segments will be manufactured within a noise reduction shed and production will take place 24-hours a day in order to meet production requirements Indicative project phases and timing The works at Bella Vista will be undertaken in a number of phases, some of which will occur concurrently. With each phase, businesses potentially affected and information needs may change. The strategies to respond to these needs are outlined later in this plan. Table 5 outlines the key activities that will take place during each construction phase. The stakeholder listing and data base will be continually reviewed and updated throughout the Project. Businesses within a 60 metre radius may potentially experience impacts from the TSC construction works such as construction noise, whilst those within 200 metres may experience indirect impacts such as changes in traffic conditions. Businesses located above the tunnel alignment may potentially be impacted by regenerated noise and vibration from the underground tunnelling works. The concerns and expectations for each business in this table will be updated after initial consultation with the businesses, prior to commencement of construction.
